The Barangay Newly Elected Officials (BNEO) Towards Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangays Program is a term-based capacity development program for barangay officials. Being term- based, the program runs for three years or more, subject to the extent of the term of the officials. The program is designed in recognition of the extensive role of the barangays in delivering basic services to their constituents, and at the same time, acting as the link between the national government and the people. With this enormous expectation from the barangay, there is a need to provide capacity development interventions for the barangays and barangay officials, especially because most of them have limited capacity in performing their mandated tasks and responsibilities.
Generally, the program aims to capacitate the newly-elected barangay officials to enable them to perform their mandated tasks and responsibilities and build a continuum of capacity development framework for actions anchored on the basic tenets of good governance such as transparency, accountability, and integrity, and participatory governance and corruption free communities.
The program has five (5) components:
Component 1: Ensuring Smooth Transition, aims to promote transparency and accountability by ensuring smooth turnover of leadership and along with it, documents, properties and accountabilities from the outgoing to the incoming barangay officials.
Component 2: Jumpstarting Local Governance, intents to help the newly elected officials get a head start at barangay governance. The component is divided into two (2) parts - Laying the Foundation and Planning for Development
Component 3: Sharpening the Saw aims to provide capacity development interventions or specialized courses to address specific Capacity Development needs of the barangay officials
Component 4: Looking Forward to Better Governance looks into how the barangay officials can better govern their constituents. This component is also made up of two parts - Citizenship Building and Performance Management
Component 5: Enhancing Barangay Performance recognizes exemplary performance of the barangays for two reasons - to provide additional motivation for good performance and to gather documentations of best practices in barangay governance which other barangays may replicate or learn from.

Range Resources Voluntary Plan to Close Yeager Wastewater Impoundment in SWPAMarcellus Drilling News
A voluntary plan created and submitted by Range Resources to the Pennsylvania Dept. of Environmental Protection to permanently close (and restore) the Yeager wastewater impoundment (i.e. open pond) site in Amwell Township, located in Washington County, PA. The plan was tweaked by the DEP to require Range to test for certain compounds underneath the two liners in the impoundment--liners that, according to Range, had holes in both layers.

“SECTION 4. Grant of Mineral Agreements Pending New Legislation. No new mineral agreements shall be entered into until a legislation rationalizing existing revenue sharing
schemes and mechanisms shall have taken effect. The DENR may continue to grant and issue Exploration Permits under existing laws, rules and guidelines.” - Executive Order No. 79, July 6, 2012.
The report is based on a desk study and a three-week
field trip to the Philippines, where data was gathered
through qualitative interviews. Interview partners included
affected communities, company representatives, local and
national civil society organizations, as well as government
authorities. By evaluating this data we shed light on the
main human rights issues linked to the Tampakan Project.
The choice of our interview partners reflects our human
rights approach. While our interviewees have both positive
and negative attitudes towards the Tampakan Project, they
do not constitute a representative sample of the population
in the area. Instead, our goal is to make sure that we include those people who have serious concerns with regard to their human rights situation and to analyze their hopes and fears and complement this information with desk research and the views of other stakeholders and experts.
Prior to the start of stock exchange trading on 5 January 2012, Intex issued a stock exchange announcement stating that it had signed a MoU with MCC8 for the development of its nickel project in Mindoro. This agreement could grant MCC8 a “project management contract” (“PMC”) which would mean that MCC8 would take on most of the responsibility for the project finance and development of the field. As consideration for this, MCC8 and its strategic partners would have an option to purchase up to 90% of Mindoro Nickel, in a staged process, for a total of USD 296 million. Intex would retain 10% and would have an option to buy back a further 10% for up to USD 60 million following completion of the project1.

With an estimated $1.4 trillion in reserves, Philippine mining potential ranks
fifth in the world, covering an estimated 9 million hectares, but less than
2% has mining permits. After long stagnation, the sector has been coming
back after a 2005 SC decision affirming RA 7942, considered a world-class
legal framework for sustainable development. Minerals development is a
government priority and has great potential for jobs and revenue. Government
has identified over 60 priority PPP projects. Mining can support poor
rural areas through high quality jobs, local tax payments, and community
development. The national government receives substantial royalty and tax
payments. Government revenue from mining increased 800% from 2002 to
PhP10.4 billion in 2007. However, full development of the sector continues
to face significant challenges. Lengthy, tedious approvals for Exploration
Permits (EPs) continue to impede investment. Several LGUs have closed their
provinces to mining. Industry is concerned that the Writ of Kalikasan might
disturb lawful activities. An investor cannot tell easily if land is ancestral land.
Skilled Mines and Geosciences Bureau (MGB) personnel often leave public
service. EO 79 has imposed a moratorium on new mining permits, pending the
passage of a new law on the revenue-sharing scheme between industry
The Fraser Institute Annual Survey of Mining
Companies was sent to approximately 4,100
exploration, development, and other mining-related
companies around the world. Several mining
publications and associations also helped publicize the
survey... The survey, conducted from October 9, 2012,
to January 6, 2013, represents responses from 742 of those
companies. The companies participating in the survey
reported exploration spending of US$6.2 billion
in 2012 and US$5.4 billion in 2011

