Notable Projects
Wacker Polysilicon Facility, Tennessee ($760k fee). I took over as design manager of a
struggling Fire Alarm design-build effort for 30 new buildings (560 sheets) at an industrial
chemical plant. I re-chartered the design team(mostly new design staff), revamped the QC
process and realigned the design process to improve quality and provide quality submittals to the
client while driving an aggressive schedule. This amid the loss of three key team members, tow
of which quit and the other had mental health issues. This required bringing in temp staff and
managing available staff and resources to maintain an aggressive schedule which was essential to
make up for lost time caused by the previous design team.
Broadway Research Laboratory, Baltimore, MD, John Hopkins University. I was project
manager of the commissioning effort for this facility ($600k fees). I participated in the electrical
portion of the commissioning effort for this facility as well. During the design I reviewed design
work done by other firms on behalf of John Hopkins University. This work has included
lightning protection, elevators, generator, instrumentation controls, interior power, lighting
systems (interior and exterior), medium voltage switchgear and transformers (15kV). The type of
facilities included office spaces, laboratories, and animal holding areas (white lab rats).
Completed in 2004.
Dulles International Airport, Metropolitan Washington Airport Authority, Dulles, VA.
($100k Fee) Served as a project manager for a services during construction contract for Dulles
International Airport, Metropolitan Washington Airport Authority. This work included
consultation, shop drawing review, answering requests for information, and providing design for
change orders. This project included utilities work associated with electrical distribution, natural
gas, water and sanitary systems. A sanitary pump station with odor control, 13.2kV Switchgear,
10 pad-mounted transformers, overhead and underground distribution was provided. Work
completed in 2001.

2. Facilities Utilization studies, 480th
Intelligence Wing (IW), World-wide locations. I was the
electrical and communications lead for various Facilities Utilization studies for SCIF facilities.
This work was done for the 480th
Intelligence Wing of the US Air Force at Langley Air Force
Base and is the ground work associated with six future construction projects ranging in cost from
$30 to $120 million each o a total of about $600 million. This work included identifying the
current and future needs of the entire wing including five Groups and the Head Quarters of the
480th IW
. The Wing’s five DGS Groups have similar functions and are located throughout the
world at strategic locations. Our study focused on the critical operational needs of the DGS
facilities to provide highly flexible and functional facilities that are easy to maintain and expand
while operating 24/7 non-stop missions. Special communications systems are required as well as
Tier 3 and 4 level of redundancy for data centers and operations facilities. I was responsible for
recommendations for Power Plants, UPS systems, security systems and communications
systems. These systems support missions as described below. These facilities are located in
South Korea, Germany, Hawaii, Virginia and California. These are all SCIF facilities requiring
special security and communications systems. The facility recommendations ranged in value
from $30 million to $120 million each in facilities construction cost. The DGS facilities are war
fighting units leveraging national/DoD intelligence, surveillance and reconnaissance assets in the
form of air, space and ground systems architecture. These units project global vigilance,
providing persistent world-class timely and tailored multi-discipline intelligence analysis to the
war fighter while directing reach back/distributed operations. The job of each DGS is to execute
national and tactical ISR operations and missions providing predictive, actionable intelligence
for war fighting forces, combat commanders and national authorities. The Groups are each
comprised of approximately 1,500 personnel. The Groups receive, analyze and report elements
of Imagery and Signals Intelligence for U-2, Predator, Reaper, and Global Hawk imagery. Two
studies were completed in 2010 the other four will be completed by the end of 2010.
Generator, Bangor, Maine($2 million construction and $150k fee). Design Manager for adding
a 1250 KW, 13.2 KV generator plant to back-up an entire Waste Water Treatment plant.
Completed in 2003.
Wind Turbine Project, Otis AFB, Massachusetts ($4 million construction and $150k fee). I
was design manager of the design of a 1000 KW wind turbine. The design was completed in
2006 and construction in 2010.
DGS-1 Intelligence Operations Facility; USACE Norfolk District; Langley AFB, VA - I was
involved in the development of this project from cradle to grave over a 7 year period. I
performed the initial Facility Needs Assessment Study, developed programming
recommendations, and participated in ACC site assessment, concept design and was electrical
design lead. This also included enterprise wide coordination which included a
telecommunications conference with DGS-1, DGS-2, NV ANG, and KS ANG representatives to
develop unique communications standards across all commands. I developed a phased design
approach for development of $80 million facility that houses $750 million of equipment, 145,000
SF DGS-1 complex, with a 600-person SCIF and a 200 person Operations Center (following
DCID 6/9), collateral and unclassified support facilities, and warehouse. Developed concepts for
five separate telecommunications networks based on Red/Black recommended separations using

