The Next Decade of Open Access: Moving Beyond Traditional Forms and Functions...Leslie Chan
Keynote presentation at the 3º Simpósio Brasileiro de Comunicação Científica: Perspectivas em Acesso Aberto, http://www.sbcc.ufsc.br 05 e 06 de junho de 2012, Florianópolis (SC) – Brasil.
2012 marks the tenth anniversary of the Budapest Open Access Initiative, a declaration that provided a formal definition of Open Access (OA) and a set of strategies for archiving OA. This talk begins with a review of the major milestones of achievement over the last decade, both globally and with specific attention to Brazil and Latin America, followed by identification of key areas of research communication that remained to be improved. These areas include infrastructural development for e-research, more diverse and transparent metrics for evaluating scholarship, funding and institutional policy alignment, and new forms of scholarly practices and representation. Examples from these areas will be highlighted, with emphasis on areas of collaboration between information scientists and scholars from various fields.
The goals of this meeting/informal discussion are:
(a) To deliver a short presentation of the green-paper focused on the Brazilian OER Project. Abstract:
" The State and Challenges of OER in Brazil. by, Carolina Rossini
The paper map the Open Educational Resources efforts in Brazil, understanding the role they play in the educational context and if they are developed under a consistent educational policy. Questions of how educational policy is favorable to OER, and how much public funding flows into educational materials (mainly textbooks) are discussed. The paper starts with a brief introduction of how the concept of Open Educational Resources dialogues with the concept of development. The second portion explores the state of education in Brazil, its policy governance, structures and institutions. The third section is focused on an analysis of Brazilian educational projects as fulfilling or not the concept of Open Educational Resources as understood by UNESCO and under the principles of the Cape Town Declaration on Open Education. The fourth section is focused on the issue of textbooks in Brazil, analyzing public policies and governmental purchase programs, and also the challenges faced for the equivalent to the K-12 level and to the college level, also touching on the flow of public investments into the production and distribution of textbooks. Finally, a series of policy recommendations is drawn for further discussion."
(b) To develop discussion around the validity of the green-paper recommendations as recommendations that are horizontal to different countries, building upon the Cape Town Declaration;
(c) To discuss the role played by copyright and open licensing;
(d) Open X Free: strategies and benefits in diferent national contexts;
(e) To build collaboration among country projects.

We propose that one of the barriers to OER adoption is the lack of transparency of practitioners’ ‘thinking’ around OERs.Threfore we propose to move from opening up contents and OER to opening people’s thinking about OERs.
Our objective is to make this thinking visible and exportable in a way that support the emergence of collective intelligence around OER. To cater for this we designed Cohere, a prototype socio-technical infrastructure to gather Collective Intelligence around OER.

The talk attempts to situate the rational and objectives of the Open and Collaborative Science in Development Network within the broader landscape of discourse on "openness". While recognizing the potential benefits of openness, it is important to keep in mind the existing structural inequality in global scientific knowledge production and circulation and reflect on the needs to challenge this power asymmetry as a starting point for further understanding on how open science may contribute to development challenges.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

As machine learning integrates deeper into human-computer interactions, the concept of epistemic interaction emerges, aiming to refine these interactions to enhance system adaptability. This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

appropriately reused, just as they desire.
