U Skupstinu Srbije je stigao Predlog zakona o prometu nepokretnosti kojim se predvidja da se ugovor o prometu nepokretnosti zakljucuje u obliku javnobeleznickog zapisa.
Kako se navodi (parlament.gov.rs), predvidjeno je taj zakon stupi na snagu 1. septembra 2014, jer tog dana pocinje da se primenjuje Zakon o javnom beleznistvu i odredjene nadleznosti sudova preuzimaju javni beleznici.
Vlada Srbije je Predlog zakona o prometu nepokretnostu uputila na uvajanje po hitnom postupku.
U Predlogu se kao razlog za donosenje novog zakona o prometu nepokretnosti navodi da je neophodno izvrsiti uskladjivanje zakona sa Zakonom o javnoj svojini i Ustavom iz 2006. koji predvidja pretvaranje drustvene svojine u privatnu i uvodi kategoriju javne svojine.
Predlogom Zakona o prometu nepokretnosti predvidjeno je da je za sastavljanje ugovora o prometu nepokretnosti u obliku javnobeleznickog zapisa iskljucivo nadlezan javni beleznik na cijem se podrucju nalazi nepokretnost koja je predmet ugovora.
Predvidjeno je da se prenosom prava svojine na zgradi ili drugom gradjevinskom objektu, prenosi i pravo svojine, odnosno pravo koriscenja ili zakupa na zemljistu na kojem se zgrada nalazi i zemljistu koje sluzi za redovnu upotrebu zgrade.
Zakonodavac je predvideo pravo prece kupovine, kojim se suvlasnik nepokretnosti koji namerava da proda svoj suvlasnicki udeo obavezuje da ga prethodno ponudi na prodaju ostalim suvlasnicima.
U slucaju kad ima vise suvlasnika, prvenstvo u ostvarivanju prava prece kupovine ima suvlasnik s vecim suvlasnickim delom, navodi se u Predlogu zakona o prometu nerpokretnosti.
U slucaju da ima vise suvlasnika koji bi imali pravo prece kupovine, suvlasnik nepokretnosti ima pravo da sam odluci kome ce od njih prodati svoj deo nepokretnosti.
U slucaju poljoprivrednog zemljsta, kako se navodi, vlasnik koji namerava da proda poljoprivredno zemljiste, ako nema suvlasnika, duzan je da ga prethodno ponudi na prodaju vlasniku susednog poljoprivrednog zemljista.
Predvidjeno je da u slucaju kad ima vise vlasnika susednog zemljista prvenstvo u ostvarivanju prava prece kupovine ima vlasnik susednog zemljista cije se poljoprivredno zemljiste preteznim delom granici sa zemljistem prodavca.
Ako ima vise vlasnika susednog zemljista cije se poljoprivredno zemljiste preteznim delom granici sa zemljistem prodavca, a granicne linije su jednake, prednost izmedju njih ima vlasnik susednog zemljista cija je povrsina najveca, navodi se u Predlogu zakona o prometu nepokretnosti.

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.
