This document summarizes a presentation about using mathematical models to analyze smart cities. It discusses:
1) Puglia Smart Lab, a new living lab in Italy that brings together citizens, government, and businesses to create smart city services based on community needs.
2) Models of city growth and indicators that can measure aspects of smart cities. However, existing models from biology do not apply well to cities, which see superlinear rather than sublinear scaling effects from increased size.

With the release of Swipe the Vote in 2016, Tinder broke new ground in the USA by claiming to be able to match voters with their dream-perfect presidential candidate. The matchmaking app tried to make voting sexy by employing its same cut-to-the-chase dating method. Who would bother to vote in the future if a set of sophisticated algorithms just identified, by trawling your data mine, your ideal candidate, or your policy options, just like Netflix or Spotify predicts your next TV series or your new lovable tunes? How would democracy look like in the future? How would the algorithms influence policymaking? Which skills will be needed by policymakers? What the role of political parties?
These slides were presented at the event on democracy on democracy in the age of algorithms, held at the European Parliament on 7 November 2017.
The slides are inspired by the research work Giuseppe Porcaro made during the writing of his first novel, DISCO SOUR, the existential odyssey of a heartsick politician to save a war-torn, post-austerity Europe from algorithmic autocracy.

This is a presentation explaining the guidelines and procedure for this mission.
1. Letter to all state governments to shortlist potential Smart Cities based on Stage-I criteria according to a number of Smart Cities distributed across states /UTs by the MoUD. This is the first stage of the Intra-State competition.
2. On the basis of response from States/UTs, the list of potential 100 Smart Cities is announced. The second stage of the All India competition begins.
3. Each potential Smart City prepares its proposal assisted by a consultant (from a panel prepared by MoUD) and a hand-holding External Agency (various offers received such as World Bank, ADB, GEF, USTDA, JICA, DFID, AFD, KfW, UN-Habitat)
4. By stipulated date, Stage 2 proposals submitted. Evaluation by a panel of experts.
5. Selected cities declared – Round 1 Smart Cities
6. Selected cities set up SPV and start the implementation of their SCP. Preparation of DPRs, tenders, etc. and Other cities prepare to improve their proposal for the next round of the Challenge
The fifth edition of the report ranks Stockholm first followed by London, Paris, Singapore and Copenhagen.
The 2014 edition of the Networked Society City Index examines and ranks 40 cities from around the world, looking at their performance, challenges and opportunities in terms of ICT, sustainability and development. The extensive research gives us a glimpse into the future of the city.
The report also continues to explore the connection between ICT maturity and triple bottom line development in cities around the world.
One of the key findings from the report is the fact that cities with a low ICT maturity tend to be improving their ICT maturity faster than high performing cities, indicating a catch-up effect. Many cities also have the opportunity to leapfrog by avoiding expensive and increasingly obsolete physical infrastructure and instead move straight ahead to advanced mobile technology.
Stockholm’s top ranking is thanks to its well-developed ICT infrastructure, extremely well-developed open data and e-services and high-quality access to both fixed and mobile broadband, thanks to extensive infrastructure rollouts.

2. Puglia Smart Lab
PSLab is a newborn LL, a space of innovation in which
citizens, Government and enterprises collaborate together to
co-create services derived from concrete needs in our
territory.
PSLab is one of the first outcomes of Puglia@Service, a
research project funded by the Italian Ministry of University
and Research. The aim of P@S is providing a 15-young
professionists group with multidisciplinary skills necessary for
smart territory strategic development.
Puglia@Service project is supervised by Dhitech Scarl, a
High Tech District (established since 2005 in Apulia).
PSLab has officially joined ENoLL, European Network of Living
Labs, as an adherent member, since August 2013 at "The 7th
wave of ENoLL members”.

6. WEST - BETTENCOURT THEORY
Every living being gets slower as its size increases. This is called sublinear
behaviour. However cities are different: when their size increases, every
social aspect speeds up. There is no equivalent model in nature!

7. 15% RULE – CITY SUPERLINEAR SCALING
There are two different trends due to city size increase
•Superlinear - raising social interactions means more innovation and wealth, but
higher crime rates as well (β = 1.15).
•Sublinear
- less investment per capita infrastructure required such as
streets, cables, sewage, etc. (β = 0.85).

10. G* INDICATOR
It is necessary to shift G* forward, in order to improve city users’ life
conditions, in spite of city dimension increasing. This would result in
better socio-economic outcomes and more social interactions.
