This dissertation examines whether the right to housing is adequately enforceable to eradicate homelessness under international and European law. It begins by discussing the rising rates of homelessness globally and the importance of implementing socioeconomic rights. Chapter 1 analyzes how the right to housing is established under international law through instruments like the Universal Declaration of Human Rights and International Covenant on Economic, Social and Cultural Rights. Chapter 2 discusses the Council of Europe's role in protecting the right to housing in Europe. Chapter 3 assesses how the right is enforced in England and the strengths and weaknesses of an enforceable right to housing domestically. Homelessness in Australia is a major issue, with over 100,000 people homeless on any given night according to a 2001 census. Homelessness is defined as living on the streets, in temporary housing without security, or in unsafe family circumstances. The government provides some social services and benefits to help the homeless, and organizations like St. Vincent de Paul and the Catholic Church conduct activities to assist the homeless population. Schools in Australia also address the issue by raising funds for homeless charities and encouraging students to volunteer their time and support.
Steve Jobs attained unprecedented success in business thanks to his holistic approach to innovation. Therefore a holistic approach to homelessness will produce unprecedented results that are beneficial to all. The way we relate to one another is instrumental to our well-being and survival. So we must join forces and work together to reduce and/or end homelessness.
Many argue that holistic strategy (i.e. holistic approach to business) sounds abstract - but the chronic silo mentality in organizations reduces efficiency and contributes to more failure than success in the long run. Moreover, I believe that business must encompass the human experience since it is run by humans for humans. As Plato puts it: “The Part Can Never Be Well Unless the Whole is Well."

Patrick McKay from Turning Point Scotland presented on their Housing First program in Glasgow. Turning Point Scotland provides over 35 services supporting nearly 9,000 people across Scotland. Their Glasgow Housing First program, established in 2011, is one of the first in the UK to house people experiencing homelessness and substance abuse issues. The program takes a flexible, person-centered approach to support, allowing clients to maintain their housing even if continuing substance use, and focusing on harm reduction through peer support workers with lived experience. Evaluation found half of clients experienced positive changes to their substance use through the stability of housing and personalized support.
