Anambra, Enugu, Kwara, and Plateau top list of states that have failed to access over 66.8 Billion Naira from the Universal Basic Education Fund since 2017. Following the analysis of the response from the Universal Basic Education Commission (UBEC) to a Freedom of Information (FOI) request filed by YouthHubAfrica in March 2020, it was discovered that Anambra, Enugu, Kwara, and Plateau topped the list of states that have failed to access over 66.8 billion Naira from the Universal Basic Education (UBE) Fund for over three years — from 2017 till date.

Nigeria has to stay on track to deliver the fourth Sustainable Development Goal
(SDG4) by 2030. In that respect, extending compulsory, free and qualitative universal
basic education (UBE) to 12 years is an essential step toward overcoming one of the
current weaknesses of UBE in Nigeria. Making UBE compulsory, free and qualitative
for 12 years will align policy in Nigeria with SDG4 and make education work for all
children in the country.

Funding Higher Education in Nigeria
Education is necessity for both human and societal development, the more sophisticated it is the more
quality products it provides. One of the major problems facing higher education in Nigeria is under-funding.
Recently, the government investment in higher education was little bit increased as result of the total shutdown
of higher education institutions by the joint higher education academic union (ASUU,ASUP AND COASU)
strike action. In response to the report of the needs assessment of Nigerian Universities conducted in 2012, the
federal government earmarked N1.3trtillion for special intervention in the Nigerian public universities over the
next Six(6)years, of which N200billion out of the amount has been released. This paper attempts to examine the
trend in funding of higher education in Nigeria and the attendant effect between 2009 and 2013. The paper
observed some gaps in the funding and in the expenditure of available funds. The paper was concluded by
making appropriate recommendations to addressing the identified challenges.

his study is an assessment of the implementation of Lower Basic Education curriculum in Idah Education zone of Kogi State. The expost facto design study was guided by seven research questions and 5 hypotheses. A sample of 376 (208 from public schools and 168 from private schools) Lower Basic Education (LBE) teachers were used from Idah Education Zone comprising of Ibaji, Idah and Igalamela-Odolu LGAs. Two instruments were used in this study are (a) Availability and Adequacy of Infrastructural Facility Scale (AAIFS) and (b) Basic Education Implementation Variables Questionnaire (BEIVQ). The reliability coefficient of the AAIFS is 0.88 for availability and 0.91 for adequacy while that of the BEIVQ is 0.83. The hypotheses were tested at 0.05 level of significance. Following data analysis the following findings were made: (1). It was found that only three infrastructural facilities out of 20 listed were available and they are play field, teachers’ book and First Aid Box. Those that were not available include Class Rooms, Admin blocks, Science corner/mini Lab, Wall charts, Staff Offices, Audio aids (eg radio, TV), Motion aids, Stores, Desks and chairs, Projector, Library, Computer/Lap tops, Internet facility, Source of Electricity, Studios, Toilet facilities and Water source. (2). It was also found that teacher preparation for implementation of LBE in Idah education zone of Kogi State is adequate. Specifically it was found that qualified teachers are engaged and adequate in number; teachers go on seminars and workshops regularly though mostly through self efforts, newly recruited teachers are mentored by older teachers at an informal level and recruitment of teachers is through rigorous interview. Teachers are motivated and evaluation for promotion of teachers involves some practical observation in class. (3). GAPNK12

Out of-school report West and Central Africa
With the 2015 target date for the Millennium Development Goals and Education For All fast approaching, the
issue of out-of-school children is more important than ever for countries in West and Central Africa. Since
2000, the number of out-of-school children was on a downward trend, however, since 2008 these figures
have not moved; the burden for countries in the region has increased dramatically for they are now home
to more than a third of the world’s out-of-school children. Based on the latest household surveys from 21
countries in the region, this study reports that there are nearly 32 million children of official school age who
are not attending either primary or lower secondary school. A further 17 million school children who are at risk
of dropping out could be added to this figure. These statistics, which show the magnitude of the situation, fail
to take into account the hardships associated with this situation for families and the huge loss for the region
and society as a whole.
This study aims to shed some light on the scale and mechanisms of exclusion in the region, and to bring to
the fore a number of tools and resources that are available to promote the educational inclusion of all children.
To enable all children, even the most marginalized, to have access to basic quality education, we need to
think creatively and make use of all the resources at our disposal. It is imperative that the fight against all
forms of exclusion is coordinated and concerted. Indeed, without mass mobilization of all stakeholders and a
comprehensive strategy, it will not be possible to effectively address all forms of school exclusion. However,
only a truly inclusive education system has the capacity to build a knowledge-based society, which the region
urgently needs for its future. The international community has a decisive role to play in supporting the efforts
of these countries to develop an inclusive education system.
The United Nations Children’s Fund (UNICEF) has a specific responsibility to encourage and help all children
deprived of education. The main priority, in collaboration with all stakeholders, remains the enrolment of all
out-of-school children as quickly as possible. There are just two years left for us to achieve the collective
commitments to which we agreed in 2000; we must therefore have the strength and determination to take
the most appropriate actions that will enable all children to fully exercise their right to a quality education.

The study found 271 GBV cases reported, most commonly rape (24%) and physical assault (28%). The Southwestern region had the most reported cases (35%). Most victims were young females under 17, while most perpetrators were older men aged 30-49. Press release on unaccessed UBE funds since 2017
- 1. Anambra, Enugu, Kwara, and Plateau top list of states that have failed to access over 66.8 Billion Naira from the Universal Basic Education Fund since 2017. Following the analysis of the response from the Universal Basic Education Commission (UBEC) to a Freedom of Information (FOI) request filed by YouthHubAfrica in March 2020, it was discovered that Anambra, Enugu, Kwara, and Plateau topped the list of states that have failed to access over 66.8 billion Naira from the Universal Basic Education (UBE) Fund for over three years — from 2017 till date. These four states combined were the only states yet to access UBE Funds of 2017 with over 4.06 billion Naira in Education funds domiciled with the Universal Basic Education Commission. In the response from the Universal Basic Education Commission, only Osun and Jigawa have accessed UBE Funds of 2019, leaving 34 states including FCT with a total of 53.19 billion Naira unaccessed funds.The UBEC Fund is provided by the Federal government wherein states are required to provide 50% counterpart funding in order to access the matching grants. As a civil society organization, it has become necessary to demand immediate action from concerned state governors in accessing grants disbursed to their various states for the benefit of improving the quality of basic education in Nigeria as a whole. It is important to note that this has become a recurring problem with states unable to access UBE funds meant to support education in their states. This speaks to institutional challenges in the way the UBE funds is currently structured: Following these revelations, we call on: ● The National assembly through its committee on education to call for a public hearing on the status of the state of UBE Grant disbursement from 2005 till date and the urgent need for reforms in order to find innovative ways to unlock these resources for the benefit of the Nigerian child. ● The Government of Anambra, Enugu, Kwara and Plateau to take immediate and urgent action to access its untouched UBE funds from 2017 till date. This will help improve the quality of education in their respective states, particularly in the light of the impact of COVID-19 on education nationally. ● The Nigerian Governors Forum to organise a peer review on the UBE matching grant to proffer concrete ideas for reforms of the UBE Funds It is no longer tenable that a country with one of the highest number of out-of-school children in the world will have over 66.8 billion Naira in untapped education resources. As the nation prepares to re-open schools in the light of COVID-19, it is imperative that State Governments mobilise all available resources to ensure that no child is left behind and all children are safe, even in their learning environment.
