This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

Hello everyone, thank you all for coming out this evening. I want to welcome you all to our first info session for the brand-new Penn Wharton I4A Student Initiative. A special welcome also to Professor Petkoski, who created the I4A Competition and who makes all this possible.
My name is Marie-Louise Wiegert and I am a junior in Wharton, concentrating in Finance and Statistics with a minor in Psychology. I personally have been interested in social impact and international development for a long time. For instance, I took a gap year to volunteer in S.A. and worked with Penn Microfinance and PIBV. I became involved with I4A because I found that a lot the projects I did for other clubs have a very limited impact. With I4A we have an opportunity to really make a difference on a global level.

Together over the summer, the two of us decided to create this new student organization, which will essentially have the purpose to help expand the scope and scale of the Ideas for Action, short I4A, competition. I4A is an annual competition where young people from all around the world submit ideas for how the post-2015 development agenda can be implemented. It was founded in collaboration between Wharton and the World Bank with the purpose to get young people, hence our generation, more involved with the international development agenda.
Marie: The SDGs are a new, universal set of goals, targets, and indicators that UN member states will be expected to use to frame their agendas and political policies over the next 15 years
They follow and expand on the MDGs, which were agreed upon by governments in 2000 and are due to expire by the end of this year
There is broad agreement that while the MDGs provided a focal point for governments on which to hinge their policies and overseas aid programs to end poverty and improve the lives of poor people – as well as provide a rallying point for NGOs to hold them to account – they have been criticized for being too narrow.
They failed to consider the root causes of poverty or gender inequality, or the holistic nature of development.
Around 1 billion people still live on less than $1.25 a day – the WB measure on extreme poverty and more than 800 million do not have enough food to eat. Women are still fighting hard for their rights, and millions of women still die in childbirth.
SDGs: 17 goals have been proposed. Within these goals, there are 169 targets
Proposed targets under goal 1, for example, include reducing at least half the number of people living in poverty by 2030, and eradicating extreme poverty.
Goals were determined by an open working group with representatives from 70 countries. The SDGs in their final form will be agreed to by all governments at a special summit this September.
Youth engagement throughout the design and implementation process is critical for success.
Therefore, the I4A competition engages young people around the world to encourage them to develop and share their ideas for financing solutions to deliver the post-2015 development agenda.
How will the goals be funded? That’s the trillion-dollar question.
To realize this vision, a just-as-ambitious plan for financing and implementation is needed.
Public finance, public-private partnerships, and aid will be central to support the implementation of the ambitious SDGs.
Developing new ideas for financing the SDGs is therefore a focal point in the I4A competition.
Therefore, I4A competition encourages youth around the world to develop and share their ideas for financing solutions to deliver the post-2015 development agenda. The first round took place this year and was already hugely successful. Over 1300 students and young professionals from 130 countries participated and submitted over 330 proposals. We were already able to get a number of really amazing corporate partners on board, such as PepsiCo, Citibank, and Firmenich.
As mentioned before, Professor Petkoski co-founded this competition. In addition to teaching at the Lgst department, he has held various senior positions at the WB and works today as a consultant and advisor to the WB. Before going into the details of our work, I would now like to hand it over to Professor Petkoski so that he can tell you a little about his experience and vision in creating this initiative.
Bryn:
The top six proposals were selected through a rigorous and multi-layered selection process.
Senior management from the World Bank Group and Wharton, as well as private sector executives from Citibank, PepsiCo, G-24 Secretariat, and Firmenich USA, participated in the final review panel.
Overview of Pennsurance proposal
A main objective of the I4A student club will be to expand the competition both before and after the actual proposal submission.
Goal: Accompany participants along their entire I4A journey – from inception to implementation, from developing an idea to putting it into practice.
Our club will help Wharton and the World Bank to capture the entire process.
Global Classroom: will provide prospective participants with an opportunity to do research, to collaborate in developing their own ideas, and to form a global community of young people invested in international development work.
Project Incubator: will be a follow-up step after the actual competition to support teams in implementing their ideas.
The objective is to maximize the potential value inherent in all the great proposals.
Beyond the three winning ideas, there is a lot of potential in many of the runner-up ideas and we want to help capture as much of this as possible.
Whereas the Global Classroom is more general and theoretical, the incubator will provide more focused support.
