The document presents a quality of experience (QoE) aware radio access technology (RAT) selection model for heterogeneous wireless networks that considers both network performance criteria and user preferences for multiple calls and multi-mode terminals. The proposed QoE-RAT selection method uses fuzzy computing and multiple attribute decision making to select the best RAT. It first evaluates fuzzy preference-aware weights for network attributes based on user application priorities and selectivity levels. It then performs RAT ranking using a multi-mode terminal preference aware technique called TOPSIS. The model aims to achieve a tradeoff between user preference and application requirements for RAT selection in dynamic heterogeneous communication environments.