3. the latest Category 6 and fiber cabling requirements. I designed the power system for N+1
redundancy with some aspects of Tier 4 fault tolerance to serve power to the entire facility which
consisted of a paralleling generator plant to provide approximately 6MVA of capacity. Also a
UPS system was provided consisting of a static UPS system with the capacity to grow to a
2500A capacity with fully redundant UPS’s. This project supports a 24/7 command and control
critical facility that supports combat operations. This facility included a server farm that
accommodates up to 180 cabinets and was designed to support blade servers. This project
recently received a design award. The design portion of this work was completed in 2007 and
the construction was completed in 2009. I was electrical lead on DGS-1 and communications
lead on DGS-2 but I was overall super-lead of both disciplines for both projects. DGS-1
received the 2007 Air Force Air Combat Award Citation Award Concept Design category.
DCGS Command and Control Intelligence Operations Facility; USACE Sacramento
District; Beale AFB, CA –Telecommunications lead for a $60 million, 110,000 SF facility
including primarily SCIF Operations Floor spaces based on ICD-705. Developed design for
redundant telecommunications systems. Developed concepts for five separate
telecommunications networks based on Red/Black Recommended separations using pre-
terminated MTP/MPO fiber trunk system to provide horizontal fiber to the desk-top cabling.
This included 16 communications connections per user to support NIPRNET, SIPERNET,
JWICS, and several other SCI level data systems. This facility included a server farm that
accommodates up to 340 cabinets and was designed to support blade servers, rack mounted PC’s
and flexibility to add in-row cooling for 20kw cabinets.
DGS-2 Intelligence Operations Facility; USACE Sacramento District; Beale AFB, CA – I
was involved in the development of this project from cradle to grave over a 7 year period with
this project concurrently with DGS-1 described above. The only difference was that my role on
this project was telecommunications lead for the phased development of $48 million, 110,000 SF
addition to the existing DGS-2 complex, including 600-person SCIF Operations Center,
collateral facilities, and replacement warehouse. The SCIF was designed per DCID 6/9, SAR
area per JAFAN 6/9. Developed design for redundant telecommunications systems. Developed
concepts for five separate telecommunications networks based on Red/Black Recommended
separations using the latest Category 6 and fiber to the desk-top cabling requirements. Provided
all fiber to the desktop and included 16 communications connections per user to support
NIPRNET, SIPERNET, JWICS, and several other SCI level data systems. This facility included
a server farm that accommodates up to 200 cabinets and was designed to support blade servers.
The design portion of this work was completed in 2007 and the construction was completed in
2009.
USTRANSCOM Consolidation; USACE Louisville District; Scott AFB, IL($84 million) -
Designed telephone and data systems for three-story, 248,400 SF facility. This included almost
134,000 SF SCIF space and support for communications intensive operations. This included
almost 50,000SF of operations floor space and support for communications intensive operations
throughout the building. Also include were special high end PCs with 750w power consumption
each which required special cooling provisions at the desk top. Support for NIPRNET,
SIPERNET, JWICS, wireless LAN and several other SCI level data systems. A PDS was also

