 Culture can be defined as all the
ways of life including arts, beliefs
and institutions of a population
that are passed down from
generation to generation. Culture
has been called “the way of life
for an entire society.” As such, it
includes codes of manners, dress,
language, religion, rituals, art.
 The two basic types of culture are
material culture, physical things
produced by a society, and
nonmaterial culture, intangible
things produced by a society. Cars
would be an example of American
material culture, while our
devotion to equality is part of our
nonmaterial culture.
In addition to its intrinsic value,
culture provides important social
and economic benefits. With
improved learning and health,
increased tolerance, and
opportunities to come together
with others, culture enhances our
quality of life and increases overall
well-being for both individuals and
communities.
 Our culture shapes the way we work
and play, and it makes a difference in
how we view ourselves and others. It
affects our values—what we consider
right and wrong. This is how the society
we live in influences our choices. But
our choices can also influence others
and ultimately help shape our society.
 Kazakhstan has a well-articulated
culture based on the nomadic
pastoral economy of the
inhabitants. Islam was
introduced to Kazakhstan in the
7th to 12th centuries. Besides
lamb, many other traditional
foods retain symbolic value.
Kazakh culture is largely
influenced by the Turkic nomadic
lifestyle.
 Kazakhs are oriental people, for whom hospitality traditions are very
important. Any guest, even an uninvited one, should be welcomed with
respect and offered food and the best place in the yurt. Honoured guests
are traditionally given shapan (robes).
 The Kazakhs are the second most numerous Turkic-speaking people in
Central Asia after the Uzbeks. The Kazakhs were traditionally pastoral
nomads, dwelling year-round in portable dome-shaped tents (called gers,
or yurts) constructed of dismountable wooden frames covered with felt.
 The special features of the
Kazakh mentality are: kindness
and generosity; humane
worldview; highly developed
sense of asceticism. All these
qualities can be combined with
one concept: spirituality as the
first general feature of the
Kazakh mentality.
 Islam is the largest religion in Kazakhstan, followed by Russian Orthodox
Christianity. By tradition the Kazakhs are Sunni Muslims, and the Russians
are Russian Orthodox. Approximately 70% of the population is Muslim.
 Kazakhs are historically a nomadic people, and thus many of their cultural
symbols reflect nomadic life. The horse is probably the most central part
of Kazakh culture. Kazakhs love horses, riding them for transportation in
the villages, using them for farming, racing them for fun, and eating them
for celebrations.
 The concept of cultural policy of
the Republic of Kazakhstan
(hereinafter – the Concept) is
developed in order to implement
the Address of the President of
the Republic of Kazakhstan N. A.
Nazarbayev to the people of
Kazakhstan dated January 17,
2014 “Kazakhstani way-2050:
common goal, common interests,
common future”.
 The strategic dominant of new cultural policy shall be the national idea of
spiritual modernization and renewal of national consciousness “Rukhani
zhangyru”, put forward by the Head of the state, designed to consolidate
the people of Kazakhstan with its rich cultural heritage and creative
potential for successful achievement of the purpose of entering the
Republic of Kazakhstan into the number of 30 most developed countries of
the world.
 Legal System of Kazakhstan. The
legal system of Kazakhstan is
influenced by the traditions of
both Islamic law and Roman law.
Islamic law, which was in force up
until early 1920, incorporated
many norms of Adat, the local
customary law consisting of
traditional prescriptions of the
peoples of the region.
 Culture influences law, and law
influences culture. For example,
an egalitarian culture may
establish laws that respect the
rights of individuals and
guarantee that these rights are
not violated.
