This study determined the utilization, budget allocation, and challenges encountered by the School Heads in the use of Maintenance and Other Operating Expenses (MOOE) funds in achieving the Annual Improvement Plan (AIP) in non-fiscally autonomous Senior High Schools the Division of Nueva Ecija. The 20 school heads were purposively selected as respondents of the study. The results revealed that the majority of non-fiscally autonomous senior high schools have MOOE ranges from Php250,000-Php 900,000 ($5,000 - $18,000) and with a population of 130 to 750 students. The MOOE budget for every year depends upon the number of enrollees. School heads have utilized 51% to 75% of MOOE funds for each activity/program indicated in AIP. The majority of them were given priority on security and utility services and challenged on the complaints and misconceptions about spending and allocating of MOOE expenses. Transparency, accountability, and maintaining harmonious relationships are the keys to ensure collaboration and teamwork for the betterment of school and learners as well.

Our new publication Closing the funding gap in social infrastructure: Making the case for adoption of endowment funds observes that Nigeria needs to find sustainable ways to fund tertiary education and makes the case for adopting endowment funds, which have been successfully established in the West, as a sustainable strategy. It also shares steps for setting up such a fund in Nigerian universities.
This is a very topical issue as the conversation continues on how to augment government funding for Nigerian universities. It would thus be of great value to academics, university administrators, founders of private tertiary institutions, policy makers, labour unions in tertiary institutions, civil society, philanthropists, donor agencies, students association etc.

This study determined the utilization, budget allocation, and challenges encountered by the School Heads in the use of Maintenance and Other Operating Expenses (MOOE) funds in achieving the Annual Improvement Plan (AIP) in non-fiscally autonomous Senior High Schools the Division of Nueva Ecija. The 20 school heads were purposively selected as respondents of the study. The results revealed that the majority of non-fiscally autonomous senior high schools have MOOE ranges from Php250,000-Php 900,000 ($5,000 - $18,000) and with a population of 130 to 750 students. The MOOE budget for every year depends upon the number of enrollees. School heads have utilized 51% to 75% of MOOE funds for each activity/program indicated in AIP. The majority of them were given priority on security and utility services and challenged on the complaints and misconceptions about spending and allocating of MOOE expenses. Transparency, accountability, and maintaining harmonious relationships are the keys to ensure collaboration and teamwork for the betterment of school and learners as well.

Climate impact / sustainability of software testing discussed on the talk. ICT and testing must carry their part of global responsibility to help with the climat warming. We can minimize the carbon footprint but we can also have a carbon handprint, a positive impact on the climate. Quality characteristics can be added with sustainability, and then measured continuously. Test environments can be used less, and in smaller scale and on demand. Test techniques can be used in optimizing or minimizing number of tests. Test automation can be used to speed up testing.

Artificial Intelligence for XMLDevelopment
In the rapidly evolving landscape of technologies, XML continues to play a vital role in structuring, storing, and transporting data across diverse systems. The recent advancements in artificial intelligence (AI) present new methodologies for enhancing XML development workflows, introducing efficiency, automation, and intelligent capabilities. We will explore the capabilities of AI in understanding XML markup languages and autonomously creating structured XML content. CONCLUSION In managing financial operations on the institutional level, the chief financial officer should first the conscious of the presence of the various competitors in the education industry, coming from both the public and the private sectors of education. An in-depth analysis of this aspect is one of the uses of Porter’s Five-Forces model. In addition, there is a need for further analysis of opportunities and threats by undertaking an external forces analysis (EFA), internal forces evaluation (IFE) and the Comparative Profile Matrix (CPM). Having conducted the above-mentioned analysis and secured the competitive status of the
- 8. institution in the education industry, one is then prepared to look into the financial operations of their respective educational institutions. In this study , financial statements from four proprietary educational institutions and five sectarian educational institutions are presented. Each institution shows some uniqueness in its financial operations. However, there are some commonalities within the cluster of educational institutions. Proprietary institutions show such main concerns as having huge investments in physical plant and facilities, focusing on the generation of surplus, a more intensive use of assets and very prudent management of
- 9. of borrowings by complying with a good current ratio and keeping loans minimal and having a strategic location that allows for a significant level of value appreciation. Just like proprietary educational institutions, sectarian educational institutions also invest heavily in physical plants and facilities. However, generating surplus is not a primary concern, possibly because of their orientation as sectarian institutions. From the analysis of the financial operation of both proprietary and sectarian institutions, there are lessons that can be learned in the effective management of educational institutions consisting of the following:
