2. About e-SANCHIT
• The Central Board of Excise & Customs (CBEC) has launched e- SANCHIT on a trial basis from 20th October 2017 for paperless processing,
uploading of supporting documents, to facilitate the trading across Borders.
• The ‘India Customs Single Window’ allows importers & exporters, to lodge their clearance documents online without approaching other
regulatory agencies for requisite permissions if any.
• The Integrated Declaration compiles the information requirements of Seven governmental agencies, namely,
• Customs,
• Food Safety and Standards Authority of India (FSSAI)
• Plant Quarantine,
• Animal Quarantine,
• Drug Controller,
• Wild Life Control Bureau (WCCB) and
• Textile Committee and Replaces nine different or separate forms required by said different agencies.
• The proposed “Single Window Interface for Trade (SWIFT), would reduce interface with Governmental agencies, reduce precious time &
the cost of doing business in India.
3. e-SANCHIT Background
• The Central Board of Excise and Customs (CBEC) is all set to implement its new facility ‘ e-SANCHIT ‘
enabling the registered persons to file documents online from 15th March 2018.
• The Board had launched this facility on 20th October and it is optional to traders till 15th March. Only
ICEGATE registered users can use e-SANCHIT applications by accessing the e-SANCHIT link.
• The CBEC Chairperson Vanaja N Sarna, in a communication addressing the CBEC higher officials, said
that e-SANCHIT shall be made mandatory from 15th March 2018.
• “The Board has issued instructions to all the Chief Commissioners to launch e-SANCHIT in all the EDI
locations.
• At present e-SANCHIT is only on voluntary basis. However, lack of participation from the stakeholders is a
matter of concern. In this regard Member (Customs) has issued a letter dated 23rd February 2018, which
may be gone through. An action was taken and progress made by your zone must be monitored closely,”
Sarna said.
4. How New e-SANCHIT System Works?
• Any registered ICEGATE user can upload
documents by following easy steps:
• Login into ICEGATE website. ( icegate.gov.in)
• Access the e-SANCHIT application as
provided in Menu.
• Upload document by clicking on Upload
Documents button.( Only PDF Version of
documents having size lesser than 1MB)
• Validate all PDF documents by using valid
Digital Signature.

• The list of mandatory documents for export/ import of goods from/ into India are:
• Commercial Invoice
• Packing List or Commercial Invoice cum Packing List
• Bill of Lading / Airway Bill
• Bill of Entry/Shipping Bill.
• Additional supporting documents if any
• Verification of Documents by customs:
• Once Bill of Lading or Entry is uploaded, the Customs Officers will be able to access the e-version of uploaded documents.
• Record inspection or examination reports by using handheld devices by concerned officers.
• Usage of Digital Signatures on Out-of Charge Orders or Assessed copies of Bills of Entry of authorised persons.
• The Single Window is a much-awaited facility to ease goods clearance procedures at the country’s points of entry and exit.
• Post Clearance Compliance Verification (PCCV) also carried out by online based on the e-versions of documents filed.
