Today, the public relies heavily on digital media consisting of social media and online media that are in the grip within the internet network which provides wide-ranging information in speedy manner. The phenomenon of hoaxes in social media is part of the information warfare in the cyberspace dimension. Hoaxes as tactic of choice in propaganda defined as misleading information attacks to various aspects, covering to include health, economy, disaster-events, and politics. People who are lacking in understanding propaganda tactics like how the news and information addressed in the digital media are often fooled by hoaxes that maybe appear as texts, pictures or videos. The spread of hoaxes may get uncontrollable due to the many parties who deliberately spread the hoaxes for a particular interest with anonymous accounts, fake accounts and so-called bots. The transmission of hoaxes as global phenomenon today, affecting many countries. Hoaxes that are spread in cyberspace are difficult to control without solid cooperation between government and society. This means of bad intension today by spreading news used as an asymmetric weapon extensively exercised during any political election period. This paper is about an analysis of hoax cases occurred in the time of Jakarta Gubernatorial Election 2017 as a case study.
Big data analytics: from threatening privacy to challenging democracy
Big data analytics pose threats to individual and group privacy that can undermine key aspects of democracy. The use of big data for political targeting and messaging allows extensive profiling, prediction of views and behaviors, and manipulation of opinions. Over time, this can fragment political messages, obstruct open debate, and chill political expression through surveillance and the risk of being inaccurately profiled. An Experimental Study of Persuasive
Social Communication

Political discussion is often seen as a potential shortcut to enlightened voting. If unin-
formed individuals receive useful information from their discussion partners, then they
can make quality decisions at the ballot box without incurring the costs of becoming
informed. Discussion partners, however, have biases and these biases are reflected in
what they say about candidates. If individuals accept messages from sources with differ-
ent preferences, they could end up supporting candidates who benefit their discussion
partners instead of themselves. This article argues that egos will often accept messages
from individuals with an incentive to mislead. Instead of evaluating the messenger,
individuals evaluate the messages. When the messages are all in accord, individuals
support the candidate suggested by the messages even if the messengers are all biased.
This article presents the results of a group-based experiment in which ego networks
were exogenously determined by the researcher. In the experiment, egos tend to vote for
their party’s candidate, but they defect with greater frequency when they receive mes-
sages from members of a different party. This willingness to listen to the other side has
detrimental effects for the quality of their decisions.

It may not be polite to discuss politics, but many people constantly talk about politics at
home, in their businesses, and while they have an evening out. Many people are talking and
on occasion they are persuading others to choose a different candidate. It is well established
that discussion can affect how people view candidates and ultimately how people vote (e.g.,
Berelson, Lazarsfeld, & McPhee, 1954; Huckfeldt & Sprague, 1995). Research also shows
that discussion can lead voters to choose candidates who are not from their party (Beck,
2002; Ryan, 2010). This is a curious finding given that individuals should be able to dismiss
political messages from individuals who are not likeminded. Individuals who have different
political values will view political events differently (Gerber & Green, 1999). This should
allow someone to discount the messages sent by a source with divergent preferences, even
if one believes the discussion partner is totally sincere in his or her messages.

Digital tools are used to create a tsunami of entertainment, information, and persuasion that floods into our daily lives because media messages influence knowledge, attitudes, beliefs and behaviors. Some people are overwhelmed and others are exhilarated by the rise of generative AI, which is quickly becoming normative for both creators and consumers alike. At the same time, mistrust and distrust are rising because it’s so easy to use digital media tools to activate strong emotions, simplify information, and attack opponents. Thanks to algorithmic personalization, new forms of propaganda are being created and shared on social media. Tailored to our deepest hopes, fears, and dreams, these messages can, at times, seem irresistible.
But the practice of media literacy education offers a humanistic response to the changing nature of knowledge caused by the rise of big data and its reshaping of the arts, business, the sciences, education, and the humanities. Learn how educators can help learners to ask critical questions that enable people to recognize the subtle forms of manipulation embedded in all forms of symbolic expression. Gain an understanding of the business models and technological affordances of AI, machine learning, and big data in order to distinguish between harmful and beneficial AI tools, texts, and technologies. Learn why creative and critical thinking, when it is combined with intellectual humility and empathy, help people develop the identity of a lifelong learner. When media literacy is embedded in education at all levels, people can find common ground, restore trust, and deepen respect for the shared human values of care and compassion.
BIOGRAPHY
Renee Hobbs is one of the world’s leading experts on media literacy education. She is Founder of the Media Education Lab, a global online community. Hobbs’s book, Mind Over Media: Propaganda Education for a Digital Age won the 2021 Prose Award for Excellence in Social Sciences from the American Association of Publishers. She began her career by offering the first teacher education program in media literacy education at Harvard Graduate School of Education. She has since inspired a generation of students, teachers, and citizens on four continents who have helped develop a global media literacy movement. As a full professor at the University of Rhode Island, Hobbs has published 12 books and more than 200 scholarly and professional articles. Her engaging talks clearly demonstrate how media literacy can be implemented in home, school, workplace, and community settings. Audiences enjoy Hobbs’ passion and energy and the skillful way she engages people from all walks of life in ways that activate critical thinking about contemporary popular culture and media messages, especially the new types of persuasive genres on social media that may escape people’s scrutiny.

