The speechof each participantisto be the resultof his/herownefforts.Traininginboth compositionanddeliveryislimited tothe facilitiesandfacultyof the school fromwhichthe participantcomes. Factsand workingdatamay be securedfromany source. 2. Participantsmaychoose theirownsubjectsfortheirspeeches. Anycurrentsubjectsof any agricultural characterand of general interesttothe publicwill be acceptable. 3. Each speechshall be a minimumof six (6) minutesandamaximumof eight(8) minutes. Five (5) minutesadditional time will be allowedeachparticipantinwhichtodefendhis/herproductionon questionswhichshall be askedbythe judges. Topreventbeingpenalized,aparticipantmustspeak over5 minutes,30seconds,andunder8 minutes,30 seconds. 4. The speechesshall be judgedbythree personswhorepresent,asfaras possible,the fieldsof agriculture,business,andeducation. 5. Three (3) copiesof the participant'smanuscriptthatincludesacopyof the advisorcertification sheetwill be requiredforthe regional andstate event. The certificationsheetwill follow the bibliography. A bibliographymustbe includedasa part of the manuscriptanddirectquotesfrom any source of informationmustbe markedin"quotes"onthe manuscriptandbe identifiedwiththe bibliography. Failure todosowill automaticallydisqualifyaparticipant. The participantwillpresent manuscriptstothe chairpersonof the state eventbefore speaking. 6. Participantsshall drawfororderof speakinginthe regional event. Each participantshall be introducedbythe chairperson. The orderof speakingfor the state eventwill be announced2 weekspriortothe convention. 7. A timekeeperwill recordthe overtime,if any. Deductionswill be made asprovidedbythe score sheet. The timekeeperwill standat7:00 and againat 8:00. Pointswill be deductedforspeeches overor underthe time limit. 8 The judgeswill be selectthe winnerof the eventusingthe official score sheetonlytosupplement theircombinedopinion. 9. The winnerof the state eventwill representKentuckyinthe National FFA PreparedPublicSpeaking CDE.
