Станом на сьогодні існує певна конфліктність в повноваженнях Державного концерну «Укроборонпром». Концерн вміщує в собі функції органу виконавчої влади та господарюючого суб’єкту, що в результаті призводить до конфлікту інтересів – не будучи центральним органом виконавчої влади, Концерн виконує не властиві для суб’єкта господарювання регуляторні функції в ВПК, а саме щодо експорту озброєнь, одночасно сам маючи преференції на експорт та імпорт озброєнь.
Одним з питань, яке знаходиться під пильною увагою Концерну - здійснення підприємствами ВПК всіх форм власності зовнішньоекономічної діяльності у сфері операцій з товарами військового призначення та подвійного використання.
