Presentation of the conclusions of the
                     Innovation   forum   on   water    and
                     innovation organized by MIRA in
                     December 2011
             Mediterranean Innovation and Research Co-ordination Action
                                   (MIRA Project)

MIRA Concrete Objectives/Activities

1) Create a dialogue platform to connect and facilitate the interaction between
   the dispersed S&T cooperation initiatives already existing supported by the
   Member States, the European Commission and other political bodies;
2) Address training activities to improve the quality of the participation and
   management of the partners of FP7 from the MPC; create an IP in Palestine
3) Create discussion platforms and organizing meetings to monitor and discuss
   the content of the Thematic priorities of FP7 in term of the common interest
   of the EU and MPC;
4) Create an Observatory of the EU-MPC S&T cooperation, which will agree
   indicators for the monitoring of RTD cooperation activities;
5) Create a “Gateway for EU-MPC Cooperation in RTD”
6) Create networks of research institutions and technological transfer services
   from both sides of the Mediterranean, to provide a reference element for the
   development of the Euro-Mediterranean Innovation Space (EMIS).
7) Support the functioning of the Monitoring Committee for Euro-Mediterranean
   Scientific Cooperation ( MoCo) in order to provide a strong institutional basis
   for the EU-MPC S&T cooperation.

     Rational for EMIS:
           Innovation is a must : KBE, globalisation, MPCs?
           Worrying situation in MPC’s: Euro-Mediterranean region as an area of
          sustainable development and shared prosperity (Barcelona declation)
           Why EU-MPCs cooperation on innovation?:
               1. RDI are, by nature, widely internationalized activities
               2. The existence of common problems and shared challenges
               3. Big research and innovation programs require Critical mass &
                  Resources, not available in MPCs
    Objective of EMIS: The mobilization of innovation stakeholders in common
    framework and mutually beneficial partnership to develop a more intelligent
    and competitive Euro-Med space

   The MIRA Forum, held at Casablanca, 1-2 December, 2011 is
   aimed at promotion of a Research Driven Cluster initiative on
   water, to support the integration of the Knowledge Triangle
   (Academia, Business, and Public sector) in the Mediterranean
   Area.

   The MIRA Forum organized its debates along four thematic lines:

   1.De-contamination of the Mediterranean, waste water
   treatment from industry
   2.Integrated Water Management and Waste Water sustainable
   technologies
   3.Innovation in Water and Waste Water Management in the
   Mediterranean
   4.Valorisation of research results and technology transfer

                       1. De-contamination of the Mediterranean,
                          waste water treatment from industry



  Critical issues addressed:

  Sustainable waste water management, considering both the input of
  advanced technologies public and private partnership
  Innovation in water and waste water management, e.g. with use of
  water evaporation.
  The natural specificities of North, South , West and East coasts of the
  Mediterranean sea.
  The necessity of regulation law and quality standards on industrial
  pollution

                       1. De-contamination of the Mediterranean,

  The Forum agreed on some issues for future activities under the
  „Casablanca-Roadmap“:

  1.Development of capacity building, technician skills for technology
  adaptation, quality insurance and creation of a platform of
  dissemination of information
  2.Strengthening of law by creation of a fiscal policy in water reuse and of
  a market with fiscal advantages : trust to build a confident system (win-
  win).
  3.Development of incentives : mechanisms, encouragement, bridge
  between Researchers and Policy-makers.

                       2. Integrated Water Management and Waste
                              Water sustainable technologies



  Critical issues addressed:

  Guarantee of universal access to water, dealing with key questions:
  which user, sustainability, long-term perspectives
  Waste water recycling fully integrated into the water management
  (catchment to watershed level)
  Waste water re-use to become an important asset of the overall water
  budget /cycle
  A multidimensional approach to waste water recycling

  Issues for the future “Casablanca Roadmap“:

  a.it is not only technology related problem but mostly socio-economic
  and institutional
  b.Clustering of Water clusters in the Mediterranean region in order to
  reduce fragmentation
  c.Generation of a consolidated document addressing politicians, civil
  society and donors
  d.Getting a more continuous flow of support to research as well as
  setting means to attract stakeholders, SMEs, users (society) in research,
  technology and innovation developments

  Issues for the future “Casablanca Roadmap“:

  e.Pursuing the 5C’s water management (political Commitment, political
  Content addressing the poor and marginalised, Cooperation between
  stakeholders, Control of implementation and results, and successful
  Communication to the public)
  f.Setting up of an interactive online platform (drawing on lessons ,
  through a dialogue linking researchers, institutions/policy makers and
  civil society)

                            Management in the Mediterranean



  Critical issues addressed:

  Creation of a Water Science Alliance for the Mediterranean on the
  basis of the existing identified efforts and ongoing activities in the
  Mediterranean (ERA-WIDE; WISE-RTD; MELIA; EMWIS; TERENO, etc.)
  Creation and implementing of innovative capacity building techniques
  to link-up the inter-disciplinary actors
  Having a more long-term vision when dealing with water management
  (15 years, not 3-5 – project duration)

  Issues for the future “Casablanca Roadmap“:

  Consolidation of the data / initiatives / effort in water management
  currently available
  Working at the local level contributing data to the regional level and
  vice-versa
  Specific water call for the Mediterranean with a long-term vision and
  create smaller travel grants to stimulate the participation of young
  researchers

                          4. Valorisation of research results and
                                    technology transfer


 Critical issues addressed:
 Technology transfer should be accompanied in parallel with know how
 transfer.
 Linking academia with industry through creation of spin offs is an
 important step towards bridging the gap with the market.
 Dissemination of information is the first step for the possible
 exploitation of research results and technology/knowledge transfer
 opportunities.
 The Proof of Concept Phase could increase the success rate of
 technologies produced in the public research organization.
 Importance of improvement of innovation management skills of
 researchers and research institutes.

