8. Telecom Policy 2015
The Telecom Policy 2015
“is aimed to facilitate the attainment of an all-embracing
national agenda and to transform Pakistan into an economically
vibrant, knowledge-based, middle-income country by 2025.”
As required, it gives due focus to Broadband in particular, NGM
networks and aims to ensure:
“Widespread availability of affordable broadband services provided
over fixed or mobile networks with characteristics that support
contemporary and new digital applications and content.”

– Mobile applications utilize user data and information

• Local Infrastructure Sustainability – Mobile Operators have become
reduced to Huge “Dumb Pipes” only providing connectivity between
the smart devices and the Internet.
– Can local operators compete with tariffs and OTT services that
may be offered by Internet Giants while incurring huge bandwidth

1. Technology Neutral Regulations are required for various types of
services merged in NGMN.
2. A Policy merger and a Regulatory framework needed for merging
– Telecom, IT, Computers, Media, E-Commerce and Banking , E-
Governance
3. A Consortium of various Local, Regional and International
Regulatory bodies may be formed to address cross-boundary issues
