This document summarizes Peter Murray-Rust's presentation on content mining and copyright. The presentation discusses how current copyright law hinders content mining of scholarly articles, which can help address grand challenges. It describes the benefits of content mining for research and innovation. However, major publishers oppose content mining and have stopped researchers from downloading articles needed for their work. Changes to copyright law are needed but not enough; governments and institutions must actively support content mining through funding, tools and protecting researchers.
Permissionless Innovation and the Future of Tech Policy (Thierer - Oct 2017 ed)Adam Thierer
This document discusses the concept of "permissionless innovation" and contrasts it with the "precautionary principle" approach to regulating emerging technologies. It argues that the US embraced permissionless innovation in the 1990s, allowing new technologies like the internet and smartphones to develop freely, while Europe adopted a more precautionary approach and saw less technological innovation as a result. The document outlines some concerns related to new technologies but asserts that restrictive regulation can stifle innovation and economic growth. Instead, it advocates for a bottom-up, adaptive approach relying on education, social norms, and limited legal interventions only as a last resort.
“Permissionless Innovation” & the Clash of Visions over Emerging TechnologiesAdam Thierer
"Permissionless Innovation & the Clash of Visions over Emerging Technologies." A presentation created by Adam Thierer (Mercatus Center at George Mason University). It focuses on coming public policy fights over various emerging technologies, such as: driverless cars, the Internet of Things, wearable technology, commercial drones, mobile medical innovations, virtual reality, and more.

Future Tech: How should enterprise avoid the 'success trap' of the next big t...Livingstone Advisory
The rate of business and societal change fuelled by innovative, emerging and disruptive information technologies is well known, with impacts being felt in almost every facet of life. The forces driving the evolution and adoption of such technologies are complex, diverse and not always well understood. How can organisations predict the consequences of future tech? How should they fortify against the chaos of change while taking advantage of innovation?
This public lecture provides a concise perspective on the implications of emerging technologies and offers practical insights on how many enterprises and individuals survive, and also thrive, in a world of rapid technology-induced change.
Implications of science and technology on law and society (Vaibhav Goyal)Vaibhav Goyal
Extolling the virtues of technology though is not very difficult yet its baneful effect on the legal norms has been unfortunate. Technology demands more, not less, human work to function. In controlling the catastrophic problems we are exposing ourselves to even more elusive chronic ones that are even harder to address our safety demands more and more vigilance.
This document discusses human rights issues related to artificial intelligence. It begins with definitions of key AI concepts like machine learning, deep learning, and algorithms. It then explains how AI can both help and potentially harm society. The document outlines how various human rights may be impacted by current and future applications of AI, such as privacy and non-discrimination. It concludes with recommendations for stakeholders to address human rights harms through approaches like data protection laws and increased research.
The document discusses concepts in information and communication technologies for development (ICT4D). It covers various stakeholders in ICT4D, examples of ICT4D solutions being used, and how people in developing areas use technologies like cell phones and the internet to strengthen human and social capital. Constraints to ICT4D include issues of access, cost, and ensuring relevant content.
Towards Responsible Research and Innovation in ICTKarlos Svoboda
This document discusses the need for responsible research and innovation in information and communication technologies and security technologies. It defines responsible research and innovation as a transparent and interactive process where societal actors and innovators become mutually responsive to ensure technologies are ethically acceptable, sustainable, and socially desirable. Three key points are made:
1) Early engagement of users and stakeholders is important to align innovation with societal needs and values.
2) Products should be evaluated based on ethical acceptability, sustainability, and social desirability. Methods like technology assessment and privacy impact assessment should be used.
3) The precautionary principle should be applied to encourage safe and sustainable product development and allow intervention if needed to avoid negative impacts
Moritz D Lib Building The Biodiversity CommonsTom Moritz
The document discusses building a "Biodiversity Commons" to provide free universal access to biodiversity information. It argues that barriers to access caused by weak data management and proprietary restrictions on information must be addressed. The solution proposed is to promote materials in the public domain and develop an "information commons" that guarantees free access to biodiversity data for conservation purposes while still allowing intellectual property rights to be maintained elsewhere. True costs of information creation can be recovered as long as access to essential public good information is not restricted by costs.
1. The digital revolution has led to vast amounts of data from diverse sources that can be stored, computed on, and instantly communicated globally at low cost. This enables revealing patterns in nature and society that were previously undetectable.
2. Open data and integrated modeling across disciplines are important for addressing global challenges related to health, cities, oceans, and more. However, data integration across different types and sources of data remains a challenge.
3. Open science involves engaging scientists and non-scientists collaboratively to create solutions through networks, beyond just open data and publishing. It presents both opportunities and challenges for science, economies, and society.