Pollution Adjudication Board fines Philex Mining over Clean Water Act Violations
On Thursday, January 24, Philex disclosed to the exchange that it received a notice of issuance from the Pollution Adjudication Board (PAB)to cease-and-desist from using its tailings pond at its Padcal mine in Benguet following a mine spill in August 2012.
The new environmental legislation replaces 18 environmental laws with 8 laws and introduces 2 entirely new laws. The purpose of the review was to reduce duplication and improve the quality of regulation, ensure responsible, environmentally-friendly and sustainable development, improve economic efficiency, introduce international standards in environmental auditing and the "polluter pays" principle, increase public participation in environmental decision-making, and secure funds for environmental protection.

June 3, 2024 Anti-Semitism Letter Sent to MIT President Kornbluth and MIT Cor...Levi Shapiro
Letter from the Congress of the United States regarding Anti-Semitism sent June 3rd to MIT President Sally Kornbluth, MIT Corp Chair, Mark Gorenberg
Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202

For consideration before the Board IS the respondent's "Motion to Lift"
dated 20 February 2013.
Records of this case will reveal that the Board issued a Cease and Desist
Order (CDO)against respondent last 28 November 2012. The dispositive portion
of which reads as follows:
"WHEREFORE,after due deliberation and consultation, the
Board resolves to order respondent to Cease and Desist from

3. (1)Philex Padcal Mine TSF3 Rehabilitation & Clean-Up Plan;
(2)Certificate of Accreditation of Respondent's PCO Forester Rodolfo B.Sagud;
(3) Surety Bond; and
(4)Affidavit of undertaking executed by Engr. Libby R. Ricafort, the Vice
President and Resident Manager of Padcal Mine.
. Based on the documents submitted, the proposed Rehabilitation and
Clean-up plan includes the construction of the spillway which will replace the
penstock system, reconstruction of the offset dike and filling of the void created
b the tailings spill.
Respondent also prays that the CDO be temporarily lifted immediately
once the Mines and Geo-sciences Bureau (MGB)lifts its suspension order with
respect to the operations of Philex Padcal Mine without prejudice to its Motion
for Reconsideration dated 05 February 2013.
During the deliberation last 25 February 2013, the Board noted the need
and urgency to issue the TLO in favor of Philex Mining Corporation to allow it to
operate the TSF3 based on the findings of the Mining and Safety Division of
MGB and the testimony of the MGB Director, Leo L. Jasareno. According to
MGB, Philex Mining Co. must be allowed to operate to immediately fill the void
which was created due to the scouring of the sediments resulting from the
collapse of Penstock A, in order to prevent the weakening of the main dike which
holds. the mine tailings. The MGB, further stressed that in the event the main
dike collapses, it will cause irreparable and catastrophic damage the
environment and to the communities since an approximately one hundred forty
million (140,000,000) tons of mine tailings will be discharged by the TSF3.
Please note that the incident last 01 August 2012 wherein Penstock A collapsed
discharged only a total of 20,689,179.42 tons of tailings which already brought
considerable damage to Agno and Balog rivers.

Add.: Padcal, Tuba, Benguet
4. The Board also finds the proposed action ,by Philex Mining Co. to fill the
void and the reconstruction of the offset dike technically plausible as supported
by MGBin order to protect the main dike. The Board, nonetheless, directs Philex
Mining Co. to fabricate another sphere as a precautionary measure which shall
be used in plugging the remaining functional penstock in case the same will
collapse similar to what happened last 01 August 2012 to penstock A.
WHEREFORE, after due deliberation and consultation, the Board resolves
to Temporarily Lift the issued Cease and Desist Order last 28 November 2013
to allow respondent to implement its Pollution Control Program by filling the void
with fresh tailings as well as reconstruction of the offset dike.
The temporary lifting shall only be effective for four (4) months which
shall be reckoned from receipt of this Order. Within the TLO period, the
respondent shall comply with the following:
1. Prior to the expiration of the TLO period, submit to the Board thru the
Regional Office a detailed report on the status of its compliance with the
commitments made and other directives of the Board;
2. Fabricate another sphere as a precautionary measure to be used In
plugging penstock B in case the same incident occurs; and
3. Prepare and submit to the Board a monthly self-monitoring report (SMR)
duly received by the Regional Office.
The Regional Office is also directed to conduct a bi-monthly monitoring in
coordination with MGB to verify respondent's progress in the rehabilitation of
TSF3.
The issuance or. this order shall be without prejudice to the fines
previously imposed by the Board against respondent, the discussion of which,
shall be covered by a separate Order.
