This is to certify that Mr Mohammad Akbar, born 0L.01.1988 CNIC # 36702-4760441-7, has been
working with me from 26.09.2011 until 29.02.2012 in Rahim Yar Khan as a WASH Engineer. In my
position as program administrator and WASH project manager I was Mr Akbar's direct superior to whom
he reported and from whom he received instructions. The projects Mr Akbar was assigned to where the
rehabilitation of four basic health units (BHU) in Sadiqabad tehsil. Work tasks included:
r Ensuring construction of WASH project in accordance with approved designs;
r Verification of the appropriate standards and quantity of materials used in water and sanitation
project;
o Ensuring all materials used and work performed are as per specifications;
r Monitoring the progress of the works by comparing the actual progress with the approved
program of the works and to recommend the l.P Site Supervisors the appropriate measures to
be taken, in case the works are behind schedule;
r Monitoring the rehabilitation and repair works of B.H.Us;
o Arranging and taking part in regular site progress meetings with LP. and supplier;
. Carrying out any other task related to the direction and Supervision of the construction works.
Apart from the rehabilitation work Mr Akbar was a crucial figure in the implementation of a WASH
project in the same implementation area. The project design was to build 300 latrines (UN Habitat
design) and 500 individual hand pumps. The construction was done by an implementation partner, a
local NGO. Mohammad Akbar was present in the recruitment process of the partner organization for key
positions such as site supervisors, chemist, WASH project coordinator. Most of the time Mr Akbar was
physically monitoringthe implementation and serving as a resource person for masons and laborers as
well as for the WASH project coordinator from the partner organization'
Mr Mohammad Akbar was fulfilling all the tasks assigned to him to my utmost satisfaction. I appreciated
his professional approach in technical questions as well as his social skills. He showed great respect for
every person and was always behaving in a perfect manner towards superiors and workers alike. He
showed great interest and capacity to work in a team. On top of social and technical skills Mr Akbar
showed good abilityto solve arising problems in the implementation. His precise monitoring reports
helped me in particular to steer the project from my office desk, My colleague followed all my
instructions to the point. That helped me to quickly develop full trust in him and leave the monitoring of
the WASH implementation largely up to him. I experienced Mohammad Akbar as a very motivated
