4. Meaning of Cooperative Society
in Bihar
Co-operative Society means an organization registered
under the Bihar Cooperative Societies Act, 1935
or
The Bihar Self Supporting Co-operative Societies Act
1996.

Cooperative Societies Act, 1996
An Act to provide for the voluntary formation of
Cooperative Societies as Accountable,
Competitive, self-reliant business enterprises,
based on thrift, Self-help and mutual aid and
owned, managed and controlled by members for
their economic and social betterment and for the
matters connected therewith or incidental thereto
6. Objectives of Cooperatives
The co-operatives are formed primarily to render
services to its members. Generally it also provides
some service to the society. Therefore Main Objectives
are:
rendering service rather than earning profit
mutual help instead of competition
self help in place of dependence

Open and voluntary membership.
Democratic Administration.
Disposal of Surplus in relation to patronage and
common good.
Cooperative Education.
Cooperative among co-operatives
10. Role of Department
Co-operative Societies (including Co-operative Bank),
Co-operative Marketing Societies and Union’s
Cooperative Processing Societies and Industrial Co-
operatives.
Control of Warehousing Corporation, Land
Development Bank and Cooperative Marketing Union.
Control of all officers serving in the Cooperative
Department.
Administrative charge of all buildings occupied by
Cooperative Department.
11. Registrar of Cooperative Societies
The State Govt. may appoint a person to be Registrar
of Cooperative Societies for the State or any portion of
it under Section-6 of the Bihar Cooperative Societies
Act, 1935.
The RCS, Bihar has been empowered to hear any
dispute regarding cooperative societies, its members
or among the cooperative societies registered under
the State of Bihar.

14. Corruption and Nepotism
Facing charges of corruption and nepotism, the managing
committee of Pataliputra Cooperative House Construction
Society, responsible for the civic amenities in one of the
most posh localities of Bihar, has been dissolved by the
court of registrar, cooperative societies.
The decision by the registrar, A Santhosh Mathews, was
taken after six of the 11 directors of the board of the society
submitted their resignation, levelling charges of
irregularities against president Uday Sinha and secretary D
N Ram.
