Matt will talk about a framework Capgemini have developed to use Machine Learning and other advanced analytical methods to reduce risk in the Public Sector. This python-based assurance scoring framework, developed with Pandas & Scikit-Learn, changes the emphasis of traditional risk-scoring frameworks to identifying compliant behaviour; Matt will discuss some of the challenges faced and present a case study.
Matt Thomson is a Senior Data Scientist at Capgemini in their Insights & Data team. His focus is on using open source technology, especially Python, for applying machine learning (and other analytical) methods to clients data problems, primarily in the public sector. Matt has a PhD in extra-galactic Astrophysics which he received after completing a Physics degree at Oxford. He has over 6 years of experience since his PhD in applying data science methods to problems in industry and while his main technology is Python and SQL he also develops in Scala/Spark and other open source languages.
As Global thought leader on Digitalization of Governments, I was asked to address the Minister of ICT and Senior Government leaders at a conference in Port Louis. My first presentation was around how Governments can leapfrog using ICT. The key message is that Governments carefully need to assess the right path of development to ensure right service for right citizen.
