Cooper’s first rule of Interpretation:
If the plain sense of Scripture makes good sense,
then seek no other sense!
4. Four levels of meaning in the book itself:
1. Local to the people in that time and place
2. Broader to all the churches:
“Let he who has an ear hear what the Spirit says to
the Churches…”
3. Homiletic (to all believers):
“Let he who has an ear hear what the Spirit says to the

4. Prophetic (historical and/or future events)