4. provided. The design portion of this work was completed in 2008 and the construction was
completed in 2010. This project received the 2008 Air Force Merit level Design Award.
DPOC Addition, Langley AFB. ($750k construction and $70k fee). I was Design Manager
for the addition 3,000 SF of critical operations space to an existing high-tech facility. Completed
2004.
Mile Long Building Study, Langley, AFB. ($50k fee) I was Design Manager for a fast
track study to determine the cost and feasibility of removing a contaminated mile long
building foundation along the water front of the base and allow redevelopment of the
area as a park and jogging track. Completed 2004.
Hampton Roads Sanitation District, Electrical Upgrade at Boat Harbor and James River
WWTP, Hampton Roads, VA ($1.2 million). I was design manager of an electrical upgrade of
the main electrical systems of these two plants. Design fee $50 k. Completed in 2002.
U.S. Naval Base, Norfolk, VA. - Piers 2 and 21 replacement ($80 million) - designed power,
lighting, telephone and data systems for the prototype Navy pier of the future. This job included
a shore power system, telephone, cable TV, T1 service and fiber optic systems for connection to
Navy Ships. Each of these two piers consisted of 32MVA of electrical service for ship to shore
connections. The fiber optic system was in support of a base-wide WAN system. I also designed
a wide area network for sanitary and oily waste water system monitoring. This job also included
extensive electrical utilities work and the expansion of an existing 34.5KV switching station to
handle an additional 200 MVA of power requirements. This work include innovative approaches
to providing shore power to ships using semi-portable substations and double deck piers which
established a new standard for the Navy. Design completed in 1998.
New York City CMMS, Telecommunications Design. (1.2 million construction cost and
$150k fee) I served as Design Manager and telecommunications lead for services associated
with various LAN's and a WAN for the New York City DEP. This included 3 weeks of site visits
to most NYC DEP Wastewater Plants and associated facilities (approximately 26 facilities).
Evaluated existing LAN's and WAN's for suitability to support new CMMS system. We
provided telecommunications design to provide sufficient infrastructure to serve a new Citywide
CMMS system. The following sites were included in this project; Wards Island WPCP , Bowery
Bay WPCP, Rockaways WPCP, Newtown Creek WPCP, North River WPCP, Red Hook WPCP,
Hunt's Point WPCP, Tallman Island WPCP, Port Richmond WPCP, Coney Island WPCP,
Oakwood Beach WPCP, 26th Ward WPCP, Jamaica WPCP, Owl's Head WPCP, Gowanus CF,
Paedergaet CF, Spring Creek PS, V Ave CF, 13th St PS, Manhattan and Bronx Grit Chamber .
The LAN design included routers, switches, outlets, fiber optic cabling and Cat 5e cabling at all
sites listed above. These were tied together with a combination of T1 lines and wireless
communication systems. The sites were located throughout New York City. Completed in 2003.
Air National Guard Headquarters Facility, Andrew's Air Force Base, Maryland. I was
Electrical and communications lead. This included Lighting, Power, Grounding, Fire
Alarm/Mass Notification, Cable Tray, Day-light harvesting control, sound marking system and

5. Security Plans. Also it included under floor air distribution and raised floor plus single-mode
fiber to the desk-top using GPONG networking. This was a 160,000 square foot, multi storied
headquarters building. The building was designed to achieve a LEED Silver certification. The
construction completion is expected by the end of 2010. This project received the 2008 Air
Force Honor Design Award.
Other Projects
Transformer Replacement Project, IMF, Washington, DC 10/2010-04/2011
I designed and managed the electrical and structural engineering effort associated with installing
three 2500 kva transformers in the underground garage areas of the IMF building in downtown
DC. This was our first DB job for the IMF. The IMF picked M.C. Dean with some reservations.
This job required gaining the IMF’s trust from the beginning which was a difficult task. I
recognized their sensitivity to costly shoring costs and was able to walk them thru options and
solutions thereby gaining their personal trust. We provided a solution that allowed us to build a
new transformer in the existing electrical room which saved much time and money on shoring
required bring a heavy factory built transformer to the electrical room via the underground
garage. The original job only required one transformer and the customer was so impressed that
they awarded two more transformer replacements to us.
NTTA lighting Control Replacement, NTTA (Dulles, VA) 11/2010 – 02/2011
I was the designer and construction project manager for the design and construction work
associated with replacing and upgrading the lighting control system for a large data center
facility. This included the installation and programming of several Hubbel lighting control
panels. Also included were modifications to existing control stations and existing occupancy
sensors throughout the facility.
Roof Mounted HVAC, MTS Upgrade, Rackspace (Herndon, VA) 10/2010-11/2010
I was the designer for the addition of 38 manual transfer switches to roof top units of a large data
center facility.

