What does Civil Service do?
The Department of Civil Service:
Partners with State agencies to offer personnel recruitment and placement services, including developing minimum job qualifications, classifying positions, salary level determinations, developing examinations and administering performance assessment tests
Ensures the State’s policy of full and equal opportunity for minorities, women, persons with disabilities, and veterans at all occupational levels of State government
Administers the Governor’s programs to hire persons and veterans with disabilities
Civil Service Examination Credits for Eligible Veterans
Additional credits in competitive examinations may be given to war veterans.
If they pass an examination, they may be entitled to extra points added to their score.
New York State offers 5 additional points for non-disabled veterans and 10 points for disabled veterans.
Claim of such credits must be done before the eligible list is established.
Civil Service Examination Credits for Eligible Veterans Cont’d
Veterans eligible for the credits are those who:
Were members of the United States Armed Forces
Served on active duty for other than training purposes in time of war
Were discharged honorably, released under honorable circumstances, or will be honorably discharged or released under honorable circumstances at the time of appointment; and
Are residents of New York State at the time of application for appointment, promotion or retention
Please note for the 10 point credit a service connected disability must be in existence at the time of application for appointment
New York State Recruitment and Workforce Initiatives
It is a priority of New York State to find employment opportunities in State government service for qualified veterans.
To help achieve this vision, Civil Service oversees two specialized programs:
the Workers with Disabilities Program (55b/c), and
the Veterans Temporary Hiring Program
New York State Workers with Disabilities Program
The Governor’s 55b/c Programs to Hire Persons/Veterans with Disabilities are coordinated efforts to place individuals with disabilities in entry-level State jobs.
The 55b program designates up to 1,200 positions in the non-competitive class to be filled by qualified persons with disabilities
The 55c program designates up to 500 positions in the non-competitive class to be filled by qualified wartime veterans with disabilities
A qualifying disability does not need to be service connected
55-c was amended in 2004 to make any veteran who has received the Purple Heart medal or who has a disability rating assigned by the U.S. Department of Veterans Affairs of at least 20% automatically eligible
No initial written or oral examinations are required for appointment.
Individuals must however, submit a formal application and a medical evaluation may be necessary for program certification.
How to apply for eligibility under Section 55 b/c
Individuals can apply by completing the 55b/c application packet found on the Civil Service website.
55-b/c Recruitment Resources Center
The Recruitment Resources Center provides a centralized location for 55-b/c eligible job seekers to submit up-to-date employment and contact information for consideration by State agencies filling entry-level positions.
The Department of Civil Service hosts the Recruitment Resources Center where individuals currently approved for the 55-b or 55-c Programs may:
Indicate interest in employment by providing contact information; academic background; occupational, employment and geographic preferences, and employment history
Upload a resume
NYS agencies have been directed to use the Recruitment Resource center to search for qualified candidates
Veterans Temporary Hiring Program
The Veterans Temporary Hiring program offers honorably discharged veterans temporary appointments in state agencies rather than utilizing temporary employment service companies.
Policy states:
The Department of Civil Service must create a veteran temporary hiring list and;
A state agency must select a veteran from the veteran temporary hiring list when making a temporary appointment provided the veteran possesses the applicable skills needed for the temporary assignment
Veterans Temporary Hiring Program Portal
The Veterans Temporary Hiring Program Portal provides a centralized location for qualifying veterans to submit up-to-date employment and contact information for consideration by New York State agencies filling temporary assignments.
Qualifying veterans can:
Indicate interest in temporary employment by providing contact information; academic background; and occupational, employment and geographic preferences
Upload a resume and their DD-214
Eligibility Requirements
In order to be eligible to participate in the Veterans Temporary Hiring Program veterans must:
have served on active duty in the United States Army, Navy, Marine Corps, Air Force, Coast Guard or the Reserve Components of the Armed Forces of the United States or;
served in active military service of the United States as a member of the Army National Guard, Air National Guard, New York Guard or New York Naval Militia, and
have been released from such service with other than dishonorable discharge after September 11, 2001
As you can see from the slide, opportunities for temporary employment exist in several titles such as Clerical/Office Support, Customer Service, Maintenance and Operations.
Once the veteran’s information has been submitted into the portal, it will be available to agencies indefinitely.

