Obviamente existen diferencias entre los países en cuanto a los procesos y resultados de las privatizaciones; La explicación de estas diferencias son multidimensionales e incluyen aspectos históricos, geográficos, políticos y sociales; desde el punto de vista socio-económico en el cual el puerto tiene que operar, las concesiones (que son parte de los Asocios Públicos Privados), son un instrumento contractual que faculta a los Estados a otorgar al sector privado, infraestructura mediante la cual se prestan servicios públicos; para que, inviertan, exploten y desarrollen dicha infraestructura y presten los servicios públicos, con eficiencia y eficacia.
