LEADERSHIP/MANAGEMENT
Co-directed the Empire State Development’s (“ESD”) Loans and Grants (“L&G”) Department, supervising a team of twenty
project managers and administrative staff with an annual program budget totaling $1.3 million.
Orchestrated critical intergovernmental relationships with the Governor’s Office, state elected officials, government
agencies, business and not-for-profit organizations, and grantees/borrowers, to facilitate the successful execution of L&G’s
projects and the achievement of ESD’s mission, goals and priorities.
Served as key liaison to bond counsel as part of the taxdue diligence process to secure tax-exempt financing for ESD’s bond
sales, providing details on hundreds of economic development projects to be funded with bond proceeds.
Co-led the World Trade Center (“WTC”) Business Recovery Loan Program, coordinating and analyzing requests from an
array of lenders. Disbursed more than $42 million to more than 500 small businesses over an 18-month period.
Supervised staff at the WTC Business Recovery Center, which was established after September 11, 2001 to assist small
businesses in obtaining grant funds.
As teamleader and/or manager on several economic development initiatives, provided direction and guidance to statestaff
and private sector participants on a series of initiatives which successfully created several hundred million $ of economic
impact.
Provided review and approval of L&G documents for compliance and clarity of purpose, as well as correspondence and
payment requests.
Provided program management review and approval of recommendation reports; prepared and presented monthly reports
to ESD’s Board of Directors during Board meetings.
PROJECT MANAGEMENT
* Administered the full range of economic development projects from offer to closing, including practical project
management experience related to policy and procedures, and mentoring and training project management staff.
* Examined and approved grant disbursement agreements for accuracy and conformance with departmental policy prior to
execution.

Provided key information and analysis for New York State’s cluster-based economic development policy in three clusters:
Biotechnology/Biomedical; Business Services and Fashion; Apparel, & Textiles.
Conducted in-depth analyses of commodity and business markets in North America, utilizing both internal and external
resources, as well as information obtained through extensive customer and competitor visits, with recommendations to the
