Sote-tietopakettien kautta saadaan luotettavaa, läpinäkyvää ja vertailukelpoista tietoa sosiaali- ja terveydenhuollon palveluista ohjauksen ja päätöksenteon tueksi niin maakunnallisesti kuin kansallisesti.
Sote-tietopaketeilla kuvataan erityisesti maakunnallisen järjestäjän onnistumista palvelujen hankinnassa maakunnan väestölle sekä näiden kustannusten hallinnassa.
Palvelujärjestelmän jatkuva kehittyminen ja nykyistä mahdollistavampi lainsäädäntö tuo tullessaan entistä monimuotoisemmat palvelu- ja rahoitustavat,
joista esimerkkinä maakunnan liikelaitoksen tuotanto, maakunnan yhtiöitettyjen yksiköidentuotanto ja kapitaatiokorvauksen piirissä olevat palvelut.

Johdanto
6 potilasryhmästä selvitettiin, miten tuottajan sektori (julkinen perusterveydenhuolto,
työterveyshuolto vai yksityisrahoitteiset palvelut) oli yhteydessä oululaisten palvelujen käyttöön
vuonna 2013
Potilasryhmiksi valittiin perusterveydenhuoltoa, työterveyshuoltoa ja yksityislääkäreitä
kuormittavia kansansairauksia. Yksi oululainen saattoi kuulua useampaan eri potilasryhmään
− Tyypin 2 diabetes
− Astma & COPD
− Verenpainetauti
− Depressio
− Selkäkivut
− Nivelreuma
Rajaus 30-64 –vuotiaisiin riittävän homogeenisen joukon muodostamiseksi
− Nuoremmat voivat olla YTHS:n piirissä ja vanhemmat puolestaan eivät enää ole työterveyshuollon
palveluihin oikeutettuja
− Tutkitusta väestöstä poistettiin myös sosiaalipalveluiden asiakkaat, mutta heidän osuutensa oli pieni
