Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

1. Complete (Alif, Lam, Ra.) These are the Verses of the Book of wisdom.
2. Is it a wonder to the people that The One have inspired a man from
among them: “Warn mankind, and give good news to those who are
convinced that they are on a sound footing with their Regulator”? The
not convinced said, “This is a manifest sorcerer.”
3. Your Regulator is The One To Serve/Allah, who created the universe and
the earth in six eras, then control over the trellis, governing all things.
There is no intercessor except after The One permission. Such is The One
To Serve/Allah, your Regulator—so serve The One. Will you not reflect?
Ayn-Ra-Shiin = to construct/build, make trellis (for grape-wine), make a vine-stalk, roof, raise (a house or structure), settle. 'arshun - throne, arbour, pavillion,
roof, power, dominion, sovereignty.
4. To The One is your return, altogether. The promise of The One To
Serve/Allah is true. The One originates creation, and then The One
repeats it, to reward those who are convinced and do productive works
with fairness. As for those who are not convinced, for them is a drink of
boiling water, and agonizing torment, on account of their denial.
5. It is The One who made the sun radiant, and the moon a light, and
determined phases for it—that you may know the number of years and
2. the calculation. The One To Serve/Allah did not create all this except with
facts. The One details the revelations for a people who know.
6. In the alternation of night and day, and in what The One To Serve/Allah
created in the universe and the earth, are evidences for people who are
aware.
7. Those who do not hope to meet The One, and are content with the
worldly life, and are at ease in it, and those who pay no heed to The One’s
evidences.
8. These—their staying is the war—on account of what they used to do.
9. As for those who are convinced and do productive works, their Regulator
guides them in their conviction. Rivers will flow beneath them in the
Gardens of Bliss.
10. Their call therein is, “The Performing One, our The One To Serve/Allah.”
And their greeting therein is, “Peace.” And the last of their call is, “Praise
to The One To Serve/Allah, Regulator of the Universe.”
11. If The One To Serve/Allah was to accelerate the ill for the people, as they
wish to accelerate the good, their term would have been fulfilled. But The
One leaves those who do not expect The One’s encounter to blunder in
their excesses.
3. 12. Whenever adversity touches the human being, he prays to The One —
reclining on his side, or sitting, or standing. But when The One has
relieved his adversity from him, he goes away, as though he had never
called on The One for trouble that had afflicted him. Thus the deeds of
the polytheist appear good to them.
13. The One has destroyed generations before you, when they did wrong.
Their messengers came to them with clear evidences, but they would not
be convinced. Thus The One requites the criminal people.
14. Then The One made you successors on earth after them, to see how you
would behave.
15. And when The One clear revelations are recited to them, those who do
not hope to meet The One say, “Bring a Quran other than this, or change
it.” Say, “It is not for me to change it of my own accord. I only follow what
is revealed to me. I fear, if I disobeyed my Regulator, the torment of a
terrible Day.”
16. Say, “Had The One To Serve/Allah accords, I would not have recited it to
you, and The One would not have made it known to you. I have lived
among you for a lifetime before it. Do you not understand?”
17. Who does greater wrong than someone who fabricates lies about The
One To Serve/Allah, or denies The One’s revelations? The guilty will never
prosper.
4. 18. And they serve, besides The One To Serve/Allah, what neither harms
them nor benefits them. And they say, “These are our intercessors with
The One To Serve/Allah.” Say, “Are you informing The One To Serve/Allah
about what The One does not know in the universe or on earth?” The
Performing One, high above they associate.
19. Mankind was a single community; then they differed. Were it not for a
prior decree from your Regulator, the matters over which they had
disputed would have been settled.
20. And they say, “If only an indicator was sent down to him from his
Regulator.” Say, “The realm of the unseen belongs to The One To
Serve/Allah; so wait, I am waiting with you.”
21. When The One make the people taste mercy after some adversity has
touched them, they begin to scheme against The One’s revelations. Say,
“The One To Serve/Allah is swifter in planning.” Our envoys are writing
down what you scheme.
22. It is The One who transports you across land and sea. Until, when you
are on ships, sailing in a favorable wind, and rejoicing in it, a raging wind
arrives. The waves surge over them from every side, and they realize that
they are besieged. Thereupon they pray to The One To Serve/Allah,
professing sincere devotion to The One: “If The One saves us from this,
we will be among the appreciative.”
5. 23. But then, when The One has saved them, they commit violations on
earth, and oppose justice. O people! Your violations are against your own
souls. It is the enjoyment of the present life. Then to The One is your
return and The One will inform you of what you used to do.
24. The likeness of the present life is this: water that The One sends down
from the sky is absorbed by the plants of the earth, from which the
people and the animals eat. Until, when the earth puts on its fine
appearance, and is beautified, and its inhabitants think that they have
calculated it, The One command descends upon it by night or by day
and The One turn it into stubble, as if it had not flourished the day before.