addition of roof-mounted HVAC units to provide redundant cooling for a small data center

I was the designer for the addition of UPS and Generator Power for a SCIF facility built at an Air
Force Base. This included a 200 kw UPS and a 400 KW generator which where each housed in
containerized buildings adjacent to building 3250. I also designed the interior UPS power
distribution system to serve desks and server racks.

Project Accomplishments: I designed the electrical system to renovate an operation area
consisting of 120 desks. The space was converted for using floor boxes to having powered

I performed various arc-flash studies for Lockheed Martin and I also served as project manager
for this project. I coordinated data collection and data input with several field staff and then
completed short circuit, coordination and arc-flash studies for these projects.

KS ANG; Air Intelligence Operations Facility; McConnell AFB, KS - Telecommunications
design of Design of $7.8 million, 22,000 SF facility included SCIF for imagery weapons systems
and support functions, in a communications-intensive facility, a small data center and an
operations center with high end Sun Blade PCs. Provided senior electrical/telecommunications
design guidance for 10,000 SF renovation of a temporary facility, including design of redundant
electrical power and telecommunications pathway systems. Completed in 2006.
Air National Guard, Otis AFB- Conducted a condition assessment study to determine the
condition of 60 facilities at Otis AFB. This study was conducted to assist in planning for future
usage by the 102nd Flight squadron. The purpose was to determine space usage based on ANG

8. category codes and determine the feasibility of renovating facilities as opposed to building new
facilities to effectively and efficiently fulfill the squadron's mission. Recommended renovations
and upgrades of power and lighting systems taking into account 20- to 50-year lifecycle.
Provided a design guide for work at Otis AFB. This included guidance for all electrical and
communications systems on the base including medium voltage distribution, interior power and
lighting, telephone and data systems. Completed in 2000.
Evolution Networks Solutions Provided a design guide for Data Center work for Evolution
Networks Solutions, a telecommunications company. This included guidance for all electrical
and communications systems including interior power, lighting, telephone, and data systems.
Additionally recommendations were provided for emergency power for 24/7 operations that
included redundant generators, UPS, fly wheel, and flexible power distribution networks.
Additional guidance was provided for DC power distribution.
Dickstein Shapiro Morin & Oshinsky, LLP, Washington, DC- For Dickstein Shapiro Morin
& Oshinsky, LLP, Washington, DC, conducted an electrical system condition assessment for an
existing one-story leased office building. Interviewed the building owner, performed a field
survey and prepared a report. The report stated the existing condition of the electrical and
telecommunications systems and recommended action taking into account a 20-year lifecycle.
This study was to help the client decide if they would remain in the building or build a new one.
Dulles International Airport, Metropolitan Washington Airport Authority, Dulles VA-
Conducted a utilities study to predict future electrical power needs for the expansion of Dulles
International Airport, Metropolitan Washington Airport Authority. This work included studying
current facility power usage and using this historical information to predict power usage of future
similar facilities. Based on this study, I also designed a 13.2KV electrical distribution system to
replace an existing 34.5KV system. This work included replacing existing transformers at
approximately 10 buildings. Completed in 2000.
DC WASA, Washington, DC. I served as a consultant and did various tasks associated with
program management activities. I developed telephone installation standards for the EPMC-IV
program for DC WASA. I worked with DC WASA as part of EPMC-IV for review and
coordination of program management for all solids processing facilities. I assisted with
management of a plant wide electrical system study at Blue Plains Advanced Wastewater
Treatment Facility. I provided electrical coordination and review of Additional Dewatering
Facility and Egg Shaped Digester Facility. I prepared electrical portions of preliminary designs
for WASA solids handling facilities. I served as a consultant and reviewer for a project that
involved the replacement of dewatering centrifuges. I also worked on the conceptual design for a
new Digestion, Sludge Thickening and Scum Handling facility. I evaluated the feasibility of
providing ASD's on existing Raw sewage pump motors. I developed the scope of work for this
future project. Between 1999 and 2005.
Alexandria Sanitation Authority (ASA), Alexandria, VA. Staff instrumentation and control
engineer responsible for providing services during construction for the Alexandria Sanitation
Authority (ASA) advanced wastewater treatment facility, a $260-million expansion project.

