1. The document analyzes the annual plan and performance of Capacity Building Networking (CBN) in relation to its strategic objectives of advocating for gender-sensitive policies and national programs in Zambia by 2017.
2. Key activities planned for 2014 included analyzing Zambia's draft constitution, conducting gender analyses of national sectors, and participating in sector advisory groups. However, many planned outputs were not achieved due to delays in the constitution's release and lack of sector meetings.
3. Performance was also impacted by the lack of adopted revisions to national policies like the gender policy, which prevented advocacy for implementation. Many outcomes depend on finalizing pending analyses and policy documents to inform advocacy efforts.
Gender budgeting in India has evolved over the past decade through various structures and mechanisms. Gender budgeting cells were established in 57 ministries and departments to integrate a gender perspective in budget allocations. Guidelines have been issued to central and state governments, and gender budget statements are now included in annual budgets. Capacity building efforts like training programs and a gender budgeting scheme help strengthen implementation. A working group is developing guidelines for gender auditing certain ministries as a pilot program. Looking ahead, the next phase will focus on aligning gender budgeting with India's 15-year vision plan and sustainable development goals through participatory local planning and improved monitoring of budget allocations and outcomes.

New report offers sobering view of the energy transition
Every year the Statistical Review of World Energy offers a behemoth of data on the state of the global energy market. This year’s findings highlight the world’s insatiable demand for energy and the need to speed up the pace of decarbonisation.
Here are our four main takeaways from this year’s report:
Fossil fuel consumption — and emissions — are at record highs
Countries burnt record amounts of oil and coal last year, sending global fossil fuel consumption and emissions to all-time highs, the Energy Institute reported. Oil demand grew 2.6 per cent, surpassing 100mn barrels per day for the first time.
Meanwhile, the share of fossil fuels in the energy mix declined slightly by half a percentage point, but still made up more than 81 per cent of consumption.

V. Concluding remarks
1. The Statistical Framework should address new/emerging
concerns.
2. In relation with no. 1, it is thus important that knowledge
sharing among national statistical systems as well as
development partners are continuously undertaken.
3. The formulation of the Philippine Statistical Development
Program is just half of the job – the other half remains to be a
challenge for all concerned agencies, that is, to implement
the statistical programs and activities identified.
4. Further, the PSDP should serve as a living document – may
be updated/revised depending in priorities of the PSS.

JOEncarnacion/16 – 19 April 2013 NATIONAL STATISTICAL COORDINATION BOARD
V. Concluding remarks
5. While in the PSS, there are a relatively wide array of gender
statistics available, the greater challenges, however, are for:
• Producers to more effectively communicate these statistics
• Users to more clearly demonstrate the use of these
statistics in actual policy-/decision-making
• Government to invest more in statistics, on statisticians,
and on the national statistical system.
