Why use a new form of contract?
•one of our key responsibilities is:
– opening up defence and security challenges to the widest
possible audience of providers, including those new to defence
and small and medium-sized enterprises (SMEs)
• recommendation from the Defence Science Advisory Council
Review of Dstl Engagement with SMEs:
– simplify substantially the contract document and terms, so as to
make them easily understandable and appropriate for
acquisition of S&T. Specifically for S&T, MOD should consider
developing an all-encompassing short-form contract

• our aim has been to produce a contract that is:
– short
– narrative (no defcons)
– written in plain English
• we have
– reviewed what is essential and applicable to the Accelerator
– included DEFCONs but in narrative form
– reviewed and rewritten all terms to use plain English best
practice
• what hasn’t changed?
– underlying MOD contracting policy such as intellectual property