9. Duties include reviewing the instrumentation and control submittals, responding to Contractor's
clarifications, and the preparation of documents related to work orders and design modifications.
Between 2000 and 2004.
Genuity, Various locations, USA. Provided electrical design for various POP sites ranging in
size from 5,000 to 10,000 square feet. This included redundant AC and DC power distribution
systems. Additional emergency power was provided via generator sets and DC battery systems.
DC power systems included two or more –48VDC, 5000A systems including associated
rectifiers, power distribution units, PDU's and associated pathways and cabling. Also included
were inverters, fiber optic cabling support systems, fire alarm, and security system. Completed
1998.
U.S. Navy, Multiple locations, between 1990 and 1993. Administered several construction
contracts for the Navy ranging up to $5 million each in construction costs. This administration
work included developing the scope of work, minimizing change orders, and assuring contractors
completed work on schedule. Additional work included resolving field problems, handling RFI's
reviewing construction schedules, field inspection, reviewing safety plans, preparing, and

Blackbox short haul modems to connect remotely located pump stations to a central master PLC.

Roosevelt Roads Naval Base, PR
- Lightning protection at magazine areas - designed primary lighting protection system for
ordinance facilities. This included approximately 10 ammunition magazines located throughout
the Naval Base.
- Senior enlisted dining facility - designed power and lighting.
- Small arms range - designed a solar powered warning light system.
Cherry Point, NC
- Upgrade of three sewage pumping stations
- Child development center - designed power, lighting, security, intercom, telephone, video, and
audio classroom monitoring, and recording system. The video and audio monitoring system was
composed of two to three cameras per room for a total of approximately 40 cameras plus
individually recorded microphones located in each child care room (approximately 20). CCTV
system was also tied into door switch devices.

Cheatham Annex Virginia: base-wide electrical system upgrade - designed overhead and

design of a 4.16 KV, 1100KW generator set with the ability for co-generation.
Antigua: dormitory - designed power and lighting system.
Salinas, Puerto Rico: replacement of emergency power system (2-100kW Paralleling gen-sets
and associated switchgear). Also designed a PLC based controls system with the ability to record
30 days of activity and the ability to communicate via phone lines with a central base. This
project was for a Navy communications site.
I conducted a field investigation for a communications site in Sigonella, Sicily. The work
involved the replacement of 3-500kW gen-sets for a critical communications system at a Naval
Communications site.

11. I provided review and technical support for projects throughout Naval Bases in Europe including
Spain and Italy. Projects included but were not limited to child development centers, lightning
protection for magazines and many other facilities.
US DataPort, Gainesville, VA. Provided planning and design guidance for a master planning
effort for a 188-acre Data Center Campus estimated to cost $800 million. The Data Center
Campus will house approximately 2.5 million SF of data center building space. This project
included a 250MW power plant, 34.5kV electrical distribution and power conditioning and ride-
thru equipment. The project was put on hold in 2001.

