Dr. Mikko Punkari (PhD/Dr.Sci. in Hydrogeology/Environment) is working as Director in Finnish Earth
Resources Consultants Co. FERC. He has 33 yrs of experience in international environmental consulting
and scientific project work largely as a staff member of FCG International Ltd. He has been Project
Director, Team Leader and QA Manager in several ADB, EBRD, WB and EU financed projects. His
consulting expertise includes environmental policy, planning and assessment (EIA-SEA-EMP),
investment project cycle management (as project and program evaluations), environmental information
systems, climate change and adaptation studies as well as training and awareness raising.
For development banks Dr. Punkari has made a big number of Feasibility Studies, institutional
development projects (FOPIP) and procedural manuals; e.g. for the World Bank “Results Monitoring and
Impact Evaluation for Measuring Social and Environmental Sustainability of Agriculture and Rural
Development Programs and Projects”. In Central Asia he led an ADB climate change impact modelling
project and compiled the ADB book "Climate Change and Sustainable W ater Management in Central
Asia". In Central Asia he also worked as a climate change and environmental expert in the EU project
"Regional Cooperation on Environment and Water" and in "Aral Sea Basin Program". For the Mekong
River Commission he conducted an evaluation of climate change and adaptation as well as environment
components (incl. hydropower and fisheries). His doctoral dissertation and scientific work (e.g. at the

University of Edinburgh, GB) concentrated on the past and present glaciers, hydrogeological modelling
and climate change projections. He is one of the pioneers employing satellite imagery as well as digital
image and map processing. He has implemented several rural development, energy, hydropower, water
