Accreditation programme for the Roofing Industry
Challenges facing Roofing Sector Today
• Recruitment - attracting talented people into the industry
• Ageing workforce - industry profile is such that key skills are retiring from the
sector without being replaced
• Reputation with consumer - todays roofer is not seen to be a trusted skilled
construction worker
• Reputation with industry - within the wider construction sector the skills of the
roofer are often undervalued
• Unclear drivers to improve - disconnect between workforce skills improvement
and increased business performance
Establishing RoofCERT?
CITB has funded creation of an accreditation programme to protect and support
growth of roofing industry
RoofCERT is tasked with addressing the following industry needs:
• Upskilling workforce
• Improving efficiency
• Attracting new diverse talent
• Encouraging use of technology
• Improving perception of roofing industry
This will only be achieved by collaboration throughout the industry
Why RoofCERT will succeed ..
RoofCERT success will be driven by:
• Partnering with bodies inside & outside the sector to promote roofing as a career
• Creating an inclusive, consistent & attractive image to attract a diverse workforce
• Clarifying the job roles and skill requirements within the industry
• Demonstrating clear career progression paths
• Outlining benefits of progression within roofing – financial and career
• Ensuring the delivery mechanism for accreditation is easy to understand
• Collaborating to form an industry supply chain of quality training
• Engaging with those beyond existing federation membership
Learnings from programmes in other sectors
• Engagement and more engagement - driver for collaboration (initiation and throughout)
• Profiling of stakeholders (being aware of evolution)
• Make it easy … make it aspirational (something contractors have an interest in)
• Solve other problems along the way - make sure it dovetails to industry needs
• Differentiation from ‘cowboys’
• Help improve the business of the contractor
• Reduce defects / Increase capacity / Increase productivity / Win more work

The Roofing Industry is committed to a five-point programme that delivers:
1. An industry standard of Certification for roofers that is recognised by Government, the
supply chain and consumers
2. A sector-leading training programme focused on innovation and knowledge sharing to
ensure the skills gap is bridged
3. Clear career progression with ongoing access to Continuing Professional Development
4. Opportunities open to all to reflect our diverse society
5. Support by all leading organisations in the built environment and relevant broader
industry professional bodies

RoofCERT utilises existing specific sector knowledge of trade federations to ensure outcomes from Activity Groups are achievable and representative

  • #9 The strategic direction is driven by a cross-industry Leadership Committee The programme is broken into 3 main activities: Attract - how to attract new entrants into the industry and career progression to existing roofers ensuring diversity in the workforce Accreditation & standards - defining the career profile and skills for a professional roofer Supply chain collaboration - encourage and steer the wider industry base into quality training practice Each Activity Group will form Task & Finish groups to drive progress The day to day operations of the Partnership will be undertaken by a dedicated team The overall programme is the responsibility of the independent delivery director