Fallingwater, Western Pennsylvania Conservancy, Pennsylvania. This was a design/build
project. I designed and inspected electrical, underground fiber optic Ethernet wide area network,
heat tracing, and underground telephone system. Also several buildings were provided with data
and telephone outlets, racks, Ethernet hubs, and fiber patch panels. I also provided consultation
services to the Western Pennsylvania Conservancy to assist with master planning and advertising
of a new telephone system. This consisted of upgrading existing Inter-Tel PBX's and networking
between two remote sites via a Wide Area LAN using a T-1 line.
Richmond Wastewater Treatment Plant, Richmond, VA. This was a design-build project. I
designed a distributed controls system for monitoring half of the Richmond Wastewater
Treatment Plant. This work included a wide area fiber optic system. The system include a
Foxboro DCS system and interfacing with numerous existing process panels throughout the
plant. This project included preparation of contract drawings and specifications for the DCS
installation for a 70 MGD wastewater treatment plant. A portion of this project was Design/Build
which included preparing installation drawings and wiring existing equipment for connection to
a DCS monitoring system. I participated in the implementation of field modifications of existing
local panels to prepare the Richmond WWTP for installation of future DCS. Participated in
P&ID, electrical location plans, DCS loop descriptions and input/out list development.
Developed loop diagrams and panel layouts detailing field modifications. Completed in 2003.

12. Department of Energy, Oakridge, Tennessee. This was a design build project. I provided
design, field inspection and other services during construction for a Landfill project at Oak
Ridge, Tennessee. The work included overhead 13.8kV electrical distribution, electrical power,
and exterior security lighting meeting strict DOD requirements for hazardous waste landfill.
Electrical work consisted of approximately $600k in construction cost.
Block 10.2 bed-down at DGS-2 Facility, Beale AFB, California. ($1 million) This was a fast
track temporary operations facility with a small server room and a command and control center.
I lead design manage for this efoort. The project including a 2000SF design center and a 4000SF
operations center.. This included a redundant electrical power system to provide N+1 redundant
power to the entire facility which. Also a UPS system was provided consisting of a static UPS
system with the capacity to grow to a 400kW. This project supports a 24/7 command and control
critical facility that supports combat operations.
Leesburg Water Pollution Control Facility, SCADA study, Leesburg, VA.($100k fee) This
included evaluating feasibility based on cost and implementation parameters. Spread spectrum
radio, telephone lines, fiber optic cabling, and CDPD technologies were evaluated for this client.
The capability of the telecommunications providers was a major factor in this project. Also the
topology of the site was an important fact for the Radio telemetry systems.
Long Term Planning Study, US Embassy in Cairo, Egypt. I was electrical Lead for a long
range planning report for the US Embassy in Cairo, Egypt. This project included a site
assessment of the entire embassy compound which included 13.2kV switchgear, two main low
voltage switchgear and two generator plants (approximately 8 generators), and the entire
electrical distribution system. This study made recommendations for future electrical projects to
support various moves and changes in the organization. A few other facilities were also
evaluated. This work lead to a follow on project. I was Electrical Lead for an HVAC upgrade
project at the US Embassy in Cairo, Egypt. This project included fixing some HVAC control
issues in the Cairo II building and the Ambassador's residence.
Planning and Condition Assessment, Ali-Al-Selem and Ali-Al-Jaber AFB, Kuwait, Air
Force/Army Corps of Engineers. I conducted an assessment of 40 hardened aircraft shelters at
Ali-Al-Selem and Ali-Al-Jaber AFB, in Kuwait. The shelters were bombed during the first Gulf
War by the US. We analyzed the existing condition of the structural and electrical systems of
each shelter to determine how much work would be required to repair the shelters and how much
it would cost. This included a 3 week site visit and a cost estimate. Completed in 2003.
Fire Suppression Systems for Aircraft Alert Shelter, Colorado ANG, Buckley AFB, CO.
Electrical Engineer. Evaluated the electrical and communication systems associated with four
alert hangars for fighter aircraft to support a homeland security initiative. Type A concept design
services, detailed reports, and cost estimates were provided to retrofit the fire protection system.
C-5 Aircraft Parking Apron, Design/Build, Client: Air Force/Army Corps of Engineers. I
provided senior electrical oversight of design work done by a Jordanian firm to build a new C-5
aircraft parking apron. I also assisted with constructions efforts by resolving field issues and
facilitating submittal reviews with the Army Corps of Engineers. This project included the

