It is unlawful to harass a person (an applicant or employee) because of that person’s sex. Harassment can include “sexual harassment” or unwelcome sexual advances, requests for sexual favors, and other verbal or physical harassment of a sexual nature.
Harassment does not have to be of a sexual nature, however, and can include offensive remarks about a person’s sex. For example, it is illegal to harass a woman by making offensive comments about women in general.
Both victim and the harasser can be either a woman or a man, and the victim and harasser can be the same sex.
Although the law doesn’t prohibit simple teasing, offhand comments, or isolated incidents that are not very serious, harassment is illegal when it is so frequent or severe that it creates a hostile or offensive work environment or when it results in an adverse employment decision (such as the victim being fired or demoted).

Chapter 5 Values and Ethical Dilemmas
Betty is advising a welfare recipient on how to deal with a welfare worker. The worker is required by law to ask the client where her former husband is and to give his Social Security number. Then the worker will turn over this information to the Department of Revenue, which will pursue the man aggressively for support. The welfare recipient knows where her former husband is, but is afraid to tell the worker because her husband had beaten her and she fears he would be abusive to her again. The woman asked what she should do. Betty knows it is wrong to lie to the worker, yet she also knows that it would be in the woman’s best interest to tell the worker that she doesn’t know where her former husband is. What should Betty tell the woman? What would you do?
Linda is a case worker in the child welfare department. The school guidance counselor has reported a mother for neglect of her child. The child is malnourished and listless. She cannot apply herself to her studies. Linda talked with the mother and found out that she formerly had received money from Transitional Assistance to Needy Families (TANF), but had reached that state’s two-year time limit and had been cut off from TANF. She tried to feed her child and often went hungry herself, but even with food stamps, she did not have enough money to feed the child adequately.
Linda’s supervisor advised her to place the child in foster care, but Linda knew that the agency did not have enough good foster parents and was having trouble recruiting them because so many women were working, and the agency did not pay enough to foster parents to make it worth their while to be foster parents. She could place the child in a foster home where there were already more children than the agency usually allowed, but would the child be any better off than in her own home? It would be traumatic for the child to be taken from her mother whom she loved. Yet she would probably get enough to eat in this foster home, even though the foster mother would not be able to give her the attention that she needs. What should Linda do?
Every attitude and value carries with it the seeds of conflict and insoluble dilemmas. Debates about the ethics of helping are not just mental gymnastics best left to university scholars or cloistered philosophers. Human service workers face dilemmas or value conflicts of one sort or another every day, no matter what their role in an agency.

This session is intended for participants to critically reflect on different aspects of their identity (race, class, gender, sexual orientation, religious/spiritual affiliation etc.) and the ways in which these aspects intersect with one another. It provides a safe space to recognize areas of vulnerability as well as privileges, and engage in collective meaning-making of these experiences. The session also includes a discussion around historical policies and social contexts, which reflect structural forms of prejudice. At the end, participants share their perspectives on being cognizant of one’s power and privileges and structural forms of prejudice, while working with communities (especially marginalized populations).

The prosecutor is getting feedback from local law enforcement officers explaining that they are discouraged from making arrests in cases of domestic violence and child abuse. They claim that they have been either not making arrests in domestic violence situations or arresting both parties when they go out on a call. It seems that abused women often go back to the abusers, and children who get removed from the homes where they have been abused often return after removal. These occurrences have been especially demoralizing to law enforcement.

- 6. Case Study - Background history: Foreign domestic helpers start imported from Philippines, Indonesia and Thailand since 1970s - Case Study: Erwiana Sulistyaningsih, a female indoesian. Who get abused by her employer, and finally reported her case while she is back to her home country.
- 7. Case Study cont. - Brief Information of the Case: Erwiana abused by her employer Didnt reported to anyone, afraid to lose job Did try to find agent for help, but got no response Reported the case to the Hong Kong police by her family

Case Study cont. - Laws: Unfair between different identities, due to the law have given classfication on domestic helper, which labeled as low social satus, lead to social level differences: Need to live with employers → Having a greater risk of abuse Two weeks restriction → If got no employment, they get forced back
- 9. Case Study cont. - Agents: Discrimination of different race, did not give any helps to the domestic helper Every domestic helper require to find employment via agents Agencies keep their passport to prevent they ran away To ensure agencies repayment, they insist their workers to withstand difficult circumstances
- 10. Case Study cont. - Employer: Feel themselves have higher level and power to control Erwiana’s freedom and rights because they think the “Maid” is a lower level occupation The employer assume she have the “Control” of Erwiana Difference in social status, Employer > Erwiana
