2nd AMA-IEEE Describing Electronic Medical Record by Semantic Web TechnologyYiJu Tseng
The electronic medical record (EMR) is widely used today. However, there are different formats of data in EMR, like standardized diagnosis coding system (International Classification of Diseases, Ninth Revision, Clinical Modification, ICD-9-CM), laboratory coding system (Logical Observation Identifiers Names and Codes, LOINC), National Health Insurance (NHI) medicine coding system in Taiwan, and other non-standardized free text reports. Due to diversification of EMR, a standardized terminology system, such as Systematized Nomenclature of Medicine- Clinical Terms (SNOMED-CT), was needed to integrate these coding systems. Then, these terminologies can be transformed to OWL format, and be managed via Semantic Web tool. In the hospital database, 68.7% LOINC codes, 78.0% ICD-9-CM codes, and 85.3% medicine data were mapped. It allows a consistent way to store, retrieve, and aggregate clinical data across different hospital.

Electronic Health Records(EHR) are electronically maintained, linked, collections of allied, patientrelated healthcare information collected during past encounters. They incorporate patient demographic information, encounter details, laboratory reports, prescription notes, past medical records, and other medical data. EHR creation is designed to support the future diagnosis, treatment, and decision making in patient care. However, since EHR technology is a burgeoning science, many facets lie under-used or under-utilized.Current implementations are confined to national boundaries managed by individual National Health Systems (NHS). Consolidated, universally interoperable EHR schemes are still a thing for the future; a migratory patient may not have his national EHR available in distant territories. Further, the examination of operational factors unearthed more inadequacies. Interoperability-related issues include the limiting network bandwidth causing inordinate delays, diverse local storage schemes at the various NHS clusters, the related requirement for synchronous vocabulary-related translation mechanisms at the various NHScontrolled boundaries causing inordinate delays, and the related security and access issues. These issues arise from the requirement for synchronous, query-messaging nature of information access and exchange. This paper articulates a novel, sound, and secure methodology for achieving true International Interoperability and uniform efficiency in ubiquitous Electronic Health Record systems.Utilizing intelligent machine learning processes, required query-messaging information is meaningfully aggregated enhancing the relevancy, access speed, and value-derivation from the given data.Asynchronous learning excludes the need for high available network bandwidth, upload and download delays associated with current synchronous database/cloud systems.Indeed, this overarching solution ensures seamless synchronous operation and high-end international interoperability, and would work in any ubiquitous EHR environment.
Healthcare information exchange using blockchain technologyIJECEIAES
Current trend in health-care industry is to shift its data on the cloud, to increase availability of Electronic Health Records (EHR) e.g. Patient’s medical history in real time, which will allow sharing of EHR with ease. However, this conventional cloud-based data sharing environment has data security and privacy issues. This paper proposes a distributed solution based on blockchain technology for trusted Health Information Exchange (HIE). In addition to exchange of EHR between patient and doctor, the proposed system is also used in other aspects of healthcare such as improving the insurance claim and making data available for research organizations. Medical data is very sensitive, in both social as well as legal aspects, so permissioned block-chain such as Hyperledger Fabric is used to retain the necessary privacy required in the proposed system. As, this is highly permissioned network where the owner of the network i.e. patient holds all the access rights, so in case of emergency situations the proposed system has a Backup Access System which will allow healthcare professionals to access partial EHR and this backup access is provided by using wearable IOT device.
Due to diversity, heterogeneity and complexity of the existing healthcare structure, providing suitable
healthcare services is a complicated process. This work describes the conceptual design of an e-healthcare
system, which implements integration strategies and suitable technologies that will handle the
interoperability problem among its essential components. The proposed solution combines intelligent agent
technology and case based reasoning for highly distributed applications in healthcare environment.
Intelligent agents play a critical role in providing correct information for diagnostic, treatment, etc. They
work on behalf of human agents taking care of routine tasks, thus increasing speed and reliability of the
information exchanges. CBR is used to generate advices to a certain e-healthcare problems by analyzing
solutions given to previously solved problems and to build intelligent systems for disease diagnostics and
prognosis. Preliminary experimental simulation based on Agent Development Framework (JADE)

