TCIOceania14 Building a successful cluster system in regional AustraliaTCI Network
This document discusses building a successful cluster system in regional Australia based on Mark Bell's experiences studying business cluster development in Europe. It outlines several key building blocks for a successful cluster system, including collaboration between government, universities, regional organizations, and businesses. It also advocates for creating a "cluster commons vehicle" in each region to facilitate cluster identification and initiatives, connect organizations, and undertake activities like skills training and innovation projects to benefit multiple industry networks.

International agricultural research has long searched for effective models to connect research to innovation and impact with mixed success. This has led to a need to invest in understanding innovation practice through learning rather than reliance on universal models. The document argues that establishing a scientific basis to link multi-stakeholder partnership practice with impact requires a framework and evidence on what works. The CGIAR is well positioned to contribute knowledge on how innovation processes work and to develop practices that enable effective contribution to impact.
The Russia Innovation Collaborative aims to connect Russian and US institutions to increase innovation and economic growth in Russia. It provides consulting services to Russian regional governments on innovation policies and programs. It also works to build cooperation between universities to facilitate innovation and supports tech transfer and market entry for companies. The collaborative follows an innovation ecosystem development model to assess regions, map existing capabilities and gaps, create action plans, implement projects, and provide training and marketing support. An analysis found gaps between Perm's current innovation ecosystem and best practices, including in university entrepreneurship education and collaboration with businesses.

TCI 2015 Industry Clusters and Entrepreneurial Ecosystems: Competing Agendas ...TCI Network
This document discusses the differences and potential integration of industry clusters and entrepreneurial ecosystems. It defines clusters as geographic concentrations of interconnected companies and institutions in a particular field that compete but also cooperate. Entrepreneurial ecosystems are defined as a set of interconnected entrepreneurial actors and organizations that formally and informally work together. While clusters emerge from existing competitive advantages and firms are embedded in industry dynamics, entrepreneurial ecosystems create new competitive advantages and allow firms to occupy market gaps. The document proposes that integrating specialization through cluster initiatives with the diversity of entrepreneurial ecosystems could promote strategic innovation and growth.
The Creative Fuse North East project aims to unlock potential in the creative, digital and IT sectors through collaboration between academics and businesses. It involves research into the characteristics of these sectors in the North East and developing innovation pilots. The goals are to address barriers to growth, promote expertise sharing, and increase innovation and creativity to benefit other sectors. It brings together five universities and over 40 academics with sector partners over 30 months to conduct research, analyze findings, implement pilots, and disseminate best practices. Initial findings show challenges around distance from London, skills gaps, and attitudes toward growth, but also advantages in lifestyle and artistic community. Innovation pilots will foster interdisciplinary collaboration in mixed teams addressing issues in other sectors like policing, water,
The document discusses the role of universities in developing successful innovation ecosystems, using Boston as a case study. It notes that Boston has historically been one of the most innovative cities due to its universities and research institutions. It is now the top biotech cluster in the world due to government support, a highly educated workforce, university research funding, and collaboration between academia and industry. Successful innovation ecosystems require regular interaction between science, entrepreneurs, and companies to bring new products and services to market. Universities can play a key role by supporting technology development and entrepreneurship training.

TCI 2015 The Evolutionary Dimension in Cluster PolicyTCI Network
The document discusses the evolving role of clusters in supporting emerging industries and sustainable competitiveness. It argues that clusters must move beyond traditional spatial and sector boundaries to engage in cross-border collaboration, global value chains, and emerging opportunities across sectors. Cluster organizations should facilitate entrepreneurship and innovation in emerging industries, related diversification through new technologies, and public-private partnerships for open innovation. The role of cluster policy is also evolving to better support clusters in developing cross-cluster strategies, internationalization, and integration into priority emerging domains. Several examples from the Basque region of Spain are provided.

In a tight labour market, job-seekers gain bargaining power and leverage it into greater job quality—at least, that’s the conventional wisdom.
Michael, LMIC Economist, presented findings that reveal a weakened relationship between labour market tightness and job quality indicators following the pandemic. Labour market tightness coincided with growth in real wages for only a portion of workers: those in low-wage jobs requiring little education. Several factors—including labour market composition, worker and employer behaviour, and labour market practices—have contributed to the absence of worker benefits. These will be investigated further in future work.

OJP data from firms like Vicinity Jobs have emerged as a complement to traditional sources of labour demand data, such as the Job Vacancy and Wages Survey (JVWS). Ibrahim Abuallail, PhD Candidate, University of Ottawa, presented research relating to bias in OJPs and a proposed approach to effectively adjust OJP data to complement existing official data (such as from the JVWS) and improve the measurement of labour demand.
