The notion of “systematic” policy and program evaluation only dates back to the 1970s when questions were raised about the outcomes of the Johnson era's War on Poverty programs. Simply, the poor did not seem too much better off, despite some programmatic attention--and dollars--spent on improving their situation. This story ends as it began. Recall that the first week discussed the emergence of hyperfederalism in which all parties (jurisdictions and agencies) try to get as much of the others' share without too much common (national) public good associated with their efforts.
One of the better-known War on Poverty programs was called the Model Cities Program. The original (White House) idea for this program was experimental. It called for funding a small number of large cities, such as New York, Philadelphia and Chicago with especially acute slum problems. When the bill went to Congress, it was clear that unless the base of (support for) the program grew, it would not pass. (Recall GCT on expanding the base to insure a bill's passage often waters down its original intentions, or, dissipates them.) A then leading senator, Senator Edward Muskie (D-Maine) said he would only vote for the bill if cities such as Augusta, Bangor and Portland were made eligible for aid. The bill passed in 1966 and even small cities like Poughkeepsie were not only eligible, but received money as well for public housing projects. beginning of the course. Have you come to a clearer understanding of the questions? Have you
developed an ethical approach that you can incorporate into your own thinking and work? Let’s review

1. Is the changing relevance and definitions of ethics a symptom of our modern times,
when we know so much that used to be hidden from our view?
• Why is the definition of acceptable behavior different today?
• Is it really different, or do we just know more about what is happening?
• Or is it that in today’s world we hold ourselves to a higher standard of moral actions and expect
the same of our government and public servants?
2. Why are we harder on elected officials today when indiscretions in these human
beings have been around as long as our country?
• Is it because we know more about our elected and appointed officials due to freedom of the press
and overall news coverage?
• Or is it that we hear the critical voices more loudly for the same reasons?
• Is it just that we are more disappointed when we realize someone we idolize has clay feet?
• Do we have a higher moral standard today than existed even 50 years ago?

Human capital, structural capital and customer capital are three basic fundamentals of any organization. They differ in their roles playing for that organization. I previously worked within a private University system that holds several locations throughout the country. The school holds a reputation of social progress via education; additionally, its mission is closely aligned with environmental justice. While the specializations vary by campus, the most highly enrolled programs were those pertaining to ecology, sustainability, and environmental studies. The University’s mission is to, “provide learner-centered education to empower students with the knowledge and skills to lead meaningful lives and to advance social, economic, and environmental justice.” Unfortunately, like many institutions of higher education, the University was struggling to remain financially solvent. Over a 10 year period, the school’s flagship location in the Midwest, which almost exclusively offered masters-level programs in education, saw nearly a 70% enrollment decline after their state changed requirements for educators within their state.
In an attempt to expand on program offers and ultimately increase enrollment, the University was researching industries expected to see growth, and program offerings that would create pathways to those industries. After months of research, the president of the University held a town hall to share out the task force’s findings, as well as next-steps in imagining new programs. Of primary interest to the taskforce was the prospect of creating a commercial trucking school, wherein truckers could earn commercial licenses, credentials, and college credits. Upon hearing the news, staff and faculty were irate; they were disgusted that administrators would even consider such an option, when freight shipping and trucking have sizable negative impacts on the environment. Many argued that creating commercial trucking programs would be in direct opposition to the institutional mission, vision, and values.
In comparing this communication to Vaughn’s article, it seems as though University leadership demonstrated ineffective communication processes and stakeholders had lacking trust. While the institution was financially struggling, many saw this plan as a prioritization of money over educational imperatives. As shared by Vaughn, “It’s always best policy to start with the truth and then you don’t have to worry about covering a lie.” (2012, p. 5). While the executive team didn’t outright lie to stakeholders, many saw the initiative as being disingenuous to institutional values. The communication was overall ineffective because leadership failed to consider stakeholder opinions and weren’t successful in drafting a plan that aligned with the institutional mission. Because the communication approach was top-down, it failed to consider or integrate the opinions of staff or faculty. Had executive leadership have invited the perspectives of stakeholders earlier in the process, they may have saved time and the emotional energy of employees.

- I now have a deeper understanding of the challenges public managers face in balancing competing priorities, limited resources, and accountability to multiple stakeholders. Efficient and effective delivery of services is difficult to achieve.
- The program emphasized the importance of data-driven, evidence-based decision making. I appreciate more the role of analysis, performance measurement, and evaluation in public policy and management.

Here are a few key points I would reflect on regarding how the MSPA program has impacted my views of public service:
- I had an idealistic view of public service prior to the program, seeing it mainly as helping people and communities. The program exposed me to the complex realities of governing, including political and budgetary constraints.
- I now have a deeper understanding of the challenges public managers face in balancing competing priorities, limited resources, and accountability to multiple stakeholders. Efficient and effective delivery of services is difficult to achieve.
- The program emphasized the importance of data-driven, evidence-based decision making. I appreciate more the role of analysis, performance measurement, and evaluation in public policy and management.

The explosion of BP’s Deepwater Horizon rig on April 20th, 2010 ranks as the biggest manmade environmental disaster in US history. The explosion killed 11 on-board workers, and discharged 4 million barrels of oil into the Gulf of Mexico, before the leak was sealed on July 15th 2010. On top of widespread damage to Gulf marine wildlife and tourism industries, BP faced a slew of lawsuits, and forked out over $4.5 billion in fines and payments.
The overarching cause was a quality management failure. Contractors did not test the weak cement around the oil well, which failed to contain hydrocarbons within the reservoir and allowed flammable gas and liquids to flow up the production casing. Technicians misinterpreted fluid pressure tests, and gas passed through the ventilation system into the engine room, paving the way for ignition. After the explosion, the oil rig’s blow-out preventer located on the sea-bed failed to activate and seal the well.
Three corporations were implicated: BP for the flawed well design, Transocean as the owners of the rig, and Halliburton as the contractor who provided the bungled cements.

The text states that due to government’s ever-increasing reliance on “leveraging the activity of a vast and complex network of partners in both the for-profit and nonprofit sectors” government managers need to “ know perhaps more than they need to do.” What does this mean and how do you think this changes the skill set of those who work in the public sector from the skills they needed a century ago? What do you think about this? 2. The chapter introduces a fascinating challenge coming from the next generation of workers about to enter government called the Net Generation. What do you think about the norms and values this new group, perhaps you among them, brings to government based on the way they view the world and are able to access and disseminate information? What can you see to be the benefits and challenges posed by this next generation of workers? 3. The text asks “What functions are, at their core, public—for which government has the basic responsibility? As we said earlier, efficiency is not the only goal of public programs; pursuing other important goals, such as equality, typically means making difficult trade-offs. The deepest debates are usually about ends—what should or should not be public functions?” How would you answer these questions based on what you’ve learned in the chapter? 4.
- 2. Do you agree with Herbert Simon that the task of deciding should be the central element of studying public administration? Perhaps even more, as according to Simon, that doing is impossible without deciding? Why or why not? 5. One of the large questions surrounding federal budgeting is how should citizens and public officials make decisions about where to allocate money. The text discusses how coming to the answers involves process and analysis but also weighing normative values (noting how often the word “should” comes in to budgetary discussions). What do you think about these normative values in particular? The process and analysis component have an objective aspect but this final one a much more subjective one. As government spends tax dollars is there a necessary discussion that needs to take place involving normative values or not?