Rational and Expressive Choice
Rational Choice Theory and the Rational Voter Model (P = B > C; or Participation or voter choice (P) = perceived benefits of participation or choice (B) > perceived costs of participation or choice (C)) became popular in the 1970s. Pursuant to this theory and model, voters decide whether to vote and which candidate to vote for on some rational basis, usually on the basis of which action gives them greater expected benefits. The model lends itself more than others to predicting what effects changes in external conditions will have on the vote. A major contribution of the model was to emphasize the role of issues in voter choice.
The paradox of participation calls into question this theoretical perspective. The paradox theorizes that the rational individual will not waste resources by bearing the costs of taking part in the voting process but will instead take a free ride on the efforts of others. This is known as the free rider problem. The problem is especially acute when the individual does not perceive their vote as being decisive to the election outcome.
Some have used rational choice theory to argue that those in a high socio-economic class would be less active “because they have the education and intellectual sophistication to comprehend the free-rider problem and because their high salaries raise the opportunity cost of participation” (Verba 1995, 284). The facts however suggest this hypothesis is false. In fact, strong empirical evidence demonstrates that those in a high socio-economic class are actually the most likely to be active.
Other rational choice proponents, including Anthony Downs, have argued that lower information and transaction costs for the well educated imply that it is actually easier for them to participate in politics. Verba (1995) notes “[t]his approach has the virtue of fitting the facts but seems somewhat post hoc” (284).
Overall, rational choice theory must be praised for its theoretical elegance. But, the theory has done a poor job of predicting political participation. More specifically, the theory has failed to predict how much political activity and who will take part.
Some have argued that expressive choice theory can provide a more compelling explanation of voter behavior. According to Schuessler in A Logic of Expressive Choice (2000), individuals do not necessarily participate in collective action in order to produce outcomes but instead often do so in order to express who they are by attaching themselves to such outcomes.
Because under Schuessler’s perspective the value of participation emerges not from the outcome but from the process of participation itself, the free-rider problem is no longer a concern. Participation therefore is not a form of investment but rather a form of consumption. Schuessler wrote, “Consumption benefits are inextricably tied to expression: the sports fan’s expression of team support is required for him to enjoy his.
Information Warfare
1) Information warfare involves using and managing information technology to gain a competitive advantage over an opponent through activities like collecting tactical information, spreading propaganda, and undermining the quality of an adversary's information.
2) There are two views of information: as data that can be stored and transmitted, and as perceptions that can shape beliefs and images.
3) Controlling the "infosphere" is key to information warfare, as it involves influencing information flows and perceptions at tactical, operational, and strategic levels during peace, tension, and war.
Communication Theories - Knowledge Gap & Modernization Theory
This presentation discusses two communication theories - Knowledge Gap (Tichenor, Donohue & Olien, 1970) and Modernization Theory (Marks, 2014). We apply these theories through an examination of contemporary uses of social media across the globe. In India, the rise of the internet has led to the rise of "semi-arranged marriages" (Jejeebhoy et al., 2013) and a growing dating culture. In Africa, we examine how young people use social media to fulfill information needs (GeoPoll Rapid Survey, February 2017). With respect to the Knowledge Gap , we look at if education and social standing really do affect political awareness and activism, and if social media can actually help bridge socio-economic gap.

The study found that exposure to electronic media like television, radio and the internet predicted higher political knowledge and behavior than print media. Television was also found to be the dominant source of political information for respondents. Based on these findings, the study suggests that government and media proprietors should work to improve access to informative print media to curb poor reading habits among youth.

on occasion they are persuading others to choose a different candidate. It is well established
that discussion can affect how people view candidates and ultimately how people vote (e.g.,
Berelson, Lazarsfeld, & McPhee, 1954; Huckfeldt & Sprague, 1995). Research also shows
that discussion can lead voters to choose candidates who are not from their party (Beck,
2002; Ryan, 2010). This is a curious finding given that individuals should be able to dismiss
political messages from individuals who are not likeminded. Individuals who have different
political values will view political events differently (Gerber & Green, 1999). This should
allow someone to discount the messages sent by a source with divergent preferences, even
if one believes the discussion partner is totally sincere in his or her messages.

