The document describes a productivity and service excellence program (PSEP) implemented in Sri Lanka's Kurunegala district from 2006-2009. The PSEP was designed to improve collaboration between development projects and the local public sector to better benefit communities. It utilized participatory tools to identify priority issues, train public sector staff, form quality circles, and recognize excellence. As a result, motivated public sector offices continued initiatives after the project ended to sustain impacts through collective self-improvement efforts. The program demonstrates how empowering the public sector can create development synergies and long-term sustainability when they share ownership over interventions.

Respected Sir/ Madam,
I am a qualified, dedicated and experienced community development worker, specializing in CSR Programs, Project management and team handling. My most recent role has been the coordination of CSR programs, proposal writing, designing strategies, budgeting, monitoring of programs, preparation of reports in OUTREACH organisation.
My time in CSA, Christ University has seen me plan, implement, evaluate and report on programs that integrated community development. I have overseen the distribution of education materials and supplements, coordination of children activity centres, training of program delivery teams, provision of logistical and technical support, and the preparation of funding submissions and grant proposals. This role has also involved collecting and analysing data on the impact and effectiveness of our education, health and livelihood programs on integrated communities, as well as ensuring KNH compliance in every aspect of our program delivery, and an understanding of the importance of developing sustainable community development programs.
I have a strong academic grounding in Master of Social Work at Karnataka University Dharwad, Community Development and project management, having completed a Bachelor of Arts, and completed fellowship in Social Entrepreneurship in Deshpande Foundation, Hubli, India.
I possess excellent organisational skills and an ability to maintain the big picture while attending to details and logistics. Those who work hard to better off the lives of Sri Lankans must realize
the fact that the public sector in Sri Lanka plays an important and
interdependent role in sustaining any effort of socio economic
development. In fact , all our development interventions must be
designed and implemented having hand in hand integration with public
sector offices/officers of the particular locality. We, project leaders and
teams need to be competent enough to mix the three Ps with three Es,
innovatively to create significant impact.

3. Public Sector is Very Strong When Motivated and
Empowered
If we really wants to create development synergies and sustainability,
we must plant to involve and empower public sector stakeholders by
sharing the ownership of our projects.
PSEP is specially designed by myself and two other enthusiastic
colleagues (J. Seneviratne and C.Adikaram) to bring in results of
excellence in to socio/economic development projects through
collaboration with public sector.
Why PSEP? I must say, it’s been four years now since the project
phasing out in 2008, the project activities are still continued by the
public sector offices in Kurunegala.