Design and Implementation of Meetings Document Management and Retrieval SystemCSCJournals
Meetings management system has components to capture, storing/archiving, retrieve, browse, and distribute documents from the system and Security to protect documents from unauthorized access. Lack of proper organization, storage and easy access of meeting documents, bottleneck of keeping paper documents, slow distribution, and misplacement of documents necessitated the need for this work. Document management software that can be used to organize and maintain the records of meetings has been developed. The system, developed as a web application, is based on the use of objects and Web technologies. A search facility is included to support rapid location of topics of interest, and navigation is enabled by the employment of hyperlinks. The system was implemented using asp.net. This document management system can enable users to follow the development of any topic through several meetings of a particular body or committee, Members of the body should be able to have instant and full access to what has been discussed and decided about the given issue no matter how long that had been.

A framework for secure healthcare systems based on big data analytics in mobi...ijasa
In this paper we introduce a framework for Healthcare Information Systems (HISs) based on big data
analytics in mobile cloud computing environments. This framework provides a high level of integration,
interoperability, availability and sharing of healthcare data among healthcare providers, patients, and
practitioners. Electronic Medical Records (EMRs) of patients dispersed among different Care Delivery
Organizations (CDOs) are integrated and stored in the Cloud storage area, this creates an Electronic
Health Records (EHRs) for each patient. Mobile Cloud allows fast Internet access and provision of EHRs
from anywhere and at any time via different platforms. Due to the massive size of healthcare data, the
exponential increase in the speed in which this data is generated and the complexity of healthcare data
type, the proposed framework employs big data analytics to find useful insights that help practitioners take
critical decisions in the right time. In addition, our proposed framework applies a set of security
constraints and access control that guarantee integrity, confidentiality, and privacy of medical information.
We believe that the proposed framework paves the way for a new generation of lower cost, more efficient
healthcare systems.

Observability Concepts EVERY Developer Should Know -- DeveloperWeek Europe.pdfPaige Cruz
Monitoring and observability aren’t traditionally found in software curriculums and many of us cobble this knowledge together from whatever vendor or ecosystem we were first introduced to and whatever is a part of your current company’s observability stack.
While the dev and ops silo continues to crumble….many organizations still relegate monitoring & observability as the purview of ops, infra and SRE teams. This is a mistake - achieving a highly observable system requires collaboration up and down the stack.
I, a former op, would like to extend an invitation to all application developers to join the observability party will share these foundational concepts to build on:

1. Why Centralized Data Banks Won’t Work for Health Information Exchange Rex E. Gantenbein PhD, Senior Member IEEE Center for Rural Health Research and Education University of Wyoming rex@uwyo.edu http://www.uwyo.edu/rex/
2. 2 Centralized Data Management Expensive to maintain Availability depends on central system Complex to ensure timely updates Requires all participants to use compatible EHRs Alternative is “interface engine” Requires ID number for all individuals Complicates interoperability beyond state/region
3. 3 Federated Data Management “Network of networks” Cross-state interoperability scales up Record locator can use public information Local data is stored locally Accessed only when needed for exchange Providers/consumers determine what’s released Data is as up to date as possible Failure of a single system doesn’t affect others
4. Implementing a Federated Model Web services support a lightweight mechanism for exchanging information Support distributing information in a variety of formats Minimize the amount of maintenance to an entity’s interface when others are added Scale well when new systems are connected XML is used to describe a class of a data object and behavior of a program Uses tags to surround the data to define and group data Readable by both humans and computers
5. Implementing a Federated Model Web Service Description Language Describes the functions available and their interfaces Describes the parameters that the functions are expecting as well as the return types File is usually put on a UDDI Directory Server advertising the service Web service runs on an accessible server Service accepts a request for information and returns the requested information Messages are formatted according to the description file