13. upgrade of the 11KV system on the base to provide additional redundant loop feed circuits. The
work included high mast lighting poles and a new substation building for a generator,
transformer and provisions for airfield series lighting circuits for new taxiway lighting.

Water Distribution System, Hebron (West Bank) Design/Build, Client: USAID
Provided construction oversight and design support for a new water distribution system in
Hebron(West Bank). This included four booster pump stations a water tank, generators and about
14 miles of overhead electrical lines and overhead single mode fiber optic cabling. Completed
2008
Security Upgrades, US Embassy in Malawi Africa, Design/Build RFP, Department of State.
I was electrical Lead for preparing an RFP package for a Design/Build project at the US
Embassy in Malawi Africa. This was a security Upgrade project that included improvements to
security lighting, CCTV and replacing of the main compound entry-ways and associated
buildings (CAC's) and reconfiguring the entry to the consular area and main entry to the embassy
building.
Munitions Magazine area, Balad, Iraq, Design/Build, Air Force/Army Corps of Engineers.
I was lead Electrical and Communications System designer for a new Munitions Magazine area
located in Balad, Iraq which included approx 8 new facilities. These included munitions storage
buildings and outdoor revetments and some munitions handling facilities. Overhead Mast type
Lighting Protection Systems were provided. Also primary power was provided via on site prime
rated generators. Completed in 2009.
Multiple projects, Bagram, Afghanistan, Design/Build, Air Force/Army Corps of
Engineers. I was Lead Electrical and Communications System designer for a four new barracks,
a dining facility and containerized shelter facilities in Bagram, Afghanistan. This included new
13.8kV power distribution and communications services to the new site. These also these
included on-site water and sewage structures with pump stations. The design-build of Barracks
and RSOI surge area at Bagram AB, Afghanistan is being overseen by the USACE Afghanistan
District (AED) and consists of two 160-man CMU barracks and an ROSI surge area with a
DFAC for 2,700 personnel.
US Embassy, Iraq, Design/Build RFP, Department of State. Electrical engineer for the
preparation of an RFP for a Design/Build project at a living quarters camp near the Embassy in
Bagdad, Iraq. This included the re-configurations of the existing generator plants in the camp to
reduce noise problems by consolidating 10 existing generators into a single yard and provide
sound proofing. Also this project included the upgrade of the existing water and waste water
system to accommodate future growth. The project value is between $15 and $20 million.
Project was canceled in 2009.
Third Lock Addition, Design/Build RFP, Panama Canal Authority, Panama City, Panama.
I was Electrical engineer for the preparation and review of Specifications for a Design/Build RFP
for the addition of the third set of locks at the Panama Canal. This was in support of an ongoing
Program Management contract.

14. Navy, Multiple projects and locations. Electrical Design Review -Reviewed design work
done by other firms on behalf of many clients. This work has included Closed Circuit TV,
lightning protection, elevators, fire pump, intercom, telephone, data, cable TV, generator/UPS,
instrumentation controls, interior power, lighting systems (interior and exterior), medium voltage
(5KV to 34.5KV) overhead and underground distribution systems. The type of facilities included
warehouses, Navy Piers, office buildings, hospitals, communications facilities, recreational
facilities (Youth Centers, Bowling Alleys, NCO Clubs, etc...), child care centers,
water/wastewater facilities. Also conducted electrical inspections of generator/UPS installations,
wastewater plant electrical work and inspected work at various types of facilities mentioned
above. Between 1993 to 1999.