The One thus clarify the revelations for people who reflect.
25. The One To Serve/Allah invites to the Home of Peace, and guides
whomever The One accords to systematic ways.
26. For those who have done good is the best, and more. Neither gloom nor
shame will come over their faces. These are the inhabitants of Garden,
abiding therein.
27. As for those who have done crime: a reward of similar crime, and shame
will cover them. They will have no defense against The One To
Serve/Allah —as if their faces are covered with dark patches of night.
These are the associates of the fire, abiding therein.
28. On the Day when The One will gather them altogether, then say to those
who ascribed associates, “To your place, you and your associates.” Then
6. The One will separate between them, and their associates will say, “It was
not us you were serving.”
29. “The One To Serve/Allah is sufficient witness between us and you. We
were unaware of your serving us.”
30. There, every soul will experience what it had done previously; and they
will be returned to The One To Serve/Allah, their true Regulator; and
what they used to invent will fail them.
31. Say, “Who provides for you from the universe and the earth? And who
controls the hearing and the sight? And who produces the living from
the dead, and produces the dead from the living? And who governs the
Order?” They will say, “The One To Serve/Allah.” Say, “Will you not be
careful?”
32. Such is The One To Serve/Allah, your Regulator—the True. What is there,
beyond the truth, except falsehood? How are you turned away?
33. Thus your Regulator’s Word proved true against those who defy, for they
are not convinced.
34. Say, “Can any of your partner initiate creation, and then repeat it?” Say,
“The One To Serve/Allah initiates creation, and then repeats it. How are
you so deluded?”
7. 35. Say, “Can any of your partner guide to the truth?” Say, “The One To
Serve/Allah guides to the truth. Is The One who guides to the truth
worthy of being followed, or he who does not guide, unless he himself
is guided? What is the matter with you? How do you judge?”
36. Most of them follow nothing but assumptions; and assumptions avail
nothing against the truth. The One To Serve/Allah is fully aware of what
they do.
37. This Quran could not have been produced by anyone other than The One
To Serve/Allah. In fact, it is a confirmation of what preceded it, and an
elaboration of the Book. There is no doubt about it—it is from the
Regulator of the Universe.
38. Or do they say, “He has forged it”? Say, “Then produce a single chapter
like it, and call upon whomever you can, apart from The One To
Serve/Allah, if you are truthful.”
39. Nay, they deny what is beyond the limits of their knowledge, and whose
explanation has not yet reached them. Thus those before them refused
and are not convinced. So note the consequences for the extremists.
40. Among them are those who are convinced in it, and among them are
those who are not convinced in it. Your Regulator is fully aware of the
corrupters.
41. If they accuse you of lying, say, “I have my deeds, and you have your
deeds. You are disassociated of what I do, and I am disassociated of what
you do.”
8. 42. And among them are those who listen to you. But can you make the deaf
hear, even though they do not understand?
43. And among them are those who look at you. But can you guide the blind,
even though they do not see?
44. The One To Serve/Allah does not wrong the people in the least, but the
people wrong their own selves.
45. On the Day when The One rounds them up—as if they had tarried only
one hour of a day—they will recognize one another. Those who denied
the meeting with The One To Serve/Allah will be the losers. They were
not guided.
46. Whether The One show you some of what The One promise them, or
take you, to The One is their return. The One To Serve/Allah is witness to
everything they do.
47. Every community has a messenger. When their messenger has come,
judgment will be passed between them with fairness, and they will not
be wronged.
48. And they say, “When will this promise be fulfilled, if you are truthful?”
49. Say, “I have no power to harm or benefit myself, except as The One To
Serve/Allah accords. To every nation is an appointed time. Then, when
9. their time arrives, they can neither postpone it by one hour, nor advance
it.
50. Say, “Have you considered? If The One’s punishment overtakes you by
night or by day, what part of it will the guilty seek to hasten?”
51. “Then, when it falls, will you are convinced in it? Now? When before you
tried to hasten it?”
52. Then it will be said to those who did wrong, “Taste the abode of torment.
Will you be rewarded except for what you used to do?”
53. And they inquire of you, “Is it true?” Say, “Yes, by my Regulator, it is true,
and you cannot evade it.”
54. Had every soul which had done wrong possessed everything on earth, it
would offer it as a ransom. They will hide the remorse when they witness
the suffering, and it will be judged between them equitably, and they will
not be wronged.
55. Assuredly, to The One To Serve/Allah belongs everything in the universe
and the earth. Assuredly, the promise of The One To Serve/Allah is true,
but most of them do not know.
56. The One gives life and causes death, and to The One you will be returned.
10. 57. O people! There has come to you, advice from your Regulator, and
healing for what is in the hearts, and guidance and mercy for the
convinced.
