REIA NM (Renewable Energy Industry Association of New Mexico, a renewable trade group) worked for a year on the definition of a "simple system" for both Solar PV and Solar Thermal, and developed a single page permitting system that covers 80% of installations in New Mexico.
I "chaired" this committee: set up the meetings, reminded and guilt-tripped busy CEOs to attend, took minutes, did requested research between meetings, gathered materials, presented the permit design and made the final presentation. This work was done in 2011.

EXTINGUISHERS IN CASE OF SMALL FIRES. ON TOP OF THAT, WE
HAVE PROTOCOLS FOR CALLING EMERGENCY TEAMS AND OUR
TECHNICIANS EVACUATING THE PREMISES IF FIRES ARE MORE
THAN A SMALL FIRE.
3. HEALTH REQUIREMENTS - WE TAKE ALL CONSTRUCTION TRASH
BACK WITH US. TO MINIMIZE CONSTRUCTION NOISE ISSUES, WE
START WORK AT 8 AM AND END BY 6 PM.
3.1. LEAD AND ASBESTOS - IF WE RUN INTO LEAD OR ASBESTOS
WHEN WE FIRST ASSESS THE PROPERTY, WE HIRE A
CONTRACTOR TO REMOVE IT. WE DO NOT PUT OUR
TECHNICIANS TO WORK UNTIL AFTER THE LEAD AND ASBESTOS
CONCERNS HAVE BEEN ADDRESSED.
4. COMPLIANCE WITH HOUSING STANDARDS - MOST OF OUR WORK
IS ON THE ROOF, WITH SOME ELECTRICAL WORK INSIDE. WE
WILL SET UP SAFETY ZONES AROUND THE AREA WHERE WE
WILL PERFORM THE ELECTRICAL WORK. WHILE WE ARE
WORKING, THESE AREAS WILL BE OFF LIMITS TO THE
CUSTOMER.
5. STRUCTURAL SAFETY - WE WILL NOT DO ANY WORK THAT WILL
COMPROMISE THE STRUCTURAL STABILITY OF THE HOUSE.
6. NOISE RESTRICTIONS - WE WILL WORK ONLY BETWEEN 8 AM
AND 6 PM. OUR NOISIEST TOOL IS A BIG HAMMER DRILL THAT IF
USED WILL ONLY BE USED FOR AN HOUR AT MOST.
7. MAINTAINING ESSENTIAL SERVICES - WE DO NOT CUT HEAT, HOT
WATER, COLD WATER OR GAS TO THE HOUSE. IN SOME CASES,
WE MAY NEED TO CUT ELECTRICITY FOR A PERIOD OF 2-4
HOURS. THIS IS A NECESSITY FOR ELECTRICAL SAFETY
REASONS. WHEN WE CUT POWER TO THE HOUSE WE WILL LET
THE CUSTOMER KNOW AND WORK WITH THEM TO MINIMIZE
DISRUPTIONS.
8. OTHER REQUIREMENTS - LADDER SAFETY IS SOMETHING WE
TAKE VERY SERIOUSLY. WE WILL NOT ALLOW TENANTS OR
HOME OWNERS TO GET ON THE ROOF WHILE WE ARE WORKING
