There have been an increasing number of pharmaceutical product withdrawals and liability lawsuits in recent decades. Major issues include Vioxx being withdrawn in 2004 due to heart risks and resulting in over 10,000 lawsuits against Merck. Insurers have responded by significantly raising retentions, restricting coverage, and excluding many common drugs from coverage due to the uncertainties in estimating losses. Some major pharmaceutical companies have even stopped purchasing conventional products liability insurance due to these challenges.
