D'autant plus que certaines sont des aides nationales, d'autres locales, dépendant de l'État ou du département, de la CAF ou de la DDASS…
Notre estimation du montant de ces aides non-contributives et sous conditions de ressources tourne autour de 90 milliards d'euros distribués par an. Nous sommes donc déjà dans la société du « care » chère à Martine Aubry. Problème : une grande partie de cette redistribution se fait non depuis la richesse produite mais depuis l'emprunt. Les chiffres parlent d'eux-mêmes ; déficit de l'État : 119 milliards d'euros en 2010, déficit de la Sécurité sociale : 28 milliards d'euros. Alors même que nous nous endettons pour financer la redistribution, la France plonge dans un nouveau concept de la philosophie redistributive : à chacun selon ses besoins, en fonction du nombre d'enfants, du revenu du foyer… Et ce, sans plafond maximum par foyer.

Lessons Learned in the Turning Point Scotland Housing First ProgrammeFEANTSA
Patrick McKay from Turning Point Scotland presented on their Housing First program in Glasgow. Turning Point Scotland provides over 35 services supporting nearly 9,000 people across Scotland. Their Glasgow Housing First program, established in 2011, is one of the first in the UK to house people experiencing homelessness and substance abuse issues. The program takes a flexible, person-centered approach to support, allowing clients to maintain their housing even if continuing substance use, and focusing on harm reduction through peer support workers with lived experience. Evaluation found half of clients experienced positive changes to their substance use through the stability of housing and personalized support.

The social workers are offering the questionnaire for the
homeless people, and they also help to understand the
questions or write down the answers
The questionnaire is anonym and voluntary
