Several topics pertaining to implementing the public interest through leadership and personnel management were examined in this week’s lesson and assigned readings. The concept of public service as an important motivating factor for those working in the public sector was noted to be often overlooked with a general tendency to focus only on salary and wages. Th is run-government-like a-business rhetoric
undoubtedly will gain even more momentum as we
move further into the silly season of the presidential
campaign.
In contrast, this article provides more evidence that
managing in government is distinctly diff erent from
managing in the private sector. While those of us who
have devoted our careers to government may take this
on faith, much of the general public has a diff erent
view.
One key area of diff erence relates to the public and
private sector workforces. Th ese diff erences include
what motivates our employees to serve—and succeed—
in government and how leaders who understand these
motivations can apply this knowledge. As documented
in “Pulling the Levers” and elsewhere, this understand-
ing should inform how government agencies select,
develop, motivate, advance, and retain talent.
Th is research also can be linked to the critical issue of
why public sector leaders should focus on improving
employee engagement and the steps leaders can take
to drive higher levels of engagement. Other research
has documented that employee engagement can be
a powerful force for individual and organizational
eff ectiveness. In the private sector, this translates into
superior fi nancial performance as well as lower turno-
ver, less employee lost time, and fewer accidents. Th e
latter impacts clearly translate to the public sector.
Moreover, research on employee engagement that
specifi cally focuses on government shows that agencies
with higher levels of engagement have more success
achieving their strategic goals.

should give back to the community and society, in which the business thrives. There are several
ethical aspects to look into while analyzing the topic of corporate responsibility and
sustainability.
Corporate social responsibility for businesses have been made mandatory in several
countries. However, in several cases it can be seen that there are ethical dilemmas while
investing in such projects(Dunfee, 1991). Corporations tend to invest in such projects which can
add value to their business in some way or other such as increasing their brand value, improving
their public relations, attracting talented human resource, and getting regulatory favors. Hence,
this leads to ethical dilemma that can be resolved through traditional ethical theories, which is a
form of normative ethical theory. It believes in the absolutist point of view. Some of the ethical
theories which can be applied in business context include self-interest, compassion, and duty to
people. Stakeholder theory explains that apart from investors there are several other stakeholders
of an organization such as customers, employees, environment, suppliers, and
government(Goodpaster, 1991). A business should work in their interests as well. Compassion is
an ethical perspective which urges companies to be compassionate and humanitarian in their
decision making.

Abstract In this paper, I aim to critically examine a set of
assumptions that pervades human resource management
and HR practices. I shall argue that they experience a
remarkable ethics deficit, explain why this is so, and
explore how the UN Global Compact labor principles may
help taking ethics seriously in HRM. This paper contributes
to the understanding and critical examination of the
undisclosed beliefs underlying theory and practice in
human resource management and to the examination of
how the UN Global Compact’s ideal of ‘‘decent work’’
may offer some promising avenues for the development of
ethics in HRM.

This healthcare organization provides a wide array of services including inpatient services, transitional care services, and outpatient treatment and testing.
A few years ago, the facility changed its performance appraisal methodology. It shifted from a subjective performance appraisal system to a more objective rating system that focused on the actions and behaviors of the employee. This shift can be considered as a good move because the use of behavior-based scales tends to overcome evaluation errors that plague more subjective evaluations. Employee evaluations in this organization were performed once a year.
The performance appraisal system was instituted in this healthcare organization as a four-step process:
Step 1: The employee performs a self-appraisal first by completing an appraisal sheet and then submitting it to his or her supervisor. Employees generally welcome use of self-appraisal, and it tends to decrease defensiveness about the process.
Step 2: The supervisor then responds to the same questions the employee had previously answered based on his or her perceptions and observations of the employee’s performance.
Step 3: Finally, the supervisor and employee meet and discuss the ratings on the evaluation.
Step 4: The results of the evaluation are intended to then be used as a guiding tool to determine the annual raise of the employee.
The questions in the performance evaluation questionnaire were divided into two sections. The first section was based on the overall organizational standards that had been set for the entire hospital. Areas addressed in this section include professionalism, efficiency, and quality of work, respect, and service. Every employee, full-time and part-time, has to complete this section of the performance appraisal. The second section of the appraisal consisted of various competencies for each individual position. These competencies were specific to the tasks required to fulfill the duties of the individual in their respective positions. The competencies, varying greatly from position to position, were based strictly on duties required for that position. This is important, as having similarly situated employees evaluated on like criteria improves the consistency of the appraisal process.
In this healthcare organization, both the employee and the supervisor were instructed on the evaluation instrument to rate the employee on each of the areas on the following scale:
0 = Not Applicable
1 = Does Not Meet Expectations
2 = Meets Expectations
3 = Exceeds Expectations
This system was implemented to improve performance appraisals and make them more objective. The use of the same evaluation form throughout the organization improved the consistency in the evaluation process.

Historically, North America was home to at least two species of large canids. The gray wolf, Canis lupus, existed in forests throughout most of North America, where they preyed on large ungulates such as elk and moose. The much smaller coyote, C. latrans, was restricted to the plains and deserts of central and western North America, where they fed on much smaller prey. Coyotes and wolves are easily distinguished by morphology. Since 1900, wolves have been almost completely extirpated in the United States, though populations still exist in Canada. In response to declines in wolf populations, coyotes dramatically increased their range northward and eastward. Coyotes also took advantage of concomitant losses in habitat due to deforestation and agriculture that turned forested areas into a more open habitat.
In 2003, a research team (Wilson et al. 2003) announced the startling discovery that mitochondrial DNA (mtDNA) from two wolf skins collected in New York State and Maine in the late 1800's did not match mitochondrial DNA of known gray wolves. Both of these animals had mtDNA more similar to that of coyotes than of gray wolves! The mtDNAof the New York wolf nested within coyotes; but the mtDNA of the Maine wolf was on a deep branch near the split of gray wolves and coyotes. Yet, the skins morphologically appeared like those of wolves, not coyotes.

