It identifies four main types of systems - traditional, innovative, safe person-focused, and safe place-focused - based on case studies of 20 companies. The report evaluates each case study based on factors like management involvement, employee participation, hazard controls, and performance indicators. It finds that systems taking an innovative approach with active employee involvement and strong hazard controls tend to be most developed and effective at improving health and safety.
