Reply to this discussion (site sources if applicable) Stakeholders are an important entity in an organization’s performance and operations; A stakeholder is a person or group that is involved in or affected by a course of action (Hughes-Rease,2015). internal stakeholders are within an organization and include health care professionals, administration and others that play important roles. External stakeholders include patients, suppliers, health insurance providers and other financial organizations; they also play an important role in the organizational operations. The support of stakeholders is important in the success of the change proposal because they have a large influence on the organization, and they would help provide knowledge, skills and resources to implement the change. The way to secure their support would be to keep them informed about the proposal and the changes that would need to be made and to demonstrate to them the EBP that supports the proposal. Keeping stakeholders involved in all parts of the proposal will allow them to provide input and to generate a positive adoption of the change. .

It defined stakeholders as those groups without whose support the organization would cease to exit. The theory was later developed by R. Edward Freeman in the 1980s. Each of the stake holders comes up with his or her different opinion in the development of the policies. However, there are six major types of stakeholders. Poor management as a Healthcare Administration Issue One of the problems in the healthcare administration is poor healthcare management. The management team is the head of the healthcare system and their actions and decisions are largely reflected in the overall performance of the healthcare sector. Individuals in the top ranking positions should be qualified and competent enough to impact the performances of healthcare systems (Levey et al., 1984). The fact in the current healthcare state is that there are no adequate resources necessary for delivery of services, no enough time between health care givers and patients, lack of enough training relating to healthcare delivery, poor organizational cultures and structures to enhance effective communication, very few staff, work overload with very poor salaries and remunerations, and so on. All these problems in the healthcare administration boil down to one major issue, poor management (Levey et al., 1984). This problem comes with a number of consequences in the healthcare system in general. Poor management result into higher operational costs. When healthcare centers and facilities fail to account for and track assets, their operational costs increase unnecessarily. This, as a result, could lead to the medical facilities cutting corners in other areas they see fit as an effort to make ends meet. This poses risks to patients and it keeps them vulnerable positions in the delivery of the healthcare services. (Levey et al., 1984) Patience safety is another consequence. Patients are exposed to various risks and mistakes bound to be made by the healthcare givers such as losing of lab samples as well as medical devices (Levey et al., 1984). Drugs can also be administered wrongly to the patients. This, as a result, can lead to worse cases of confusion in the medical facilities. Post # 1 Rachel Watson Hello class, my name is Rachel and I am nearing (finally) the end of my MHA degree. I have been a nurse for over 15 years and decided to transition from clinical healthcare to administrative because I have worked in many organizations where administrative leaders have little to know clinical knowledge, yet make substantial decisions impacting clinical workflow and patient care. That being said, I have worked over 10 years in the federal healthcare system as a military spouse and recently relocated to Japan after living in Germany for 6.5 years. I actually am writing this in quarantine (thanks Covid-19) as military regulations require us to quarantine for 14 days after arriving in the country. My career goals have been modified quite a bit in the last year, as I was gearing up to move back to the US and have a lot more employment opportunities, but like always, the military had different plans for us. My employment options are very limited here in Japan but I hope to make the best out of the situation and hopefully can find some employment opportunities to enhance my professional development. As I mentioned, one of the main reasons I switched from clinical to administrative roles is because I felt decision makers needed clinical guidance and knowledge. When thinking about the role of interest groups in policy-making, I think it’s fair to say a wide variety of stakeholders need to be actively engaged in the policy process to best suit all stakeholders. I say this because a policy can improve things for one group of stakeholders while providing negative effects for another group. For example, access to care has been at the forefront of many healthcare issues; however, shortening appointment times to allow for more appointment slots will improve access to care for patients but could decrease the quality of care provided from providers and increase the workload of those clinicians. I can speak from experience that this change, while intended to have positive impacts on patient care actually leads to increased frustration from both providers and patients because patients are rushed out of their appointments feeling like the provider isn’t listening. That being said, focus groups for policy making should include a variety of stakeholders such as providers, patients, public figures, insurance agents and government officials if available to create an environment to discuss policies that will affect positives and negatives for each stakeholder group to best approach local and national levels. Furthermore, it is important to remember that many healthcare policies and decisions are made at the state level and don’t require fe.