In 2011, Governor Cuomo announced the Experience Counts initiative, which directs certain state agencies who qualify and license professions, to grant credit toward those credentials for military experience. Some of the current licenses and certifications covered under the Experience Counts campaign include:
Advanced Emergency Medical
Emergency Medical
Certified First Responder
Armed Security Guard
Security Guard
Tractor Trailer Operator
Truck Driver
Bus Driver
New York State Department of Health Emergency Medical Technician (EMT) Experience Counts
Veterans that are planning on working in New York State and currently hold an EMS certification or license from another state or the U.S. Military may be able to obtain a New York State Certification through the reciprocity process.
The Bureau of Emergency Medical Services (EMS) may be able to grant reciprocity to a member or veteran of the United States military who received training from the Army, Navy, Air Force, Marines, or Coast Guard. For individuals who are or were in the military and:
have completed the appropriate and approved military medical training in the last 6 years, and
hold a current National Registry EMT-B credential obtained by having completed the practical skills and written examination for the current credential
…will be certified/recertified as a NYS EMT-B for the remaining time of their NREMT card.
New York State Department of Motor Vehicles Commercial Drivers License (CDL) Experience Counts
Military Skills Test Waiver
If a veteran has military experience driving commercial motor vehicles they may apply for a waiver of the NYS CDL skills road test when they apply for a CDL. To meet the requirements for this waiver, veterans must:
currently hold a valid New York State driver license or have a valid out of state driver license to be exchanged for a NYS driver license
meet all other requirements to qualify for a NYS CDL
be currently regularly employed (or regularly employed within the last year) in a military position (active duty or New York National Guard) that requires operation of a commercial motor vehicle (CMV)
have operated a CMV of the type that the driver operates or expects to operate for at least two years immediately before:
the application date if in active service, or
the date of being discharged from the military
(CDL) Experience Counts – Cont’d
To apply, veterans must present the following at a DMV office:
a completed form “CDL Certification for Military Waiver of Skills Tests” (CDL -102)
a valid NYS or out-of-state driver license
a medical certificate (if required)
proof of military service as listed on form CDL-102
Veterans must pass all applicable written tests and pay the written test fee, permit fee and license fee.
Experience Counts – Cont’d
New York State Department of Labor (DOL), Department of State (DOS), and Division of Criminal Justice Services (DCJS) have established Experience Counts to assist qualified veterans in transferring military skills to civilian certification as an unarmed or armed security guard.
Security Guard
For a unarmed security guard DCJS has determined that completion of certain training identified in 11 Military MOS’s will be credited toward the 8 Hour Pre-Assignment Training Course and the 16 Hour On-the-Job Training Course
Armed Security Guard
For an armed security guard individuals must possess a valid New York State Pistol permit prior to undergoing training to become an armed security guard.
DCJS has determined that completion of certain training identified in 6 Military MOS’s will be will be credited toward the 8 Hour Pre-Assignment Training Course, the 16 Hour On-the-Job Training Course and the 47 Hour Firearms Training Course.
Security Guard Experience Counts – Cont’d
With the competed military training outlined on the previous slide individuals would only be required to complete:
The New York State Department of Labor Legal Powers and Limitations Course (comprised of a two hour video) at a local Career Center;
FEMA IS-100.b (Intro to Incident Command System) course online; and the
8 Hour Annual Firearms Training Course (for armed guards)
The first two courses are offered free of charge, and may be completed in any order.
The 8 Hour Annual Firearms Training Course for Armed Guards is available through DCJS approved training providers.

New York State Hire-A-Vet Tax Credit

The Hire-a-Vet Tax Credit encourages businesses to hire unemployed veterans. There is no application process, just a form the employer must have the qualified veteran complete (Form DTF-75, Employee Affidavit for the Hire a Veteran Credit).
A qualified veteran is someone who served on active duty in the US Army, Navy, Air Force, Marine Corps, Coast Guard, Reserves, National Guard, New York Guard or New York Naval Militia and was released from active duty, with an other than dishonorable discharge, after September 11, 2001.
The form must be completed on or before the veteran begins employment and it provides instructions with general information and the definition of “disabled veteran” and the 6 conflicts they consider “time of war” in determining the veteran’s eligibility.
The business:
must employ a qualified veteran for no less than 35 hours per week for one full year
must keep the completed form in their records and make it available to the Tax Department upon request

Businesses may earn up to $5,000 for hiring a qualified veteran and up to $15,000 for hiring a disabled veteran

Veterans' preference and unique veteran appointing authorities are designed to help veterans find a job in the federal government.
Veterans are encouraged to visit the Feds Hire Vets website for federal veteran employment information and additional resources.
Federal Employment Information - Veterans’ Preference
Veterans' Preference gives eligible veterans preference in appointment over many other applicants.
Veterans' preference applies, to virtually all new appointments in both the competitive and excepted service.
Veterans' preference does not guarantee veterans a job and it does not apply to internal agency actions such as promotions, transfers, reassignments and reinstatements.
Only veterans discharged or released from active duty from the Armed Forces, with an other than dishonorable condition, are eligible for veterans' preference.
Retired member of the armed forces are not included in the definition of preference eligible unless they are a disabled veteran OR they retired below the rank of major or its equivalent.

There are basically two types of preference eligible's, disabled (10 point preference eligible) and non-disabled (5 point preference eligible's).
NOTE: Disabled veterans receive 10 points regardless of their disability rating
Special Hiring Authorities for Veterans
Special hiring authorities for veterans allow federal agencies to restrict the pool of candidates to individuals that meet certain criteria based on military history.
These special authorities represent a few of many appointing authorities that agencies can use entirely at their discretion.
Please note that veterans are not entitled to appointment under these authorities and will need to check the vacancy announcement, which should clearly state “who may apply”

Veterans' Recruitment Appointment (VRA)
VRA is an excepted authority that allows agencies, to appoint eligible veterans without competition. If they:
are in receipt of a campaign badge for service during a war or in a campaign or expedition; OR
are a disabled veteran, OR
are in receipt of an Armed forces Service Medal for participation in a military operation, OR
are a recently separated veteran (within the last 3 years), AND
separated with other than dishonorable discharge status

Veterans Employment Opportunity Act of 1998, as amended (VEOA)
VEOA is a competitive service appointing authority that can only be used when filling permanent, competitive service positions.
To be eligible for a VEOA appointment, a veterans latest discharge must be issued under other than dishonorable conditions, AND they must be either:

The maximum tax credit ranges from $1,200 to $9,600 per employee hired and is based on the employee hired.

Although there are several target groups that a business can hire from, to be eligible for the WOTC tax credit, for purposes of this webinar we have identified a few:
