Donation Opportunity Access to food is a fundamental human right* and is the main priority in the
Venezuelan humanitarian crisis. *Universal Declaration of Human Rights (Article 25).
The Hope For Venezuelan Refugees Team, in partnership with the United4Change
Center (U4C), is raising funds to support Phase 5 of the Hope For Venezuelan
Refugees “Soup Meal” Program, an emergency response effort to provide the
selected Food Distribution Centers/Shelters listed below with the needed food
commodities to prepare and distribute 350 “soup meals” per day to help alleviate
hunger affecting the Venezuelan refugees, migrants and walkers “caminantes” on the
Cúcuta-Pamplona humanitarian route. This project is led by Rotarian Cristal Montañéz
Baylor from the Rotary e-Club of Houston.
The cost of each “soup meal” is US$0.50 and consists of:
- A nutritious bowl of chicken & vegetable soup
- An arepa (Venezuelan traditional cornbread)
- A cup of hot panela water (unrefined whole cane sugar)

Fundraising Goal Our initial goal is to raise $25,000 to provide 49,000 “soup meals” for a period of 140
days (20 weeks). You can choose to join this emergency response effort to make an
impact and benefit Venezuelan refugees, migrants, and walkers “caminantes” with
hope and the fundamental human right of access to food by donating to our cause:
- $175 will provide a total of 350 “soup meals” for 1 day
- $1,225 will provide a total of 2,450 “soup meals” for 7 days
- $2,450 will provide a total of 4,900 “soup meals” for 14 days
- $4,900 will provide a total of 9,800 “soup meals” for 28 days
- $7,350 will provide a total of 14,700 “soup meals” for 42 days
- $9,800 will provide a total of 19,600 “soup meals” for 56 days
- $24,500 will provide a total of 49,000 “soup meals” for 140 days

Project Background The Hope For Venezuelan Refugees is an emergency response humanitarian Project
created to help alleviate hunger affecting thousands of vulnerable Venezuelan refugees,
migrants, walkers “caminantes” on the Cúcuta-Pamplona humanitarian route. With the
support of Rise Against Hunger (RAH) meals and locally produced commodities
provided to existing food distribution centers and shelters, volunteers prepare, cook,
and distribute meals for this migrant population.
Thanks to the successful implementation of this Project, more than 859,000 meals have
been distributed to the refugee and migrant population through the selected food
distribution centers. Personal protection equipment (PPE), portable handwash stations,
face masks, cleaning, and disinfectant supplies were distributed as part of our efforts to
help prevent the propagation of COVID-19 on the humanitarian route.
The Hope For Venezuelan Refugees Project was initiated by a fellow Rotarian of the
Rotary e-Club of Houston and Cristal Montañéz Baylor, in partnership with the Rotary
Club of Cúcuta, with the support and donations of Rise Against Hunger (RAH), Rotary
Clubs and allied organizations, that joined efforts to develop, facilitate, and manage
Phases 1-4 of this successful Project from January 2019 through March 2021when the
international cooperative agreement with our key donor ended.

Venezuelan Crisis
Brief Background
Venezuelans are struggling to survive in a country suffering the worst political and
economic crisis in history caused by the Nicolas Maduro regime, a continuation of the
Hugo Chávez regime. The shortage of food and medicine, lack of essential services
such as electricity, water, propane gas, gasoline, and collapsed hospital systems have
forced Venezuelan to abandon their homeland.
Most Venezuelans live in extreme poverty and misery. Children, elderly, and the sick
are the most affected by the Venezuelan complex humanitarian crisis. Every day, more
die from causes related to hunger, malnutrition, and disease. The unemployment rate is
35.5 percent1and annual inflation rate of 2,667 percent was reported in January of
2021(2). With an unprecedented monthly minimum wage equivalent to a base salary
of $2.40 plus the food bonus now represents $3.503
which is only enough to buy a
kilogram of cheese and a liter of milk.
This complex crisis has forced 1 in 7 Venezuelans to abandon their homeland for
neighboring countries like Argentina, Brazil, Colombia, Chile, Costa Rica, Ecuador,
Mexico, Panama, and the U.S. Resulting in the most significant refugee exodus in
Latin American’s history and the Western Hemisphere, and the biggest forced
migration crisis caused by dictatorship and corruption.
According to the United Nations High Commissioner for Refugees (UNHCR) and
Organization of International Migrations (OIM), the number of Venezuelans leaving
their country has reached 5.6 million. The Regional Refugee and Migrant Response
Plan for Refugees and Migrants from Venezuela (RMRP) projects this number to reach
5.10 million at the end of 2021, making this crisis the biggest forced migration crisis
caused by dictatorship and corruption, surpassing the Syrian refugee crisis, which has
suffered from war for more than eight years.
Colombia hosts the largest number of refugees and migrants, with nearly 1.8 million,
and 845,000 Colombian and binational returnees according to the Regional Refugee
and Migrant Response Plan for Refugees and Migrants from Venezuela (RMRP 2021
R4V Colombia). This complex humanitarian crisis is worsening the growing food
insecurity and hunger in the region affecting the Venezuelan refugees, migrants,
walkers “caminantes,” and vulnerable local communities.
At the end of January 2020, as the new coronavirus Sars-CoV-2 (COVID-19) began to
spread throughout Europe, the Colombian authorities were aware that the disease
would eventually arrive in the country and test its health system—a system already

burdened by various historical, social, and economic-related problems, likely to be
exacerbated by the pandemic and to lead to tragedy.
The arrival of Sars-CoV-2 in Colombia coincided with the epidemic of seasonal
influenza and rising outbreaks of dengue fever and malaria. Due to this, the country
took early action, and on 25 March, it declared an obligatory mass quarantine.
According to the World Health Organization (WHO), the Colombian government, led
by President Iván Duque and the governors and mayors of the main cities, swiftly
designed a strategy to respond to COVID-19 with monitoring and evaluation
mechanisms and instruments such as the Unified Command Post (PMU).
As the number of COVID-19 cases increased in Colombia and other neighboring
countries, so did the number of displaced Venezuelans who lost their income source
and were evicted from their homes. In contrast, others continued to flee from
Venezuela to Colombia and other countries, escaping violence, persecution, lack of
work, and scarcity of food and essential services in Venezuela, resulting in a bi-
directional migration despite the restrictions imposed by the coronavirus pandemic.
The COVID-19 pandemic caused food insecurity affecting the Venezuelan refugees,
migrants, Colombian returnees, and the vulnerable local communities to worsen in the
region. It has been very challenging for the local and national governments and
international organizations to contain the influx of refugees and provide food for this
vulnerable population.

Page 1 of 7 PHASE 5 HOPE FOR VENEZUELAN REFUGEES “SOUP MEAL” PROGRAM Procurement & Distribution Request of Support Proposal June 2021 Project Title Phase 5 Hope For Venezuelan Refugees “Soup Meal” Program Slogan Alleviating hunger - Building peace Country Colombia Target Population Venezuelan refugees, migrants and walkers “caminantes” Donation Opportunity Access to food is a fundamental human right* and is the main priority in the Venezuelan humanitarian crisis. *Universal Declaration of Human Rights (Article 25). The Hope For Venezuelan Refugees Team, in partnership with the United4Change Center (U4C), is raising funds to support Phase 5 of the Hope For Venezuelan Refugees “Soup Meal” Program, an emergency response effort to provide the selected Food Distribution Centers/Shelters listed below with the needed food commodities to prepare and distribute 350 “soup meals” per day to help alleviate hunger affecting the Venezuelan refugees, migrants and walkers “caminantes” on the Cúcuta-Pamplona humanitarian route. This project is led by Rotarian Cristal Montañéz Baylor from the Rotary e-Club of Houston. The cost of each “soup meal” is US$0.50 and consists of: - A nutritious bowl of chicken & vegetable soup - An arepa (Venezuelan traditional cornbread) - A cup of hot panela water (unrefined whole cane sugar)
  • 2. Page 2 of 7 Fundraising Goal Our initial goal is to raise $25,000 to provide 49,000 “soup meals” for a period of 140 days (20 weeks). With the support of Rise Against Hunger (RAH) meals and locally produced commodities provided to existing food distribution centers and shelters, volunteers prepare, cook, and distribute meals for this migrant population. Thanks to the successful implementation of this Project, more than 859,000 meals have been distributed to the refugee and migrant population through the selected food distribution centers. Personal protection equipment (PPE), portable handwash stations, face masks, cleaning, and disinfectant supplies were distributed as part of our efforts to help prevent the propagation of COVID-19 on the humanitarian route. The Hope For Venezuelan Refugees Project was initiated by a fellow Rotarian of the Rotary e-Club of Houston and Cristal Montañéz Baylor, in partnership with the Rotary Club of Cúcuta, with the support and donations of Rise Against Hunger (RAH), Rotary Clubs and allied organizations, that joined efforts to develop, facilitate, and manage Phases 1-4 of this successful Project from January 2019 through March 2021when the international cooperative agreement with our key donor ended.

The shortage of food and medicine, lack of essential services such as electricity, water, propane gas, gasoline, and collapsed hospital systems have forced Venezuelan to abandon their homeland. Most Venezuelans live in extreme poverty and misery. Children, elderly, and the sick are the most affected by the Venezuelan complex humanitarian crisis. Every day, more die from causes related to hunger, malnutrition, and disease. The unemployment rate is 35.5 percent1and annual inflation rate of 2,667 percent was reported in January of 2021(2). With an unprecedented monthly minimum wage equivalent to a base salary of $2.40 plus the food bonus now represents $3.503 which is only enough to buy a kilogram of cheese and a liter of milk. This complex crisis has forced 1 in 7 Venezuelans to abandon their homeland for neighboring countries like Argentina, Brazil, Colombia, Chile, Costa Rica, Ecuador, Mexico, Panama, and the U.S. Resulting in the most significant refugee exodus in Latin American’s history and the Western Hemisphere, and the biggest forced migration crisis caused by dictatorship and corruption. According to the United Nations High Commissioner for Refugees (UNHCR) and Organization of International Migrations (OIM), the number of Venezuelans leaving their country has reached 5.6 million. The Regional Refugee and Migrant Response Plan for Refugees and Migrants from Venezuela (RMRP) projects this number to reach 5.10 million at the end of 2021, making this crisis the biggest forced migration crisis caused by dictatorship and corruption, surpassing the Syrian refugee crisis, which has suffered from war for more than eight years. Colombia hosts the largest number of refugees and migrants, with nearly 1.8 million, and 845,000 Colombian and binational returnees according to the Regional Refugee and Migrant Response Plan for Refugees and Migrants from Venezuela (RMRP 2021 R4V Colombia). This complex humanitarian crisis is worsening the growing food insecurity and hunger in the region affecting the Venezuelan refugees, migrants, walkers “caminantes,” and vulnerable local communities.   • 6. Page 6 of 7 burdened by various historical, social, and economic-related problems, likely to be exacerbated by the pandemic and to lead to tragedy. The arrival of Sars-CoV-2 in Colombia coincided with the epidemic of seasonal influenza and rising outbreaks of dengue fever and malaria. Due to this, the country took early action, and on 25 March, it declared an obligatory mass quarantine. According to the World Health Organization (WHO), the Colombian government, led by President Iván Duque and the governors and mayors of the main cities, swiftly designed a strategy to respond to COVID-19 with monitoring and evaluation mechanisms and instruments such as the Unified Command Post (PMU). As the number of COVID-19 cases increased in Colombia and other neighboring countries, so did the number of displaced Venezuelans who lost their income source and were evicted from their homes. In contrast, others continued to flee from Venezuela to Colombia and other countries, escaping violence, persecution, lack of work, and scarcity of food and essential services in Venezuela, resulting in a bi- directional migration despite the restrictions imposed by the coronavirus pandemic. The COVID-19 pandemic caused food insecurity affecting the Venezuelan refugees, migrants, Colombian returnees, and the vulnerable local communities to worsen in the region. It has been very challenging for the local and national governments and international organizations to contain the influx of refugees and provide food for this vulnerable population.