58. Say, “In The One To Serve/Allah’s grace and mercy let them rejoice. That
is better than what they hoard.”
59. Say, “Have you considered the sustenance The One To Serve/Allah as
sent down for you, some of which you made unlawful, and some lawful?”
Say, “Did The One To Serve/Allah give you permission, or do you
fabricate lies and attribute them to The One To Serve/Allah?”
60. What will they think—those who fabricate lies and attribute them to The
One To Serve/Allah —on the Day of Resurrection? The One To
Serve/Allah is bountiful towards the people, but most of them are not
grateful.
61. You do not get into any situation, nor do you follow the Reading/ Quran,
nor do you do anything, but The One is watching over you as you
undertake it. Not even the weight of an atom, on earth or in the sky,
escapes your Regulator, nor is there anything smaller or larger, but is in
a clear record.
62. Unquestionably, The One To Serve/Allah’s allies have nothing to fear, nor
shall they grieve.
63. Those who are convinced and are aware.
11. 64. For them is good news in this life, and in the End Day. There is no
alteration to the words of The One To Serve/Allah. That is the supreme
triumph.
65. And do not let their sayings dishearten you. All power is The One To
Serve/Allah’s. The One is the Hearer, the Knower.
66. Certainly, to The One To Serve/Allah belonged everyone in the universe
and everyone on earth. Do not follow those who invoke The One To
Serve/Allah’s associates; they follow only assumptions, and they only
guess.
67. It is The One who made the night for your rest, and the daylight for
visibility. Surely in that are evidences for people who listen.
68. And they said, “The One To Serve/Allah has taken a son.” The Performing
One. The One is the Self-Sufficient. The One’s is everything in the
universe and everything on earth. Do you have any proof for this? Or are
you saying about The One To Serve/Allah what you do not know?
69. Say, “Those who fabricate lies about The One To Serve/Allah will not
succeed.”
70. Some enjoyment in this world; then to The One is their return; then The
One will make them taste the severe punishment on account of their
denial.
12. 71. And relate to them the story of Noh, when he said to his people, “O my
people, if my presence among you and my reminding you of The One To
Serve/Allah’s evidences is too much for you, in The One To Serve/Allah I
have put my trust. So come to a decision, you and your associates, and
do not let the matter perplex you; then carry out your decision on me,
and do not hold back.”
72. “But if you turn away, I have not asked you for any wage. My wage falls
only on The One To Serve/Allah, and I was commanded to be of those
who are peaceful.”
73. But they denounced him, so The One saved him and those with him in
the Ark, and The One made them successors, and The One drowned
those who rejected The One’s evidences. So consider the fate of those
who were warned.
74. Then, after him, The One sent messengers to their people. They came to
them with the clear proofs, but they are not convinced in anything they
had already rejected. Thus The One set a seal on the hearts of the hostile.
75. Then, after them, The One sent Musa and Harun with The One’s proofs
to The Wicked/Firaun and his dignitaries. But they acted arrogantly. They
were criminal people.
76. And when the truth came to them from The One, they said, “This is clearly
fascination/sorcery.”
13. 77. Musa said, “Is this you say of the truth when it has come to you? Is this
fascination/sorcery? Enchanter/Sorcerers do not succeed.”
78. They said, “Did you come to us to divert us from what we found our
ancestors following, and so that you become prominent in the land? We
are not convinced in you.”
79. The Wicked/Firaun said, “Bring me every experienced
enchanter/sorcerer.”
80. And when the enchanter/sorcerer came, Musa said to them, “Go
show/Throw whatever you bring/throw.”

come face to face, go in the direction of or towards.
81. And when they came forward/threw, Musa said, “What you produced is
enchantement/sorcery, and The One To Serve/Allah will make it fail. The
One To Serve/Allah does not foster the efforts of the corrupt.”

Lane says that "He (an enchanter) apparently turned the thing from its proper manner of being, making what was false to appear in the form of the true, or
real; causing the thing to be imagined different from what it really was." To deceive, delude, beguile, or outwit. The producing what is false in the form of truth.
Embellishment by falsification and deceit. A kind of enchantment, or fascination which captivates the eye and the like. Skillful eloquence [something which is
praiseworthy]. Early in the morning, or the first part of day (the time of), a little before daybreak, or the false dawn. Whiteness overspreading blackness. Food
marred or spoilt. Having little milk, or large in her udder but having little milk. To guild, fascinate, bewitch, wheedle, turn anyone from, enchant, practice sorcery,
hoax, deprive of understanding.
82. “And The One To Serve/Allah upholds the truth with The One’s words,
even though the criminals detest it.”