Digital tools are used to create a tsunami of entertainment, information, and persuasion that floods into our daily lives because media messages influence knowledge, attitudes, beliefs and behaviors. Some people are overwhelmed and others are exhilarated by the rise of generative AI, which is quickly becoming normative for both creators and consumers alike. At the same time, mistrust and distrust are rising because it’s so easy to use digital media tools to activate strong emotions, simplify information, and attack opponents. Thanks to algorithmic personalization, new forms of propaganda are being created and shared on social media. Tailored to our deepest hopes, fears, and dreams, these messages can, at times, seem irresistible.
But the practice of media literacy education offers a humanistic response to the changing nature of knowledge caused by the rise of big data and its reshaping of the arts, business, the sciences, education, and the humanities. Learn how educators can help learners to ask critical questions that enable people to recognize the subtle forms of manipulation embedded in all forms of symbolic expression. Gain an understanding of the business models and technological affordances of AI, machine learning, and big data in order to distinguish between harmful and beneficial AI tools, texts, and technologies. Learn why creative and critical thinking, when it is combined with intellectual humility and empathy, help people develop the identity of a lifelong learner. When media literacy is embedded in education at all levels, people can find common ground, restore trust, and deepen respect for the shared human values of care and compassion.
BIOGRAPHY
Renee Hobbs is one of the world’s leading experts on media literacy education. She is Founder of the Media Education Lab, a global online community. Hobbs’s book, Mind Over Media: Propaganda Education for a Digital Age won the 2021 Prose Award for Excellence in Social Sciences from the American Association of Publishers. She began her career by offering the first teacher education program in media literacy education at Harvard Graduate School of Education. She has since inspired a generation of students, teachers, and citizens on four continents who have helped develop a global media literacy movement. As a full professor at the University of Rhode Island, Hobbs has published 12 books and more than 200 scholarly and professional articles. Her engaging talks clearly demonstrate how media literacy can be implemented in home, school, workplace, and community settings. Audiences enjoy Hobbs’ passion and energy and the skillful way she engages people from all walks of life in ways that activate critical thinking about contemporary popular culture and media messages, especially the new types of persuasive genres on social media that may escape people’s scrutiny.

Rational and Expressive Choice
Rational Choice Theory and the Rational Voter Model (P = B > C; or Participation or voter choice (P) = perceived benefits of participation or choice (B) > perceived costs of participation or choice (C)) became popular in the 1970s. Pursuant to this theory and model, voters decide whether to vote and which candidate to vote for on some rational basis, usually on the basis of which action gives them greater expected benefits. The model lends itself more than others to predicting what effects changes in external conditions will have on the vote. A major contribution of the model was to emphasize the role of issues in voter choice.
The paradox of participation calls into question this theoretical perspective. The paradox theorizes that the rational individual will not waste resources by bearing the costs of taking part in the voting process but will instead take a free ride on the efforts of others. This is known as the free rider problem. The problem is especially acute when the individual does not perceive their vote as being decisive to the election outcome.
Some have used rational choice theory to argue that those in a high socio-economic class would be less active “because they have the education and intellectual sophistication to comprehend the free-rider problem and because their high salaries raise the opportunity cost of participation” (Verba 1995, 284). The facts however suggest this hypothesis is false. In fact, strong empirical evidence demonstrates that those in a high socio-economic class are actually the most likely to be active.
Other rational choice proponents, including Anthony Downs, have argued that lower information and transaction costs for the well educated imply that it is actually easier for them to participate in politics. Verba (1995) notes “[t]his approach has the virtue of fitting the facts but seems somewhat post hoc” (284).
Overall, rational choice theory must be praised for its theoretical elegance. But, the theory has done a poor job of predicting political participation. More specifically, the theory has failed to predict how much political activity and who will take part.
Some have argued that expressive choice theory can provide a more compelling explanation of voter behavior. According to Schuessler in A Logic of Expressive Choice (2000), individuals do not necessarily participate in collective action in order to produce outcomes but instead often do so in order to express who they are by attaching themselves to such outcomes.
Because under Schuessler’s perspective the value of participation emerges not from the outcome but from the process of participation itself, the free-rider problem is no longer a concern. Participation therefore is not a form of investment but rather a form of consumption. Schuessler wrote, “Consumption benefits are inextricably tied to expression: the sports fan’s expression of team support is required for him to enjoy his.

1) Information warfare involves using and managing information technology to gain a competitive advantage over an opponent through activities like collecting tactical information, spreading propaganda, and undermining the quality of an adversary's information.
2) There are two views of information: as data that can be stored and transmitted, and as perceptions that can shape beliefs and images.
3) Controlling the "infosphere" is key to information warfare, as it involves influencing information flows and perceptions at tactical, operational, and strategic levels during peace, tension, and war.
Communication Theories - Knowledge Gap & Modernization Theory
This presentation discusses two communication theories - Knowledge Gap (Tichenor, Donohue & Olien, 1970) and Modernization Theory (Marks, 2014). We apply these theories through an examination of contemporary uses of social media across the globe. In India, the rise of the internet has led to the rise of "semi-arranged marriages" (Jejeebhoy et al., 2013) and a growing dating culture. In Africa, we examine how young people use social media to fulfill information needs (GeoPoll Rapid Survey, February 2017). With respect to the Knowledge Gap , we look at if education and social standing really do affect political awareness and activism, and if social media can actually help bridge socio-economic gap.

This document summarizes a study that examined the relationship between media use and political knowledge and behavior among undergraduates in Southwestern Nigeria. The study found that exposure to electronic media like television, radio and the internet predicted higher political knowledge and behavior than print media. Television was also found to be the dominant source of political information for respondents. Based on these findings, the study suggests that government and media proprietors should work to improve access to informative print media to curb poor reading habits among youth.
