This document sets guidelines for the selection, location, monitoring, maintenance, and certification of automated external defibrillator (AED) systems in workplaces and public spaces. An AED system includes the AED device, fault detection, communications network, emergency response, post-incident support, enclosure, monitoring, maintenance, training program, and inspection/registration with the AED deployment registry. Applicants seeking certification must comply with the requirements and duty holders are responsible for providing AED systems that meet the guidelines, though the registry accepts no liability for failures or damages.

1. SCOPE
This document sets out guidelines on the selection, location, monitoring, maintenance and
voluntary certification of AED Systems and is intended to apply to all Workplaces and Public
Spaces. Applicants seeking certification of AED Systems must comply with the requirements
in this document.
AED is an automated external defibrillator, which includes electrodes (pads) and a battery.
AED System includes:
(a)
AED,
(b)
AED fault detection,
(c)
AED communications network,
(d)
AED emergency response,
(e)
AED post incident support,
(f)
AED enclosure,
(g)
AED monitoring, maintenance and support, and
(h)
AED training program.
AEDDN is the AED Deployment Network comprising all monitored AEDs that conform with
AEDDR 1410.
AEDDR is the AED Deployment Registry that provides the following:
(a)
AED inspection, assessment and registration in accordance with AEDDR 1410,
(b)
collection and maintenance of
(c)
collection of pre-hospital SCA patient outcome data for public benefit and research
AEDDN data for public benefit, and
AEDDR 1410 means the guidelines for the proper deployment of AEDs in Workplaces
and Public Spaces set out in this document
Applicant is an organization, other entity or individual that has submitted an application for a
Certificate of Conformance in accordance with Section 7
Basic Life Support Training means training in performing cardiopulmonary resuscitation
(CPR) and use of an automated external defibrillator in an emergency
Certificate of Conformance is a certificate of quality assurance issued pursuant to Section 7
for an AED System that meets the requirements in this document.
Control Room is a 24 hour response centre operating 365 days a year
Duty Holder is an organization, entity or individual that has applied for and been granted a
Certificate of Conformance for an AED System.
Emergency Verification Contact is a person designated to be contacted by the Control
Room in response to an AED being accessed
Monitored is a device or arrangement to observe, detect or record the operation of an AED
by an automatic control system.
Nearestdefib.com is the name of AED locator application that shows publicly accessible
AEDs that are part of the AEDDN

2. Potential User is a person, or persons, relying on the AED System in response to an SCA
Potential Victim is a person showing signs of a cardiac arrest
Premises is any place, and in particular includes:
(a)
any land, building or part of any building, or
(b)
any vehicle, vessel or aircraft, or
(c)
any installation on land, on the bed of any waters or floating on any waters, or
(d)
any tent or movable structure.
Public Space is a place or a part of Premises that are open to the public
Service Provider is a third party engaged by a Duty Holder to carry out duties or provide
services specified in the AEDDR 1410 on its behalf including, but not limited to, supplying,
monitoring and maintaining an AED System.
SCA is a sudden cardiac arrest event
Victim is a person who has a shockable or non-shockable rhythm identified by the AED
Worker means:
(1)
A person is a "worker" if the person carries out work in any capacity for a Duty Holder
conducting a business or undertaking, including work as:
(a)
an employee, or
(b)
a contractor or subcontractor, or
(c)
an employee of a contractor
or subcontractor, or
(d)
an employee of a labour hire company who has been assigned to work in the Duty
Holder’s business or undertaking, or
(e)
an outworker, or
(f)
an apprentice or trainee, or
(g)
a student gaining work experience, or
(h)
a volunteer, or
(i)
a person of a prescribed class.
(2)
The Duty Holder conducting the business or undertaking is also a "worker" if the Duty
Holder is an individual who carries out work in that business or undertaking.
Workplace means the Premises where persons work

DUTY HOLDER
(1)
Duty Holders are responsible for providing
requirements in AEDDR 1410.

A Certificate of Conformance will only be granted to Duty Holders with AED Systems
that meet the requirements in AEDDR 1410.
(3)
The AEDDR accepts no responsibility or liability for any failure by a Duty Holder to
meet the requirements in AEDDR 1410.
(4)
The AEDDR is not responsible for any harm or damage resulting from the deployment
of an AED System or for its subsequent use, regardless of whether or not the AED System
meets the requirements in AEDDR 1410.

The AEDDR is not responsible for any harm or damage occasioned
by the non- deployment, deployment or subsequent use of an AED
System
