Stellenbosch WPI IQP Research Project ReportBrandon Clark
While the South African Bill of Rights establishes the provision of services to all residents, over 1.5 million households have limited or no electricity, refuse removal, water, and sanitation structures. This project aimed to assist in improving service delivery to informal settlements in Stellenbosch, South Africa, by assessing the municipality’s communication and data collection system. Through informational interviews with organisations working on data management and service delivery and engagements with residents of the informal settlement Mountain View, it was determined that the service request process needs to establish feedback loops, interdepartmental communication requires restructuring, and new technologies could improve communication with residents and increasing government transparency.
Financial transparency helps governments save money, improve taxpayer satisfaction, and boost approval ratings. Learn the five keys to quickly and cost-effectively deliver financial information online. Get an inside look into how to Socrata’s suite of financial transparency applications to share complex data in a user-friendly manner.

McKinsey Global Institute estimates that government organizations together can generate $3 trillion dollars in value for themselves and their taxpayers through data and information transparency initiatives with some of these dollars being generated at the local level.
Yes, that's a staggering number, but governments like yours are realizing pieces of it already. Are you taking advantage of the enormous economic and social impacts of information transparency?
Join this vital webinar to learn more about the four pillars of value that are reshaping how government thinks not only about open data, but how it's applied and leveraged to cut costs and significantly increase government efficiency.

Embracing GenAI - A Strategic ImperativePeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.
3. Background
S Citizen expectation for responsive technology
S Increases ease of interaction between city and citizen
S Part of the literature to lead to a ‘joined up’ government
S Is this happening?
4. Background, cont.
Case study – Jacksonville, FL
S Consolidated government, 1968
S Largest city in area in contiguous US (885 sq miles)
S 11th most populated city in US (2010: 829,000)
S 2013 3rd place ranking in Center for Digital Government’s
Digital Cities
S Designated Citizen-Engaged Community for 2014-2016
S Recognized for best practices in engaging citizens by the
Public Technology Institute
S 2014: served its 5 millionth customer
S ITD:
S 64 unique customers with over 300 applications
S 138 employees
S 35 employees focused on projects/ Website
S Currently 105 ongoing projects
7. Research Questions
RQ1: How do residents of Jacksonville access 630-CITY?
RQ2: How do residents of Jacksonville utilize 630-CITY?
RQ3: Is there a socio-demographic divide between those who use 630-CITY?
RQ4: How does 630-CITY report its data?
RQ5: How do Council members view 630-CITY?
RQ6: What is the process for requests entered into the system?
RQ7: What is the level of interoperability between 630-CITY and departments?
11. Findings, cont.
S A Pearson’s correlation was conducted between a zip code’s
median household income and the number of public works
service requests per population.
S Those who reside in zip codes with lower medium household
incomes used the 630-CITY system to request public works
services more than those who live in zip codes with higher
median household incomes (r= -.390, p< .05).
S This contradicts other studies that find less use of e-governance
services among less affluent neighborhoods.
RQ3: Is there a socio-demographic divide between those
who use 630-CITY?
12. Findings, cont.
S JaxScore
S Easy to use
S GIS-based
S Open to public
S Council members and those inside government have access
to more detailed information
RQ4: How does 630-CITY report its data?
13. Findings, cont.
S A Kendal’s Tau correlation was used to test the relationship
between a council member’s level of support for 630-CITY
and the percentage of requests that were completed on
time in his or her district, and a positive correlation was
found (t=.649, p<.05).
S Respondents with higher on-time completion rates of
requests submitted in their districts were more likely to
support or strongly support 630-CITY.
S Perception of the systems were based more on constituent
feedback and the processes involved once a ticket is
issued to a department.
RQ5: How do Council members view 630-CITY?
14. Findings, cont.
RQ6: What is the process for requests entered into the system?
RQ7: What is the level of interoperability between 630-CITY
and departments?
15. Implications
S While new access points are available, telephone still
dominates
S To increase funding and gain political support,
demonstrated value added to city
S Metrics
S Broken down into council districts
S Ticket completion rates connected with departments
S Outside validation
S Mayoral support need to get departments on board