83. But none are convinced in Musa except some children of his people, for
fear that The Wicked and his chiefs would persecute them. The Wicked
was high and mighty in the land. He was a tyrant.
84. Musa said, “O my people, if you are convinced in The One To Serve/Allah,
then put your trust in The One, if you peaceful.”
14. 85. They said, “In The One To Serve/Allah we have put our trust. Our
Regulator, do not make us victims of the oppressive people.”
86. “And deliver us, by The One’s mercy, from the denying people.”
87. And The One inspired Musa and his brother, “Settle your people in the
town/Egypt and be civilised, and make your homes accessible, and do
review/discuss, and give good news to those who are convinced.”
Miim-Sad-Ra (e.g. misra, maseeru) = he made it (namely a town) a limit/boundary between two things, partition, barrier, limit, great town, Egypt.
Ba-Ya-Ta =by/in/at night (excluding sleep), entered upon or passed the night. tent, house, home. Thinking about something and its end result
Concealed or conceived something in the mind. A structure of clay or any structure signifying a habitation, an abode or dwelling. Buildings, uninhabited houses,
shops, ruins, bazaars, places where the entering is allowed by the owners. Ark of Noh, Mosques, places of worship, Kaabeh or Jerusalem. A grave. Household or
family. Nobility. Sudden attack in the night or a surprise attack in the night. Remaining through the night (e.g. bread or water that stays out and becomes stale)
88. Musa said, “Our Regulator, you have given The Wicked and his chief
splendor and wealth in the worldly life. Our Regulator, for them to lead
away from The One’s path. Our Regulator, obliterate their wealth, and
harden their hearts; they are not convinced until they see the painful
torment.”
89. The One said, “Your invocation has been answered, so go straight, and
do not follow the path of those who do not know.”
90. And The One delivered the bonded/Israel across the water. The Wicked
and his troops pursued them, defiantly and aggressively. Until, when he
was about to drown, he said, “I am convinced that there is nothing to
serve except The One the bonded/Israel are convinced in, and I am of
those who are at peace
91. Now? When you have rebelled before, and been of the mischief-makers?
15. 92. Today The One will preserve your body, so that you become an
indicator for those after you. But most people are heedless of The One’s
evidences.

was preserved? -his body was discovered in 1975
-died more than 3,000 ya in the era of Musa
-Dr Maurice Bucaille concluded that
-the remains of the salt stuck in his body
-were clear evidence that he died in the sea
What was the -standard method of getting rid of the water
preservation method? -and preserving it with salt
-as fish drying method
93. And The One settled the bonded/Israel in a position of honor, and
provided them with good things. They did not differ until knowledge
came to them. Your Regulator will judge between them on the Day of
Resurrection regarding their differences.
94. If you are in doubt about what The One has revealed to you, ask those
who read the Scripture before you. Indeed, the truth has come to you
from your Regulator, so do not be of those who doubt.
95. And do not be of those who deny The One To Serve/Allah’s revelations,
lest you become one of the losers.
96. Those against whom your Regulator’s word is justified are not convinced.
97. Even if every sign comes to them—until they see the painful punishment.
98. If only there was one town that are convinced and benefited by its
conviction. Except for the people of Yunus. When they are convinced,
The One removed from them the suffering of disgrace in the worldly life,
and The One gave them comfort for a while.
16. 99. Had your Regulator accords, everyone on earth would have convinced.
Will you compel people to become convinced?
100. No soul would be convinced except by The One To Serve/Allah’s leave;
and The One lays disgrace upon those who refuse to understand.
101. Say, “Look at what is in the universe and the earth.” But evidences and
warnings are of no avail for people who are not convinced.
102. Do they expect anything but the likes of the days of those who passed
away before them? Say, “Then wait, I will be waiting with you.”
103. Then The One saved The One’s messengers and those who are
convinced. It is binding on The One to save the convinced.
104. Say, “O people, if you are in doubt about my way of life—I do not serve
those you serve apart from The One To Serve/Allah. But I serve The One
To Serve/Allah, The One who will terminate your lives. And I was
commanded to be of the convinced.”
105. And dedicate yourself to the true way of life— the upright—and never
be of the polytheists.
17. 106. And do not call, apart from The One To Serve/Allah, on what neither
benefits you nor harms you. If you do, you are then one of the extremists.
107. If The One To Serve/Allah afflicts you with harm, none can remove it
except The One. And if The One wants well for you, none can repel The
One’s grace. The One makes it reach whomever The One accords of The
One’s servants. The One is the Forgiver, the Merciful.
108. Say, “O people, the truth has come to you from your Regulator. Whoever
accepts guidance is guided for himself; and whoever strays only strays to
its detriment. I am not a guardian over you.”
109. And follow what is revealed to you, and be patient until The One To
Serve/Allah issues The One’s judgment, for The One is the Best of judges.