Abstract In this paper, I aim to critically examine a set of
assumptions that pervades human resource management
and HR practices. I shall argue that they experience a
remarkable ethics deficit, explain why this is so, and
explore how the UN Global Compact labor principles may
help taking ethics seriously in HRM. This paper contributes
to the understanding and critical examination of the
undisclosed beliefs underlying theory and practice in
human resource management and to the examination of
how the UN Global Compact’s ideal of ‘‘decent work’’
may offer some promising avenues for the development of
ethics in HRM.

management research and practices experience a remark-
able ethics deficit, which can be explained by some—often
undisclosed—threshold assumptions and ideals about the

can help remedy such a shortfall.1

Employee evaluations in this organization were performed once a year.
The performance appraisal system was instituted in this healthcare organization as a four-step process:
Step 1: The employee performs a self-appraisal first by completing an appraisal sheet and then submitting it to his or her supervisor. Employees generally welcome use of self-appraisal, and it tends to decrease defensiveness about the process.
Step 2: The supervisor then responds to the same questions the employee had previously answered based on his or her perceptions and observations of the employee’s performance.
Step 3: Finally, the supervisor and employee meet and discuss the ratings on the evaluation.
Step 4: The results of the evaluation are intended to then be used as a guiding tool to determine the annual raise of the employee.
The questions in the performance evaluation questionnaire were divided into two sections. The first section was based on the overall organizational standards that had been set for the entire hospital. Areas addressed in this section include professionalism, efficiency, and quality of work, respect, and service. Every employee, full-time and part-time, has to complete this section of the performance appraisal. The second section of the appraisal consisted of various competencies for each individual position. These competencies were specific to the tasks required to fulfill the duties of the individual in their respective positions. The competencies, varying greatly from position to position, were based strictly on duties required for that position. This is important, as having similarly situated employees evaluated on like criteria improves the consistency of the appraisal process.
In this healthcare organization, both the employee and the supervisor were instructed on the evaluation instrument to rate the employee on each of the areas on the following scale:
0 = Not Applicable
1 = Does Not Meet Expectations
2 = Meets Expectations
3 = Exceeds Expectations
This system was implemented to improve performance appraisals and make them more objective. The use of the same evaluation form throughout the organization improved the consistency in the evaluation process.

Historically, North America was home to at least two species of large canids. The gray wolf, Canis lupus, existed in forests throughout most of North America, where they preyed on large ungulates such as elk and moose. The much smaller coyote, C. latrans, was restricted to the plains and deserts of central and western North America, where they fed on much smaller prey. Coyotes and wolves are easily distinguished by morphology. Since 1900, wolves have been almost completely extirpated in the United States, though populations still exist in Canada. In response to declines in wolf populations, coyotes dramatically increased their range northward and eastward. Coyotes also took advantage of concomitant losses in habitat due to deforestation and agriculture that turned forested areas into a more open habitat.
In 2003, a research team (Wilson et al. 2003) announced the startling discovery that mitochondrial DNA (mtDNA) from two wolf skins collected in New York State and Maine in the late 1800's did not match mitochondrial DNA of known gray wolves. Both of these animals had mtDNA more similar to that of coyotes than of gray wolves! The mtDNAof the New York wolf nested within coyotes; but the mtDNA of the Maine wolf was on a deep branch near the split of gray wolves and coyotes. Yet, the skins morphologically appeared like those of wolves, not coyotes.

What started as a regular room cleaning ended with the conviction of a 14-year-old boy named Joshua Phillips. His mother went to clean up his room one morning after Phillips left for school. Mrs. Phillips noticed a wet spot under her son’s bed and thought it was a leak from his waterbed. As she was investigating the bed to see if it needed to be drained, she found electrical tape holding the frame together. She thought her son had known the about leak but didn’t want to get into trouble. She removed enough tape to discover her son’s sock underneath, but she was surprised to feel something cold. The beam of her flashlight showed her the dead body of Maddie Clifton, an 8-year-old neighbor who had been missing for seven days.

- 1. Several topics pertaining to implementing the public interest through leadership and personnel management were examined in this week’s lesson and assigned readings. The concept of public service as an important motivating factor for those working in the public sector was noted to be often overlooked with a general tendency to focus only on salary and wages. The importance of organizational leadership involving both employees and the clients was emphasized as a mechanism that represented service through a commitment to democratic public administration. At the heart of democratic public administration and leadership is the goal to serve the public interest while seeking to achieve the underlying policy goals of equity, efficiency, security, and liberty. How would you integrate an understanding of the public interest into your organization? Use at least two specific examples. Make sure you define the term “public interest” in your answer. With this in mind, consider the following questions. Sometimes critics will assail “democratic public administration” with the following remarks: “You just can’t let employees vote on everything!” “If you let employees have too much say, they’ll just cut back their work hours or productivity!” “I can’t let employees have this much say because they just don’t know enough of the rationale behind our decisions!” What would be your response to these types of critiques? Or do you agree with them?