                              4. Valorisation of research results and
                                        technology transfer


 Critical issues addressed:
 Water cluster in the mediterranean in collaboration with Enterprise
 Europe Network (EEN) and ensuring SMEs involvement due to importance
 of clusters initiatives and clusters in supporting transnational innovation.
 EEN could serve as information multiplier and a common communication
 platform among TT facilitators. Twinning between EEN nodes in EU
 countries with adequate quality to coach and mentor EEN nodes from the
 southern mediterranean.
 DG Enterprise, DG RTD and DG DEVCO synergy and collaboration is
 essential to ensure optimization of the funds and effectiveness of results.
 Better synergy between ENPI programmes in the Mediterranean with the
 EEN platform.

                        4. Valorisation of research results and
                                  technology transfer


  Issues for the future “Casablanca Roadmap“:
  Supporting the creation of a “Water Cluster Initiative” in the
  Mediterranean, supported by the creation of suitable channels for
  dissemination of information (EEN and other existing structures)
  together with improving innovation management skills through
  initiatives such as summer schools
  Ensuring the involvement of SMEs especially those created by
  universities e.g. creation of spin offs.
  More coherent cooperation among national stakeholders (public
  bodies and business support organizations) in every participating
  country in the Euro-Mediterranean area.

  Issues for the future “Casablanca Roadmap“:

  Strengthening and reinforcing the participation of EEN from the
  southern Mediterranean countries with the support of other already
  existing experienced EEN partners sharing research and innovation
  priorities
  Enhanced synergies between DG DEVCO, DG Enterprise and DG RTD to
  coordinate funding instruments towards technology transfer and liaison
  offices in the Euro-Mediterranean

MIRA Concrete Objectives/Activities 1) Create a dialogue platform to connect and facilitate the interaction between the dispersed S&T cooperation initiatives already existing supported by the Member States, the European Commission and other political bodies; 2) Address training activities to improve the quality of the participation and management of the partners of FP7 from the MPC; create an IP in Palestine 3) Create discussion platforms and organizing meetings to monitor and discuss the content of the Thematic priorities of FP7 in term of the common interest of the EU and MPC; 4) Create an Observatory of the EU-MPC S&T cooperation, which will agree indicators for the monitoring of RTD cooperation activities; 5) Create a “Gateway for EU-MPC Cooperation in RTD” 6) Create networks of research institutions and technological transfer services from both sides of the Mediterranean, to provide a reference element for the development of the Euro-Mediterranean Innovation Space (EMIS). 7) Support the functioning of the Monitoring Committee for Euro-Mediterranean Scientific Cooperation ( MoCo) in order to provide a strong institutional basis for the EU-MPC S&T cooperation.

De-contamination of the Mediterranean, waste water treatment from industry The Forum agreed on some issues for future activities under the „Casablanca-Roadmap“: 1.Development of capacity building, technician skills for technology adaptation, quality insurance and creation of a platform of dissemination of information 2.Strengthening of law by creation of a fiscal policy in water reuse and of a market with fiscal advantages : trust to build a confident system (win- win). 3.Development of incentives : mechanisms, encouragement, bridge between Researchers and Policy-makers. Valorisation of research results and technology transfer Critical issues addressed: Technology transfer should be accompanied in parallel with know how transfer. Linking academia with industry through creation of spin offs is an important step towards bridging the gap with the market. Dissemination of information is the first step for the possible exploitation of research results and technology/knowledge transfer opportunities. The Proof of Concept Phase could increase the success rate of technologies produced in the public research organization. Importance of improvement of innovation management skills of researchers and research institutes. Valorisation of research results and technology transfer Critical issues addressed: Water cluster in the mediterranean in collaboration with Enterprise Europe Network (EEN) and ensuring SMEs involvement due to importance of clusters initiatives and clusters in supporting transnational innovation. EEN could serve as information multiplier and a common communication platform among TT facilitators. Twinning between EEN nodes in EU countries with adequate quality to coach and mentor EEN nodes from the southern mediterranean. DG Enterprise, DG RTD and DG DEVCO synergy and collaboration is essential to ensure optimization of the funds and effectiveness of results. Valorisation of research results and technology transfer Issues for the future “Casablanca Roadmap“: Supporting the creation of a “Water Cluster Initiative” in the Mediterranean, supported by the creation of suitable channels for dissemination of information (EEN and other existing structures) together with improving innovation management skills through initiatives such as summer schools Ensuring the involvement of SMEs especially those created by universities e.g. creation of spin offs. More coherent cooperation among national stakeholders (public bodies and business support organizations) in every participating country in the Euro-Mediterranean area.
