Presentation by Patricia Prendiville, Irish Representative, Board of the EU's Fundamental Rights Agency on the results for the LGBT Survey 2013 delivered at the LGBT Youth & Social Inclusion Conference (Dublin, June 17th 2013) an associated Irish Presidency event. This conference was supported by the Department of Children & Youth Affairs (Ireland). • Recognition of the work of data collection in
terms of advocating for FR and equality.
• Bringing the necessary levels from FR/Human
Rights infrastructure at national and European
levels together.
• Collaborations – EYF, NYCI and IGLYO and IE.

3. EU Fundamental Rights Agency…
• Established 2007 -I was nominated as Independent
representative to Management Board 2010
• Began working on LGBT issues as result of call from EP
to know about the extent of discrimination – outside
employment especially. Followed up in 2012.
• Works closely with Council of Europe – initial study
extended to all 46 countries of Europe.
• This EU wide survey on experiences of
discrimination, violence and exclusion undertaken in
2012 and launched 2013.

• 168 questions with subsets.

• Discrimination 32
• Awareness of Rights 10

• Violence and harassment 51
• Data can be analysed by country, age, L, G, B, or T.
Comparisons on all variables possible.

5. Being myself…
• 15/ 8% feel able to talk openly at school. (H)
• 53 /25% Never talk openly at school.
• 47/24 always/often hid sogi at school.
• 51% avoid being open in certain places –
home (27); school (45); sports club (43%)
• 62% avoid expressing gender for fear of
harassment or violence.
• 40/43% never/rarely hold hands in public…2/2

6. Me and those around me
• 24/16% of family members know of sogi =76%
don’t know
• 31/40 of friends = 70% don’t know
• 31/40 of work colleagues/school mates
• 20/19 medical staff = 80% don’t know.
• Isolation. Exclusion. Non participation.
• Impact on individuals and society.

7. Role of others
• Offensive language about LGBT – 18/32%
• Casual jokes – 46/41%
• Expression of hatred and aversion 19/41%
• Assaults - 10/36% .
• 3/23% of public figures in
politics, sports, business are open
• 89% didn’t report incidents of discrimination. (H)

8. What helps…
• 79% know there’s an org that can offer
support and advice if discriminated
against..and yet 35% don’t know there’s a law
against discrimination in employment
• 71% know of programmes that raise
awareness.

9. What could be done…
• 74% measures at school would help me be
more comfortable
• 60% if public figures spoke openly this would
help me be more comfortable
• 60% promotion of equality and FR by National
Bodies.
• 60% training of civil servants….
