WORK EXPERIENCE:
City of Harlingen Police Dept- Police Officer assigned to enforce criminals and traffic
laws as well as city Ordinances. Investigated motor vehicle crashes, assaults, burglaries,
thefts, family disturbances, false imprisonments, robberies, and provided security.
Texas Dept. of Public Safety- Trooper / Sergeant – enforce traffic and criminal laws as
well as commercial state and federal laws and regulations. Maintain peace and assist local
law enforcement agencies. Provide swift water rescue, and first aid. Respond to Natural
and man made catastrophic events to provide security and help the injured and needy.
Respond to and investigate motor vehicle crashes. Train newly hired Troopers and
inspectors. Supervise Troopers in the performance of their duties. Manage budget and
operational finances. Conduct and investigate personnel complaints. Supervise and
ensure Dept. polices are followed and adhered to. Ensure Dept. Personnel are properly
trained and qualified with issued firearms. Develop and train officer survival tactics to
area personnel. Train Dept. personnel in and enforce federal motor carrier rules and
regulations. Enforce Intrastate regulations, size and weight laws. Enforce hazardous
material regulations.
City of Freer- Chief of Police-
Provide positive leadership and provide protection for the residents for the City of Freer
and its visitors. Implement and develop good police procedures and policy. Encouraged
community involvement and developed a community policing program. Establish and
work within budget. Grant writer for the Dept. which resulted in numerous grants for the
police department totaling over $ 400,000.00. Develop a well- trained investigative unit
to assure offenses were competently investigated and handled to ensure criminals were
successfully prosecuted. Guided and instructed police officers in traffic and criminal laws
and proper applications. Established a code of conduct for the Department. Counseled
and disciplined personnel appropriately. Worked closely with Mayor, City Council and
other officials to ensure proper direction of Department. Create an emergency plan for
diasters, man- made or natural. Establish procedures for the Department and City to
follow in the event of emergencies.
NAC Services- Kenedy, Texas
DOT Compliance Coordinator- Established policies and procedures to meet or exceed
FMCSA regulations and requirements. Instructed and trained personnel on proper vehicle
inspections, required paperwork and documentation. Established and maintained required
files as per FMCSA i.e. driver qualification files, vehicle maintenance files. Revamped
the CDL application file to meet federal requirements. Responsible for vehicle repairs,
hiring personnel, supervising drivers, roustabouts, reviewing logbooks, reviewing
roadside inspections for accuracy, terminating employees, disciplined employees,
supervised HSE division in Kenedy yard. Kept up to date and current on all federal and
state laws affecting transportation. Kept affected personnel informed of any changes in
laws. Networked with other Coordinators for information and technique sharing.

Conducted and instructed DOT compliance seminars in English and in Spanish. Conduct
on site training, record and vehicle compliance inspections for client companies. Train
client company personnel in FMCSA rules regulations and compliance.
SEI Oilfield Services-(Sitton Enterprises Inc.)
Responsible for training personnel in FMCSA rules regulations and compliance to
improve SEI transportation Safety rating. Establish and maintain records, inspection,
repair, permits and registration for CDL drivers, non CDL drivers, and all company
vehicles and equipment. Revamp, organize and established procedures to expedite
vehicle repairs and maintenance to minimize down time, while assuring quality
replacement parts keeping budgetary interest without compromising safety. Reorganize
equipment in yard, shop and crew trucks and maintain neat orderly appearance. Assure
that vehicles and equipment were maintained properly to minimize break down and
expenditures. Dispatch and supervise truck drivers and other yard employees. I was
responsible for taking orders for equipment, drivers and material to different locations
and made sure the assignments were done in an orderly and timely manner. I made
contact with a variety of client company personnel to ensure the job was done on time
and the service provided was satisfactory. I was active in the hiring, investigation and
training of truck drivers and crew pushers. Worked with HR personnel for the
administration of our random drug/alcohol policy. Worked closely with Safety personnel
for safety meetings and continued training of company employees. I handled all FMCSA
questions and compliance issues including state transportation, registration and weight
laws. Attend S.T.E.P.S. safety meetings on a monthly basis and kept appraised of any
changes to state or FMCSA laws affecting out industry.