Chapter Five Policy Entrepreneurship and the Common Good The quintessential problem of politics [is] how to judge rightly the lesser evil, the relatively best, the ends that justify the means and the means themselves…. Jacques Maritain We now turn to policy entrepreneurship, or coordination of leadership tasks over the course of a policy change cycle. Leaders who are policy entrepreneurs—such as Marcus Conant, Stephan Schmidheiny, Gary Cunningham, Jan Hively, and many of their colleagues—are catalysts of systemic change (Roberts and King, 1996). Policy entrepreneurs “introduce, translate, and implement an innovative idea into public practice” (1996, p. 10). Like entrepreneurs in the business realm, they are inventive, energetic, and persistent in overcoming systemic barriers. They can work inside or outside government organizations; unlike Nancy Roberts and Paula King (1996), we do not reserve the term policy entrepreneur for nongovernmental leaders. The essential requirements of policy entrepreneurship are a systemic understanding of policy change and a focus on enacting the common good. This chapter offers an overview of these two requirements; subsequent chapters are devoted to individual phases of the policy change cycle. Before going further, we should note that public policy has both substantive and symbolic aspects. It can be defined as substantive decisions, commitments, and implementing actions by those who have governance responsibilities (including, but going beyond government), as interpreted by various stakeholders. Thus public policy is what the affected people think it is, and based on what the substantive content symbolizes to them. Public policies may be called policies, plans, programs, projects, decisions, actions, budgets, rules, or regulations. Moreover, they may emerge deliberately or as the result of mutual adjustment among partisans (Lindblom, 1959; Mintzberg and Waters, 1985). Exhibit 5.1 presents brief definitions of public policy and other key terms in this chapter. Understanding Policy Change The policy change process can be described as a seven-phase cycle (Figure 5.1), in which a shifting set of change advocates work in multiple forums, arenas, and courts to remedy a public problem. The phases are interconnected and build on each other, but policy entrepreneurs are seldom able to march through them in an orderly, sequential fashion. In the case of a highly complex public problem such as AIDS or global warming, the cycle (and “re-cycling”) may extend over decades. Hyperlipidemia is characterized by the symptoms of high triglyceride level or low high-density lipoprotein (HDL) cholesterol or high low-density lipoprotein (LDL) cholesterol. Multisystem health dysfunctions are the abnormalities in the anatomical or physiological functioning in multiple organ or system. Also called as multiple organ dysfunction syndrome (MODS) or multiple organ failure (MOF). This is an altered organ function in an acutely ill patient requiring medical intervention to achieve homeostasis. Common pathophysiological and abnormal findings associated with multisystem health dysfunctions includes m multiple system atrophy (MSA) - Degenerative neurological disorder; liver failure; respiratory failure; kidney failure. REPORT ON ETHICS & INTEGRITY IN THE TASMANIAN PUBLIC SECTOR 2013 INTEGRITY COMMISSION EXECUTIVE SUMMARY 2 INTRODUCTION The Integrity Commission was established in October 2010. One of its key objectives is to improve the standard of conduct, propriety and ethics in Tasmanian public authorities by adopting a strong educative, preventative and advisory role. Since establishment, the Commission has been collecting information about the state of ethics and integrity in the public sector. The Commission has done this by delivering face to face training and education programs; establishing discussion and advisory groups (Ethical Reference Groups);1 examining public information about agencies; investigating misconduct and auditing the way agencies have responded to allegations of misconduct. Between November 2012 and January 2013, the Commission conducted a detailed survey of integrity mechanisms in state departments and government businesses.2 The total staff within agencies surveyed amounted to nearly 31,000. The Commission combined the information it had gathered from all sources, and from this survey, to produce the first ‘map’ of the gaps in ethics and integrity policies and practices in these agencies. This information provides valuable insight into the key areas of misconduct risk. The Commission will use this information to develop training, research and misconduct prevention activities (products) to ensure that the work of the Commission is directed towards the areas of highest misconduct risk and that its products are most effective in helping agencies to reduce that risk. This work will also assist agency heads to meet their obligations under the Integrity Commission Act 2009 to provide training to staff on ethics and integrity. WHAT IS A MISCONDUCT RISK? Misconduct risk arises from various sources. A poor culture; gaps in administrative processes; a lack of, or poorly drafted policies and procedures; ignorance of obligations and accountability system failures have been identified as key factors.3 Risk management models are universally recommended for agencies to assess their own governance needs, adopt (or not adopt) recommended standards and tailor their integrity frameworks to suit their needs.4 The OECD5 recommends agencies identify high risk areas and manage them with existing processes such as personnel management or internal audit. In mapping misconduct risk within the Tasmanian public sector, the Commission identified a number of risk areas to measure agencies against, in order to determine the ‘health’ of the sector in relation to ethics and integrity. The most common use for flow sensors is within the automotive industry. Flow sensors are used to monitor the amount of air flowing through the intake system and into the combustion chamber. The onboard computer then uses that data, along with several other sensor’s data, to calculate the proper air-to-fuel ratio for the current running conditions. Flow sensors are also used to control engine idle, monitor recirculatory exhaust systems, and keep the interior of the vehicle cool and comfortable. Flow sensors have also seen an increase use within the HVAC industry. Because of OMRON’s dust segregation system, the D6F line of MEMS flow sensors can be used to monitor air in nasty environments. Micro flow sensors typically have a maximum flow rate of 1.0 LPM. The low flow rate allows the sensor to be placed within a bypass system. With that happening, she felt that the people in charge should die and attempted to assassinate General-Govenor Trepov. After shooting the Govenor, she should stood by and awaited the police (Moskalenko & McCauley, 2011). She knowingly committed the crime understanding the circumstances under her own reasoning. Her ending was much different than most terrorist who commit crime, but it ties into the original thought that having a passion towards something and becoming triggered was something many terrorist have in common. Do you see terrorist being focused towards domestic inspirations or international causes? During this time and age it seems like most terrorist are triggered by what is actively occuring around them. Whether it be political disagreements, the leader of a specific movement, the integration of new technology, or even a president. External stakeholders include patients, suppliers, health insurance providers and other financial organizations; they also play an important role in the organizational operations. The support of stakeholders is important in the success of the change proposal because they have a large influence on the organization, and they would help provide knowledge, skills and resources to implement the change. The way to secure their support would be to keep them informed about the proposal and the changes that would need to be made and to demonstrate to them the EBP that supports the proposal. Keeping stakeholders involved in all parts of the proposal will allow them to provide input and to generate a positive adoption of the change.
