The proposed plan is to redevelop a recreational park at Hawks Dream Field, Cape Berton
Regional Municipality. The site is ideal for developing a playground for sporting activities
like bocce ball, baseball, and swimming pools. The land is quite extensive to accommodate
walking tracks and a splash pad to provide the communities around Cape Breton to have
space for personal reflection during leisure and promote engagement on physical activities
through sporting. Completing the regeneration project at Hawks Dream Field has a more
significant impact on the locals since few venues offer safe space for recreational activities
in Cape Berton Municipality (Brown et al., 2020).
The development proposal starts with a site plan through various stages of park
development to the launching of the park and sustainable maintenance practices on the
developed infrastructures. It also identifies the possible challenges and offers mitigation
approaches as well. Site planning for the Hawks Dream Field redevelopment involves
coordinating the available resources and external physical environment to support the
development goal. This involves coordinating the physical, environmental, social, financial,
and legal aspects of the selected site and its surroundings. Within the proposal, the
development takes the shortest time possible in its execution to ensure that it is completed
within the scheduled timeline.
Proposal Objective
The primary objective of this development project is to establish a sustainable recreational
park with well-equipped sporting fields (baseball pitch, walking track, bocce ball pitch, and
splash pad) and develop essential amenities like bathrooms and toilets within site.
Therefore, this proposal details the estimated cost of completing the above-mentioned
infrastructural developments, sustainability of the entire redevelopment of the recreational
park, compliance with the statutory regulations, and how the program can mitigate political
and bureaucratic obstacles during redevelopment. It also outlines the timeline for the
scheduled developments, defining the start and end dates for the project. The creation and
development of the highlighted playgrounds at Hawks Dreams Field will promote the
2. sustainable delivery of reactional programs to meet the desires of the locals by offering
them a direct link with the planning and programming of activities within the park.
The implementation of development activities at the proposed site will be anchored on the
Design for Sustainability principles. This implies that every development activity in the park
directly links with the locals' needs and expectations. For the proposal to be accepted by the
locals, they have to be directly and indirectly consulted through every phase of
development (Cape Breton Local Immigration Partnership, 2021). For instance, the public
consultation revealed that the locals acknowledge the entire municipality of Cape Breton
lacks an accessible public space where the locals can spend quality time during holidays or
leisure. Hence, the locals proposed the inclusion of baseball pitch on site to provide the
opportunity to exercise and social engagement as a community. Some of the proposed
developments are as shown in figures below.
Budget Costing For The Program
Budgeting and costing of the proposed development activities are equally important in the
sustainability and overall success of the project. The CBRM sports and recreation park is
estimated to cost slightly more than $3 million, with the provincial government donating
$2.7 million in funding (Nathanson, 2021). The CBRM regional administration had made the
donation as its contribution towards promoting physical activities as well as creating
opportunities to attract both local and external visitors and host events. In addition to the
municipality donations, the Nova Scotia government has also committed to donate
$3330,000 for the park's development. The development project will be executed in phases,
and the second phase of the project is scheduled to begin in July and is scheduled to be
completed by Spring 2023. A rough list of activities to be considered at CBRM are
Grading and leveling the site to make it ready for pitch development and splash pad.

The proposed development has to serve the three dependent goals of sustainability;
12. economic, sociopolitical, and environmental goals. With the master plan, there is the
provision of green spaces for planting trees and green cover within the park, which will
promote environmental sustainability. Consequently, the structural constructions
(washrooms, storerooms, and canteen) will be through green building methods to promote
environmental conservation (Jako, 2018). The lighting systems around the park will utilize
sustainable energy systems (solar-powered headlights and floodlights). The Cape Breton
and Dominion region enjoy a peaceful atmosphere with no history of sociopolitical
intolerance. Therefore, there is no or minimal chance of political obstacles during
implementation (Nathanson, 2021). After the completion, the project will be handed over to
the CBRM to manage and maintain the park's infrastructure and systems. For instance, the
swimming pools, splash pads, walkways, parking facilities, and lighting systems require
routine maintenance to improve their efficiency to serve their intended purposes. The
sporting courts and pitches will also require routine maintenance to ensure that the lawns
are trimmed well and the green space are weeded frequently to enhance safety within the
park. The municipality in collaboration with the local environmentalists around Dominion
will have shared custody of the park by preserving it for sustainability (King, 2020). The
parks is to offer open space for the locals but with the development, the park can as well be
used to host events and tourist space, therefore the municipality collect revenue from fees
and traffics. It is proposed that 30% of the collected revenue from the park be spent on
maintaining and upgrading the park. However, in the event that the park doesn’t realize
significant collection, the municipality has to make allocation from the government kitty for
the maintenance and upgrade of the space.
Planning for public parks by creating sports areas well-equipped with grounds and fields
and recreational activities for old age people is important to promote an active and healthy
lifestyle, develop healthy communities, and reduce costs for public transportation and
healthcare facilities (University of Deleware, 2020). There are several benefits identified for
well-built parks. Some of them include active transportation, health and economic benefits,
environmental benefits, and social and equity benefits. By following the consultation
process, the government has been able to collect an adequate amount of funds to recreate
the Cape Breton municipality successfully