Solution
In 2013 ,as a new year approach a group of scientists have created a list of emerging etical
dilemma and policy issues in science and technology. The Reily Center explores conceptual, etical
and policy issus where science and technology interect with society from different disciplinary
perseptives. The center aimed to present a list of items for scientists and laypeople alike to
consider in the coming months and years as new technology develop. There are many ethical
dilemmas:
personalized genetic tests/personalized medicine:What are the potential privacy issues, and how
do we protect this very personal and private informaton?with little or no guidance from
physicians or genetic counselors on how to process the information.
Hacking into medical devices:
Implanted medical devices, such as pacemakers ,are susceptible to hackers. How do we make
sure these devices are secure?
3-D printing:
Scientists are attempting to use 3-D printing to create everything from architectural models to
human organs.while the technology still lags behind the hype ,we could be looking at a future
when we can print personalized pharmaceuticals or home-printed guns and explosives.
Adaption to climate change:
We need to identify effective and safe ways to help people deal with the effects of climate
change, as well as learn to manage and manipulate wild species and nature in order to preserve
biodiversity.
Autonomous systems:
Machines are increasingly evolving from human-controlled,to automated,to autonomous, with
the ability to act on their own without human input.
Human-animal hybrids:
The idea of a chimera comes straight out of Greek mythology, but so far scienists have kept
human-animal hybrids on the cellular level.
Ensuring access to wireless and spectrum:
Mobile wireless connectivity is having a profound effect on society in both developed and
developing countries.
Data collection and privacy:
We think about privacy when we post something to a webpage or social media. Now that
microprocessors and permanent memory are inexpensive technology, we need to think about the
kinds of information that should be collected and retained.
Human enhancements:
Pharmaceutical ,surgical ,mechanical, and neurological enhaencements are already available for
therapeutic purpose.
Ethical issues:
Ethics is a code of thinking and behavior governed by a combination of personal, moral, legal, and
social standards of what is right.Suggestions are made regarding etics education for public health
and medical practioners, which specifically relate to the emerging ethical dilemmas posted by the
growing availability of predictive genetic tests.Genetic discrimination has moral and ethical
implications.

The Molecular Economy And Legal ChallengesGreg_Beatty
The document discusses the rise of the molecular economy and its legal challenges in Asia. It defines the molecular economy as involving greater scientific understanding of molecules that control biological functions and super-miniaturized manufacturing. Asia is on the cutting edge of technologies like cloning. The convergence of biotechnology and nanotechnology has significant implications for law. Key legal issues for Asia include regulating these new technologies appropriately while allowing innovation, and determining how to assess and manage risks at international and regional levels.
Technological advance in a democratic societySarah Young
The document discusses the history and social impact of technology. It notes that early technological advances like tools, wheels and textiles improved quality of life and enabled human growth. More recent medical advances such as antibiotics and surgeries have saved many lives. The document examines different perspectives on how technology develops and its relationship with society, including how social structures influence technological diffusion. It also explores some negative environmental and social impacts of technology and argues that technological solutions will be needed to address problems created by earlier advances.
Adaptive governance - global networks (Victor Galaz)Victor Galaz
Victor Galaz discusses how global networks and collective intelligence are reshaping governance. Mass self-communication and information technology enable supernetworks and collective problem solving. Examples include early warning systems for disease outbreaks, which rely on informal collaboration between organizations like WHO, MSF, and laboratories. While coordination is not centralized, networks facilitate information sharing and distributed responses. Formal institutions continue to be important but are complemented by flexible polycentric governance involving both state and non-state actors.
