Recommendation for Broadband Policy of Nepal
1. Lack of competition has resulted in monopoly of the Nepal’s Telecommunication industry where
NTC and Ncell are creating standards for limitation. High price and low service quality
2. Lack of mechanism for monitoring quality of standards and pricing. NTA has a mechanism which
fairly works and is inactive
3. Nepal has recently been connected with china’s optic fiber which makes it a two way connection
from north to the south, it needs to be managed in terms of services, policies and diplomatic
relation
4. Segmentation of internet uses and users’ needs to be identified and priced in terms of their
operation and management
5. Use of Mobile internet needs to be promoted by lowering the prices and increasing quality
6. RDTC should be used in a more effective and proactive ways focusing sectors and stakeholders
7. Broadband policy should be more standardized in terms of internet governance and other
collaborative process of multistakeholder concept
8. Technology neutrality, system and policies should be adopted for public welfare not in terms of
organization welfare or tax revenue generation objective. Better opportunity of competition
should be ensured eliminating monopoly (VOIP)
9. In spectrum management local ISPs needs to be promoted lowering the royalties
10. At times of Crisis and disaster the broadband policy should ensure free communication channel
safeguarding the rights to communication of citizen
11. The current Internet Exchange point (IXP) available should be brought under close surveillance
and should be tweaked by regulators
12. An open multistakeholder body needs to be established in support and cooperation of
monitoring the broadband policy and mechanism
13. The broadband policy should ensure accurate data management and operation system which
will further help in developing effective plans and policies
