The educational system in the Philippines underwent significant reforms during the American colonial period from 1898 to 1946. The Philippines Education Act of 1901 established a system of free and compulsory primary education. This led to the development of public primary schools, intermediate schools, provincial high schools, and teacher training institutions like the Philippine Normal School. The University of the Philippines was also established in 1908. The educational system focused on providing formal primary, intermediate, secondary and tertiary education. It emphasized teaching English, the 3Rs, and technical/vocational skills to train Filipinos in democracy, citizenship, morality and vocations.
